',!Minutes 1A hearing was held relative to the rezoning of property located at ' Public Hear- the southeast corner of Chestnut and Leslie from "A-2" Residential ': ing. Re- to "E" Local Commercial. There was no opposition. i:: Pzoning ..Chestnut and .,Leslie A public hearing was held in regard to the rezoning of Eroperty Public Hear- located at 622 Delaware Street from "B" Residential to I : ing. Rezon- Industrial. None appeared to be heard for or against the rezoning. l, ing 622 Delaware. The following letter was presented by Mr. Ted Herron, Executive ,Sale of Director of the Housing Authority: Parcel C-2 & C-3 ! Dear Mayor Christy: It is the intention of the Housing Authority of the City of lJefferson to accept the redevelopment contract proposal of Mozark Enterprises , Inc . to purchase and redevelop Parcel C-3 in the ( Campus View Urban Renewal Project. , The area involved is shown on the enclosed sketch map and the pre- Iliminary layout of buildings is shown on the enclosed architect 's !, sketch. We are also enclosing a copy of the resultant news item 11which fairly describes Mozark s proposal. I proposal as submitted meets all the requirements of the Urban Renewal Plan as accepted by the City Council after public hearing. I land use and zoning are correct as proposed. IiMozark Enterprises also intends to submit a proposal to purchase , and develop Parcel C-2 . The development here would expand the 1C-3 plan, and probably place the proposed reStaUri►lIt on C-2 lallowing more area parking on C-3 . Would YOU PICaSC accept this as our 30 day notice that the Board intends to include C-2 in tile development contract. This action will, savc us 30 days and permit ,Mozark to proceed with more definite planning. liThis approval of C-2 for Mozark could be qualified by stating that Ithe Council accepts the notification subject to final approval ;iby the Board of Conwiissioncra of the Housing Authority. i'Although this notification is required by state law its purpose is ; to assure that the Authority has not deviated from the accepted ! Plan for the project. In all such-notices to date we have ( followed the Plan. Should we ever be forced to deviate, we will ! explain why and seek Council approval. Should such a change in Inature it would require a public hearing. Personally, I am well pleased to see a local group develop this area. I first approached one of the stockholders about three imonths ago So, you can see that they proceeded rapidly. The first local group with which we worked almost a year could not fin_ : ; ally reach agreement among themselves . I 'Perhaps I should tell you that the Board elected to sell all 11property in Campus View at "fixed" prices . That is , after having litwo appraisals made, the Board set a price for the land. Then, after the URA had approved the prices they were published. This l '!was done back in 1964. This method permits the Board to accept ! the development it considers best for the project rather than , simply selling to the developer willing to pay the most for the Iland. For example, one prospective developer for C-3 proposed structures to coo $250,000 as opposed to Mozark' s proposal at which incidentally may e increased. Very truly yours , Ted J. Appoint- The appointments of Paul Jerome Bansett and Stephen Kent Welch as meet Patrolmen on the Jefferson City Police Department , to become of Police effective January 1 , 1966 were approved on motion of Mr, Scrivner. Officers . The motion passed. Bus Service. Mr. Debo stated that a letter had been received from the Housing and Home Finance Agency in regard to the Federal Government help- ing in bus service. Federal money cannot be used for long range operations or in buying existing equipment. The equipment must be leased or enter in a contract with existing carrier. They would .,like to arrange a meeting to discuss problems inde Sail. ;Mayor Christy appointed Mr. Debo to contact Mr. 14� of the Housing, :and Home Finance Agency to set up a meeting in Jefferson City as `;soon as possible with the entire Council, Housing Authority Mr. ' Glen Watson and owners of Taxicab Companies . There was no objection. Street The following report of the Street Committee was presented to the Committee .Council: Report. STREET COMMITTEE REPORT The Street Committee met on January 3 , 1966, at 7:00 p.m. Present :'for this meeting were: Councilmen Riner, Kliegel , Skain and Stone; � Street Commissioner Enloe; Director of Public Works Rackers ; and, Councilman Willcoxon, Chairman of the Committee. Items discussed were: 1) The request of Postmaster William C. Blair for improvement of the road leading to the post office annex and for installation of street lights . The request for street improvement was delayed for further consideration. The following report of the Police Department Board was presented Committee I by Mr. Scrivner: Report. The Police Board met on the 27th day of December, 1965 and a quorum .being present , the following recommendations were made subject to .the approval of the City Council. .1 . Since Urban Renewal has radically changed the business and :residential area in the vicinity of Lafayette and Dunklin Streets , it has been requested by the Chief of Police that the Police Beat, ,known as the Lafayette Foot Beat, be eliminated. It is the recommendation of this Committee that this request be granted and that the Chief be allowed to purchase an additional automobile and equipment needed to establish four (4) Patrol !Districts and to place the officers , from this District, on regular Patrol duty. .2 . After considering the request from the Chief of Police for the :appointment of three (3) additional Sergeants on the Department the Committee recommends that the matter be transfered to the ;Special Committee that has been appointed to study salary 310 Regular Council Meeting, January 3, 1966 C chedules and classifications of City employees . After discussing the purchase of coats for the American Legion tolice, the Committee suggests that we wait for a formal request from their organization and that the Police Department include the ;host of such purchase in the next Budget request, as , at the present dime there are no funds available , for that purpose, under the t resent budget . ' he following report of the Fire Department Committee was pre- Fire Dept. ented by Mr. Van Loo: Committee :,Report. FIRE COMMITTEE REPORT The Council' s Fire Committee met on December 27 , 1965. Present for this meeting were: Councilmen Van Loo, Debo, Hawes , .Stone, and Willcoxon. the Committee discussed the need for three additional fire stations , ,equipment , and manpower. Motion made by Willcoxon, second by Debo, to recommend to the City Council to hire an architect for an estimate on three fire stations , find for the Fire Department to prepare an estimate on equipment cost and manpower needs . The architect and Fire Department are to report 'back to the Council on the 1st meeting in February, 1966. -The motion carried. Mayor Christy explained that he had met with Mr. Benton, Buildilig Commissioner and Mr. Davis of thv Givil Defense Agency to discuss tile building of the Fire Stations . It is their intentions to si n the necessary papers with the Civil Defense Agency, Duc(�mbcr 5t9. .Mr. Riner moved that the Fire Coiiuitittee be given power to act to hire the architect to design the new fire station. The motion ; passed. Nr. Riner, Chairman of the Personnel Committee asked for a sixty Personnel "day extension for further study. Permission was granted. Committee ;Mr. Ely, Milk Inspector, presented his semi-annual report to the Semi-annual ,,Council. Dr. Skain moved that the report be accepted. The motion Report of ;passed. RESOLUTION Be it resolved by the City Council, City of Jefferson, Missouri, that the Missouri Power and Light Company rpake the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council on January 3, 1966. 1. Mr. Haake stated that the Chamber of Commerce is willing to put the '; McGraw - hecessary money for the blacktopping of the McGraw-Edison Parking , Edison ��ot in an escrow account to blacktop the lot next spring. Mayor ; Parking ,Christy decided that this would not be necessary as the Chamber of ; Lot. ;Commerce would fulfill their obligation. Mr. Hawes stated that since the widening of Clark Avenue that the 1600 block of ;white line in the 600 block has been moved too far east. Mr. o • Clark Ave. Charles Ross, a business man in the area, explained that it was `;`a hazardous condition for children who are walking to school. Mr. Hawes moved that the line be moved to its original location. The 'Motion passed. fir. Scrivner moved that the painting of triangular lines to divide ': Parking and ;;traffic at the intersection of Clark Avenue and Dunklin Street be Traffic ".preferred to the Parking and Traffic Commission. The motion passed. Commission. kr. Stone inquired as to what has happened in regard to the install-; Traffic :ration of a traffic light at the intersection of Bolivar and West Light Main.
