The Street Committee met on Monday, March 14, 1966, At 4:p.m, ;
!! at Southwest Blvd. and Tower Drive. Present for this meeting were: ';
( Montie Willcoxon, Chairman; Councilmen Stone and Kliegel; Ed.
I, Rackers, Director of Public Works; also present were Councilman
! Debb and several property owners adjacent to the drainage creek.
The Committee and the property owners discussed the problem
}{ and observed the conditions prevalent along the problem ditch.
The Committee suggested that the Director of Public Works
contact Mr. Sheldon Gentry, the developer, to see if anything could
it be worked out to simultaneously solve the sanitary sewer and the
storm drainage problems . i

Dear Mr. Hawes:
Reference to instructions received by this department to study
the feasibility of changing the present signal system from flashing
red, East and West, and flashing amber, North and� Srnith, to be
reversed during ice and snow, it was learned that the last two (2)
snows,the areas around the signalized intersections were checked
and it is the recommendation of the Traffic Division that the signal
lights remain under the present operation, based on the following:
(1) Since most drivers are creatures of habit, it would
take several days for local drivers to become aware that a change
has been made, therefore creating a hazard in itself, by drivers
failing to see and obey the signal.
(2) In most instances where the streets are ice covered,
unless vehicles either have chains or very good snow tires, it first
becomes necessary for the vehicles to get to the intersection before
the change would benefit the drivers.
(3) In most instances the icy condition at the signalized
intersections only last for an hour or so before the cinders and
salt has melted the ice, the street is clear, and the signals are
placed back in operation.
(4) The basic traffic safety rule encourages all motorists
to decrease their speed upon approaching any intersection, thus by
changing the signals from their present operation would tend to
encourage tale motorist to increase his speed in order to gain
enough traction to make the grades leading to the uptown area from
the south.

Your Utilities Committee recommends the following street
light installations to the Council:
1. Install new 6800 Lumen Mercury Vapor Light in the
middle of the 500 block in the alley between East
High and East McCarty.
2. Install new 6800 Lumen Mercury Vapor Light as near
as possible to 2310 Oakview.
3. Replace existing light at the corner of St. Mary' s
and Howard with new 6800 Lumen Mercury Vapor Light.
4. Replace existing light at 1832 Randy Lane with new
6800 Lumen Mercury Vapor Light.
5. Install new 6800 Lumen Mercury Vapor light midway in
the 1200 block of Moreau Drive, between Vineyard Square
and Leslie Drive.
On motion of Councilman Debo, the report was adopted.

Councilman Deb.o , Chairman of the Public Utilities Committee pre- Public
sented the following report in regard to bus transportation: Utilities
March 21, 1966 Committee
Hon. Mayor and City Council Report.
Jefferson City, Mo.
Gentlemen:
For more than a year, your Utilities Committee has been try-
ing to find an answer for transportation of bus passengers in
Jefferson City.
i! We have had nearly a dozen proposals, which I will outline
later.
Frankly, as Chairman of this Committee, I am at the end of
i the rope and I have no recommendation to make to the Council.
However, for your review and information, I would like to outline
some of the proposals to you.
Last Thursday night, the Committee held a meeting in the City
Council Chamber. Unfortunately, only two members of the Committee
were present, myself and Larry Haake. Also present from the Council
were Councilman Hawes, Councilman Stone and Councilman Kliegel.
Also present were Mr. Gentges of the Hertz Rent-a-Car people, and
, Mr. Federhofer of Avis, and a number of drivers and employees of
Glen Watson.
You may want to jot these figures down and do comparable com-
putations on what it would cost to lease buses . We were told that
a 21-passenger bus would cost around $9400 to purchase, without
' tax, and a 15-passenger bus would cost around $7000 to purchase,
without tax. A`bus that would seat about 45 passengers would cost
approximate $18,000.
We interrogated Mr. Gentges and Mr. Federhofer and we arrived
at a figure, using the smaller bus, to lease these buses for one
year (this would be six of the smaller buses and two of the larger
ones) would be in the neighborhood of $75,000. Presently, there
are eight drivers and a manager working for Mr. Watson. They
average 51 hours a week, at $1. 39 an hour. We figured labor would
cost somewhere in the neighborhood of $50,000 ca year. So we are
talking about $125,000-a-year operation, if we lease. We were told
the present buses cover about 610 miles a day, operate 307 days
a year. These buses; take in approximately $70,000 a year from their
riders . So this would mean a deficit of about $55,000 a year, if we
leased.
As you are aware, we also have had an offer. from Virgil and
B. J. Wells of the City Cab Company. Their proposal was to operate .
a taxi service covering about the same routes that the present bus
system does. They would pick uppassengers at bus stops and carry
them to another bus stop at the rate of 25fi and there would be no
transfer. Their proposal was made only in case Mr. Watson quits
operating his bus service in Jefferson City.
Another proposal came from Jim Haake . He wanted the exclusive ,
franchise for the taxi and bus service in Jefferson City. He also
said that he would not offer transfers . Mr. Tom Rose, our City
Attorney, told us that we could not grant an exclusive franchise
!' and this seemed to rule out Mr. Haake.
Another proposal came from the present operator of the school
buses, this is Mr. Leslie Joyce, His proposal was that he would
haul only school children. He told us that he was not interested
in the entire bus operation and that he was not interested in a
isubsidy. However, his proposal was made only if Mr. Watson goes
out of business and he said it would take several months for him to
order buses.
There have been numerous other proposals that I have heard on
I the street. One was -- cut the fare to 10e and everybody ride.
Another was -- make it a complete government operation at no charge.
and I could go on and on.
As I stated earlier, I have no recommendation. This has been

one of the toughest problems ever assigned to me and I am sure it' s
the toughest problem the Utility Committee has tackled.
Gentlemen, that' s my report. We can continue to meet, and
meet again, and meet again. -I would estimate that we have had at
least 30 meetings on this and we find no solution.

Committee The Annexation and Redistricting Committee met at 7 : 30 p.m.
Report. on Tuesday, March 15 in the Council Chambers .
R. L. Hawkins, special attorney for the City, reported Judge
Riley had disqualified himself and will not hear the Area A
Annexation case. He will be replaces by Judge Sam Semple. The case
is set for July 7 and 8, 1966.
After the annexation discussion was completed, each committee
member received a city map delineating the five wards and their
precincts and a summary of each precincts population and of each
precincts registered voters .
Mr. Willcoxon moved a poll be taken by the city' s two city
political committees of the incorporated area and of the proposed
annexation areas.
The motion passed.
The chairman appointed Mr. Kliegel and Mr. Haake to contact
their respective City Committees to obtain their agreement for this
' polling proposal and to develop a plan for a Joint poll,
Councilman Hawes moved the adoption of the report.

Gentlemen:
The Jefferson City Planning & Zoning Commission at official
meeting held March 10, 1966; recommend the following action taken

a this meeting to City Council Members.
1. The request of Mary Julia Dix Smith, Marjorie L. Dix and
T. Mahan Smith requesting rezoning of the real estate which
they own, known as 631, 633, 635, 639 and641 East Capitol
Avenue and 116, 118 and 118k Lafayette Street; that the pro-
perty be rezoned from "Y' Multiple Dwelling to "E" Local
Commercial.
The Commission recommends that the request be granted.
The Commission recommended by separate action that the re-
mainder of the property on the north side of E. Capitol Avenue ►!
in the five and six hundred block from private alley in the
five hundred block east to Smith and Dix property lines and
I north to city alley also be rezoned to "E" Local Commercial.
2. The request of the Jefferson City Housing Authority for
approval of sale of land located on the corner of Jackson and
E. Dunklin to the Division of Employment Security for use as
a parking lot.
The Commission recommends that the request be approved and a
special permit be granted for use as a parking lot.
3. The request of Ralph Kalberloh to have property in the 5001
block on Hart St. rezoned from "B" two family,ldwelling, to
"I" Light Industrial.

4. The request of J. Raymond Brummett and Major Brothers to
rezone land in 11-44-12 in the western edge of the City limits
along service road of new Highway 50 West Expressway from IIAII-
I to "E" Local Commercial.

the request be re-submitted at a later date along with docu-
ments of approval from the property owners within the legal

Dear Mr. Dominique:
On March 11, 1966, on behalf of the above-named plaintiffs, I
made an offer to the defendant through you and Mr. Rose ' s office.
This offer was based upon certain conditions .
Since this offer of March 11, 1966, was made to you and Mr. Rose,
I had a conference with you in which I understood that you advised
that the City Council did not act upon our offer in its official
capacity at a council meeting as required by law and ordinance.
It is, therefore, assumed that because the City Council did not
officially act upon our offer of March 11, 1966, that the offer was
not before the City of Jefferson, defendant in this case, and
therefore the City did not have lawful notice nor -did the City of
Jefferson lawfully act upon the plaintiffs' offer of March 11, 1966.
Over the period of years, the plaintiffs have earnestly attempted
to compromise and settle their claim against the City having made
several offers, each of which was rejected. Because of the tremendous
expense on behalf of the plaintiffs in prosecuting their claim against
the City, the offer of March 11, 1966, was submitted to the City after
full and long consideration of all of the factors involved. It was
thought that the offer was certainly reasonable in view of the fact
that the City has made use of the Jefferson City Parking Garage since
its opening in 1961; whereas, the plaintiff construction company has
not had use of monies justly due and owing to it.
We, therefore, have no alternative but to commence preparation
for the third trial in this lawsuit, which as you know is scheduled
only a month away.
We are most anxious and willing to settle with the City of
Jefferson if it would do so. Certainly, you recognize that we are not
attempting to settle on simply our terms but must take into consid-
eration many circumstances. We have other commitments, and we have
tremendous expense as previously pointed out.
Although we have no alternative at the present time but to con-
sider that the offer of March 11, 1966, was not lawfully acted upon,
it is our understanding that the City Council meets this evening;
and if it desires on behalf of the City of Jefferson to accept our
offer as previously made to you on March 11., 1966, the plaintiffs
will accept such offer to you as full compromise and settlement
provided the City Council acts upon the same tonight and makes im-
mediate payment.

Mayor' s Councilman Haake stated that he approved of the Mayor' s Planning
Planning Commission for Proposed Annexation Area but had hoped that the City
Comm. for would hire professional planning engineers. He asked that the
Proposed Commission have a preliminary plan within six months consisting of
Annexation a comprehensive street and zoning plan so that the Planning and
Area. Zoning Commission would have a guide for their decisions.
Resolution - The following resolution was presented by Councilman Debo:

Lights.
Be it resolved by the City Council, City of Jefferson,
Missouri, that the Missouri Power and Light Company make the
following installations in accordance with recommendations
presented to the City Council by its Committee on Public
Utilities and adopted by said City Council on March 21,
1966.
1. Install new 6800 Lumen Mercury Vapor Light in the
middle of the 500 block in the alley between East High and
East McCarty.

2. Install new 6800 Lumen Mercury Vapor Light as near as
possible to 2310 Oakview.
3. Replace existing light at the corner of St. Mary' s and
Howard with new 6800 Lumen Mercury Vapor Light.

6800 Lumen Mercury Vapor Light.
5. Install new 6800 Lumen Mercury Vapor Light midway in
the 1200 block of Moreau Drive, between Vineyard Square and
Leslie Drive.
