Councilmen Present: Debo, Hawes, fliesberger, Kliegel, Riner, Scrivner, Stone, Van Loo and Willcoxon. 9 Councilmen Absent: Haake, absent with leave. 1 A quorum was declared present. ----------------- Approval of The minutes of the meeting of December 5th were approved as received. Minutes. ----------------- Public Hearing A public hearing was held on the rezoning of property located at 525 East Rezoning at McCarty, from "G" Commercial to "H" Business. Mr. Benton, Building 525 East Commissioner stated that the classification should be amended from "11" McCarty. Business to "F" Highway Commercial. There was no opposition. Public Hearing A public hearing was held on the rezoning of land located at the northwest Rezoning of corner of Riverside and High Street from District "C" and "A-2" Residential property at to "E" Local Commercial. Riverside and Mr. Steve Schauwecker, 1401 E. High, inquired as to what type of buildings E. High St. would be constructed at the location. Councilman Willcoxon moved that Mr. Benton, Building Commissioner, contact the owner of the property and find out in writing as to what type of construction is to be put on the property. The motion passed. Councilman Hawes moved that the owner submit an architectural plan of the construction. The motion passed. ----------------- The Heitner A communication was received from the Heitner Corporation in regard to the Corporation - purchase of $3, 000, 000 Industrial Revenue Bonds of the City of Jefferson, Industrial Cole County, Missouri (see attached letter). A motion was made by Councilman Bonds. Willcoxon, seconded by Councilman Riner to accept the proposal by resolution. The motion par3soil. ----------------- Request for A request was received from the Schell Construction Company on behalf of 40' driveway - Sunray DX Oil Company to install two forty foot driveways at the new Service Schell Conat. Station located at the corner of 409 Broadway and Whitton Expressway. Co. Councilman Stone moved that the request be granted, under the supervision of the Director of Public Works. The motion passed. The motion bassed. ----------------- ouncilman Willcoxon moved that Mayor Christy appoint eight Deputy Clerks Deputy Clerks. :;o work the absentee ballots for the Special Bond Election. The motion passed. ----------------- kn application'was received from Russell Anderson for permission to hook on Sewer to the City Trunk Line Sewer. Councilman Hiesberger moved that the Extension application be accepted. The motion passed. ---------------- he following report was presented by Councilman Stone: Public Health At a meeting of the Health Committee - held November 29, attended by Committee 'Councilmen Scrivner, Kliegel, Van Loo, Stone, Health Inspector McKinney and Report. r. Nemer. It was decided after considerable discussion to recommend to the !mayor and Councilmen that an assistant Health Inspector be employed by the 'City on a part-time basis to assist Health Inspector McKinney in the inspection II of restaurants and Food-Service Establishments (only). 1rhe Committee further recommends that W. S. Stanford be appointed to this Iosition at a salary of $100. 00 per month plus $25. 00 per month car allowance. 11 1 I ffective date - January 1, 1967. Attached is letter from Mr. Stanford (which is self-explanatory). The committee :unanimously agreed that with the background and experience of Mr. Stanford, 'that he would be of valuable assistance to our City Health Inspector in seeing to it that our restaurants are properly and regularly inspected. The motion passed. ---------------- ,The following report of the Building and Grounds Committee was presented: Building and "The Building and Ground Committee met on December 19, 1966. Those Grounds present were Councilmen Kliegel, Hiesberger, Scrivner, and Stone; Thomas Committee Benton, Building Commissioner; and, Mr. Riner, Chairman of the Committee, Report. ,Bids were opened for the painting of the exterior rear wall of the City Hall ,building. The bids were as follows: Mark Copeland $240. 00 Hemmel & Eggers 198. 00 James Long 224. 00 Wilbert Walther 495. 00 iWe recommend that the low bid of Hemmel & Eggers be accepted at a cost of $198.00. We further authorize the Building Commissioner to negotiate an ;extra for the painting of the fire escape. !The Committee also received information from Leroy Hackmann for a public !,address system in the Council Chamber. A nine (9) microphone system designed lo, meet our needs would cost between $1, 000 and $2, 000. The Committee 513 Regular_Council Meeting, recommends that funds be appropriated in next years budget and that the MON Building Commissioner draw up specifications and advertise for bids when funds are available. The motion passed. --------------- Transit Councilman Debo presented the following report of the Transit Authority: Authority "Transit Authority meeting held at 7:30 P. M. , December 9, 1966, in the City Report. Council Chamber. All members were present, also Mr. Knight. After discussion of insurance, uniform allowance, car allowance for Manager and issuing of passes, etc. Upon being put, the motions shown below, having been duly made and seconded, were carried. 1. Recommended that uniform allowance for bus drivers be accepted and referred to the City Council for their approval. Councilman Debo moved that Item I be referred to the Finance Committee. The motion passed. 2. Recommended that car allowance of $50. 00 per month, for Mr. Knight, instead of mileage allowance now in effect, and be referred to the City Council for approval. Councilman Debo moved that Item No. 2 be approved. The motion passed, . 3. Approval of new fares for passes, effective as shown below: Effective December 15, 1966. Shoppers pass 10 (ten) rides at $1 . 75 Daily in effect from 9:00 A. M. to 3:00 P. M. Effective January 5, 1967. Adult pass 20 (twenty) rides at $4. 50 Student pass 20 (twenty) rides at $2. 75 Usable on school days only from 7:00 A. M, to 4:00 P, M, All passes subject to transfers will be issued on same. 4. Mr. Walter A. Swearengen and Mr. Knight appointed to deter-mine cost of replacement of four of prevent oldest school bus(.-8, by purchase of new or secondhand city service buses. On call of Chairman Burton a mucting will he held about 5th or 6th of January, 11067 to di8cu8s budget for next period and any other matters brought to the attention of the authority. Zoning Conit-nission at official meeting held Report. December 8, 1066 recornmend the following action taken ,it this meeting to the City Council. 0 1. The request of Sheldon Gentry to rezone land along Hwy. 54 South from single family to 'T" Highway Commercial. This is the area taken into the city in 1963, this area is now being used for business and should be rezoned to a conforming category. The Commission recommends that the request of Sheldon Gentry be approved from "A" single family to "F" Highway Commercial. 2. The request of Ralph H. Popp, to rezone property at 711 West McCarty Street to "J" Heavy Industrial for purpose of leasing property to Webster Oil Company , for office and storage of oil products and wholesale storage underground of fuel and gasoline. The Commission recommends that the request for zoning change be denied and the property remain in "G" Commercial District which will allow Webster Oil Company to operate at this location, with the exception of wholesale underground storage of fuel and gasoline. The Commission requests that the City Council grant Webster Oil Company a special permit for storage of underground storage of wholesale fuel and gasoline for the term of the ten year lease. RESOLUTION BE IT RESOLVED by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company make the following installations in accordance with recommendations by the Missouri Power and Light Company and adopted by the City Council on December 19, 1966: 1. Install 16 Mercury Vapor lights oil Myrtle Avenue from Stadium Drive to the Kansas Street intersection, north of the creuk. This includes two existing 1000 Lumen lights that are not oil Myrtle Avenue but are Indirectly related to traffic oil this; Street. (See attitelled sketch).
