A quorum was declared present.

Opening of The City Clerk reported to the Council that, as previously directed
Bids - by the Council, she had mailed to all interested banks, bond housesp
$825,000 and investment bankers in the State of Missouri and elsewhere
Public printed copies of a "Notice of Bond Sale" in relation to Eight
Improvement Hundred Twenty-five Thousand Dollars ($825,000) (remainder of
Bonds. $2,225,000 authorized) Public Improvement Bonds of the City of
Jefferson, Missouri, as authorized at a special election held on
the 5th. day of November, 1957 , and the Clerk further reported that
to each copy of the aforesaid "Notice of Bond Sale" there was attach-
ed a printed form of a "Proposal for the Purchase of $825,000 Public
Improvement Bonds of the City of Jefferson, Cole County, Missouri,"
and an "Official Statement" of said City. The Clerk further reported
that, as previously directed by the Council, the aforesaid "Notice
of Bond Sale" was published in the The Bond Buyer, a financial
Journal published in the City of New York.
The City Clerk further reported that, pursuant to the aforesaid
"Notice of Bond Sale," there were filed with her, at or before the
hour of 8:00 P.M. , Central Standard Time, on Monday, the 21st. day
of February, 1966, eleven (11)_ sealed proposals for the purchase
of said bonds, and the Clerk then and there presented said sealed
proposals to the Council. Thereupon, the Mayor instructed the Clerk
to proceed to open the afore-said sealed bids and to read the same
aloud in the presence and hearing of the Council and of the Bidders
assembled.
The City Clerk then procccded to open the aforesaid bids, which tire
summarized as follows:

WHEREAS, the bid and offer of Central Missouri Trust Company,_,
Mercantile Trust Company & Reinholdt & Gardner for the purchase of

their respective receipts therefor, and that the check of the
successful bidders shall be held uncashed by the Treasurer of said
. City of Jefferson, pending delivery of the said bonds in accordance
with the terms of sale and award.
Councilman Skain seconded the motion to adopt the foregoing
resolution, and, the question being put to a roll call vote, the

After the bids were checked by Mr. Wisely of Horner and Shifrin,
Mr. Haake moved that the bid of Alvin Brunner Construction Company
be accepted.
The motion passed.
Lt. Duncan, Traffic Department of the Jefferson City Police Depart- Special
ment stated that his department had taken measurements of the "no Order of
parking zone" in the 400 block of Case Street. The zone had been Business -
established some four years ago due to the fact that a utility pole Parking in
was located between two driveways causing difficulty in entering the 400
and getting out of the driveway. Since that time, the utility pole Block of
has been removed leaving a 381 driveway. The traffic Dept. feels Case St .
that the driveway can now be entered without the "no parking zone"
and recommends that the yellow line be removed.
Byron Kinder, Attorney, representing thirteen of the seventeen
property owners stated that a special privilege was being granted
to one person and asked that the "no parking zone" be removed from
Case Street so as to make more parking space for residents .
Mr. Scrivner explained that the yellow line was in front of a
vacant lot and that the owner does not object. Mr. Allen is using
part of another driveway at the present time, therefore, Mr.
Scrivner does not feel that the "no parking zone" should be re-
moved.
Mr. Hawes said that he felt that the residents on Case Street need
the additional space for parking.
Bill No. 116, introduced by Councilmen Skain and Hawes, entitled:
"An Ordinance of the City of Jefferson, Missouri, repealing para-
graph (100) of subsection 1 of Section 1. 530 of Ordinance No. 7344
of the City, prohibiting parking on the south half of Case Street,
between points 100 and 125 Feet east of the east curb of Adams
Street and providing a penalty." , was called up for third reading
by Mr. Hawes.
Bill No. 116 was read the third time by title and was defeated by

Housing . The following communication was received from Ted J. Herron,
Authority. Executive Director of the Housing Authority:
"The Housing Authority anticipates that upon receipt of final plans'.
,, and specifications it will enter into a contract with Fred J.
Distler to redevelop Parcels R-22 and R-24 as shown on the Land
Disposition Map for the Campus View Project."

Street A request was received from John H. Brown to vacate Water Street
Committee. from Grant to Quarry, the alley running parallel with Grant from
Water to Hayes Street and also the vacating of Hayes or Quarry or
any portion of them, so that the area can be improved. The request
was referred to the Street Committee.

Grounds Your Committee on Building and Grounds met at 7:p.m. , Monday,
Report. February 21, 1966 and recommends that the insurance for the next
three years on the properties of the City of Jefferson and the
Jefferson City Library be awarded to the Central Missouri Trust Co.

amounts, as the last three years. Also, that a refund to the Lib-
rary be made in the amount of $144.00, and that the Airport
Commission be billed later for their portion of the premium.
It is further recommended that a new appraisal be made on
each building and contents by Mr. Stickney of Reliance Insurance
Co. , at no cost to the City.
We further recommend that Mr. Abernathy contact the Park
Board relative to insurance of park board property under this plan.;
The Building Commissioner was authorized to advertise for
bids to correct the heating situation in Herman' s Store. The
' estimated cost is $1, 100.00. j

2. Replace existing light in the middle of the 500 block of

3. Replace existing light on post by mail box at 2304 West
Main with new 6800 Lumen Mercury Vapor Light.
4. Replace existing light on post in front of 114 Lavinia
between North and South Circle Drive with 6800 Lumen

Council' s Utilities Committee met February 8, 1966 with Councilmen
Kliegel, Stone, Haake, Van Loo, Riner, Scrivner, Debo and Mayor
i Christy, also Attorney Tom Rose, present.

' Mayor Christy reported he had received a telephone call from
_l Warr- : Welliver, an Attorney, representing the Firestone Rubber Co. '

I' Mayor Christy said Glen Watson owed more than sixteen hundred
dollars to Firestone and Firestone had filed suit to recover the
'; money or bus tires sold to Mr. Watson. Mr. Welliver told Mayor
Christy if the City would pay Firestone three hundred dollars a
month, beginning on the date the suit was filed, Firestone would
! let the tires remain on buses operating in Jefferson City. Council-,
'i man Haake moved the City begin paying three hundred dollars a
month to Firestone as long as it was of the convenience of the City
i�1 to have Mr. Watson' s buses operating on City streets. The motion
;' carried by a voice vote. Mr. John Rowland, Jr. , of the Amalgamated

Regular Meeting, February 21, 1966
Transit Union of St. Louis, spoke to the Committee. He said there
are eleven members of his union working for Mr. Watson at one dollar,
thirty nine cents an hour. He said one proposal received by the
Utilities Committee would pay these men only six dollars, fifty
cents a day for a five day week for nine months . And another
proposal offered these men one dollar an hour. He asked the Council
to consider these matters whenever it makes a final decision and
; offered his services at any time. Mr. Wells, who submitted a
., written proposal to the Council on February 7th. says he does not
,: believe he could sign the franchise with the City. Copies of Mr.
Well' s proposal will be on your desk, Also, proposals from James
1 Haake and Glenn Watson are on your desk. Mr. Haake' s proposal
sought an exclusive franchise on all taxi and bus operations in
; Jefferson City. On motion of Councilman Riner, the proposals of
Mr. Haake and Mr Wells were referred to City Attorney Rose who was
asked to give a report on their legality at the February 21st.

Mr. Rose reported that Mr. Haake could not legally be given a
franchise and that Mr. Well' s proposal was legal. As to the
individual who had requested that the City loan him $20,000 to
start his business, the City could not lawfully lend money.

Committee WHEREAS, Section 10. 130 of Ordinance Number 7593 of the
Men and City of Jefferson, Missouri, requires that a primary election be

WHEREAS, the City Council has convened at 8: 00 p.m. on
February 21, 1966, to canvass all declarations of candidacy, and
WHEREAS, from its canvass the City Council finds that
I each person, whose name appears on Appendix "A" attached hereto is
the only person who filed a declaration of candidacy for nomination
to the political office on behalf of the political party shown on
the Appendix, and

political office shown on said Appendix, now therefore:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
That each person whose name appears on Appendix "A"
attached to this resolution, is declared to be the candidate of
the political party appearing above his or her name at the top of
i' Appendix "A" for the political office'.named at the side of the
candidate' s name.
RESOLVED FURTHER, that each person whose name appears on
said Appendix "A" is hereby declared to be nominated by his
political party to the office declared for by such person.
RESOLVED FURTHER, that each person whose name appears on
Appendix "B", attached to this resolution, as a candidate to the
city committee of the political party appearing above his or her
il name, is hereby declared to have been elected by said political
party to the city committee of that party as the Committeeman or
Committeewoman from the Precinct and/or Ward of the city appearing
at the side of the name of such person.
RE-SOLVED FURTHER, That the Clerk of Jefferson City,
Missouri, cause a copy of this resolution to be published in the
Daily Capital News and the Post Tribune within five days from the
adoption of this resolution.

At the meeting of the City Council, on January 17 , 1966, a report,
,dated January 14, 1966, was received from the City Planning and Zoning
:,Commission. This report provided, among other things, as follows:
"2. The Planning & Zoning Commission recommended
that the City Council give reasonable consid-
eration toward employing a reliable firm for
the purpose of making a preliminary city zoning
plan of the areas to be annexed in the near
future. Such City plan will be of great value to
the City of Jefferson and the City Planning &
Zoning Commission in establishing good orderly
and proper zoning of annexed areas."
Mr. Haake -moved the adoption of the report.
Mr. Riner asked for a division of the question.

Mr. Debo offered a substitute motion on part two to refer ,!
,.the matter to the City Attorney and for him to report back to the
,'Council. This motion also passed.
The City Attorney assumes that part 112" of the report
was referred to him on the issue of the legality of the employment
:of a city planning firm to make a zoning study of the areas to be
!;annexed to the City.
Section 89.070 R.S. Mo. 1959, as amended, provides;
"In order to avail itself of the powers conferred
by sections 89.010 to 89. 140 (The Zoning Code for
Missouri Cities) such legislative body nhall appoint
a Commission to be known as "The Zoning Commission"
to recommend the boundaries of the various orginial'

districts and appropriate regulations to be enforced
therein. Such commission shall make a preliminary
report and hold public hearings thereon before sub-
mitting its final report and such legislative body
shall not hold its public hearings or take action
until it has received the final report of such
commission. Where a city plan commission already
exists, it may be appointed as the zoning commission,"
This statute places the responsibility for zoning new
.Areas on the Planning & Zoning Commission, who shall make a pre-
Aiminary report and hold hearings thereon before submitting a final �
;report to the City Council. However, the City Council can employ a
'firm of city planners to aid the Planning & Zoning Commission in
their work. This was done in 1952 and 1953 prior to the enactment

of the Zoning Ordinance_No. -5880-and the Zoning Map related thereto,
Special Road Mayor Christy reminded the Council that there would be a meeting
District Wednesday, February 23rd. , at 1; 30 p.m. , at the Court House to
Meeting. select a member of the Special Road District as Lou Landwehr' s term
expires. He also asked that the Finance Committee make a study of tie
Special Road District' s Funds and report back to the Council.
Street A request was received to include the alley between Monroe and
Committee. Adams Streets in the City' s resurfacing program for next summer.
The request was referred to the Street Committee.
Youth Corps - Mr. Willcoxon moved that the City pay $306.00 - one-half of the
Economic required amount - so that the Economic Opportunity Program could be
Opportunity. started in Cole County.
The motion passed.
Southwest Mr. Crabtree and Mr. Muehlberg will present their drainage problem
Blvd. on Southwest Blvd. at the Council Meeting to be held on March 7th.

Street Mr. Hawes referred the matter of improving Hough Park Road east
Committee. from Rosewood Drive to the Street Committee.
