Isl Ed Cole City Collector ,On motion of Mr. Hogg, the report was approved. ----------- Board of A communication was received from the Jefferson City Board of Education Education acknowledging the resolution recently enacted by the Council with reference to recommending that candidates filing for Board of Regular..Meeting,_ April...20, 1965 Education membership be nominated through the direct primary session in conjunction with the City primary plan. The communication was ordered filed. A letter of appreciation was received from the Band Booster Club Band Booster for the contribution of the City Council made toward sending the Club. Band to the New York World' s Fair to participate in the opening day ceremonies. The Communication was ordered filed. The Jefferson City Chamber of Commerce requested permission to Tourist locate a Tourist Information Booth at the southwest corner of West Information Main and Clay Streets; to operate the facility from Decoration Booth. Day to Labor Day and that a "No Parking" zone be established so that visitors will be assured to ready access to the booth. On motion of Mr. Debo, the request was approved. The motion passed. Mr. Haake offered the following amendments to Bill No. 114. Bill No. 114 Section 1. "Subsection 20", Line 2, by striking out the figure "60" Regulating and inserting in lieu thereof, the figure "30" ; also Parking of "Subsection 25", line 2, by striking out the figure "60" and insert-Motor ing in lieu thereof, the figure "30", and Vehicles. "Subsection 35" , line 2, by striking out the word "McCarty" and inserting in lieu thereof, the word "High" . Mr. Haake called up Bill No. 114, as amended for third reading and final passage. Bill No. 114 introduced by Councilman liaake and Hogg, entitled: "An Ordinance of the City of Jefferson, Missouri, regulating the parking of motor vehicles on the Roadways of the City, providing a presumption that any motor vehicle parked in violation of this Ordinance was parked by the owner thereof, and providing a penalty." The Bill was read the third time by title and was passed by the following vote: as Ordinance No. 7626. Building & The Building and Grounds Committee recommended to rezone all of inlot Grounds 701 within the boundaries of Jefferson Street, Washington Street and Committee the Whitton Expressway to "F11 Highway Commercial to permit the Report, erection of signs. Remodeling of City Hall A. First Floor Lobby of City Hall 1. Install new aluminum and glass entrance door. 2. Install new acoustical ceiling with two new light fixtures. 3. Panel walls with k" plywood paneling. 4 • Install new aluminum and glass entrance doors for Herman' s. Regular Meeting, April. 20, .... 5. Replace existing side garage door with a new service entrance door and display window. 6. Install new electric panel at front of Herman' s Store. 7. Plumbing Inspector is to inspect the toilet in Herman' s and take bids to repair if necessary. : B. THIRD FLOOR OF CITY HALL L. Remove skylight and exhaust fan. 2. Remove watch tower and staircase. 3. Reroff entire building. 4. Remove two existing ceiling fans in Council Chambers. 5. Remove plumbing connection for old drinking fountain and plaster existing hole in the wall. 6. Install new acoustical grid ceiling in hall and Council Chamber. 7. Install six new light fixtures in hall and ten new light fixtures in the Council Chamber. 8. Paint all walls in the hall and the Council Chambers. 9. Relocate the thermostat from court clerk' s office to the Engineer' s office ;,� C. Install insulated pipe covers on heating pipes in the Janitor' s. room of second floor and in rooms #4,5 and 6. D. QUESTIONABLE ALTERATIONS 1. Install new acoustical grid ceiling in Roy Farmer' s office Marilyn Hamacher' s office, Margaret Christian' s Office, Ed. Racker' s office and the court clerk office. 2. Install two new light fixtures in Roy Farmer' s office, Mailyn Hamacher' s office, Ed. Racker' s office, and the office of the court clerk. Install four new light fixtures., in Margaret Christian' s office. 3. Repair cracked ceiling of the Fiscal Officer' s office. 4. Paint Margaret Christian' s office, Inspector' s office, Fiscal Officer' s office, court clerk' s office, Ed. Rackers office, sewer service charge office and City Engineer' s office. The Building & Grounds Committee recommends that the Building Commissioner advertise for bids on section A. , B. and C with an I 1; alternate bid on Section D. E. The Director of Public Works and the Building Commissioner are to investigate the heating situation in Herman' s store and report back to the Building & Grounds Committee at their next meeting. F. The Director of Public Works and the Building Commissioner are to investigate the possibility of installing two flood lights on the front of City Hall Building and report back to the Building and Grounds Committee at their next meeting. ! Install 6800 Lumen Mercury Vapor Light at 1401 West McCarty. 2. Install 6800 Lumen Mercury Vapor Light across the street from 101 East Circle 3. Install an additional 6800 Lumen Mercury Vapor Light in the 1600 block of Bald Hill Road and replace the present outdated types with new 6800 Lumen Mercury Vapor Lights. Planning & The following reports were received from the Planning and Zoning Zoning Commission: Commission April 12, 1965 Reports. Gentlemen: The Planning and Zoning Commission at its regular meeting on April 8, 1965 considered the request of Mrs. Amy Stone for a special . permit to operate a beauty shop at her home at 317 West Ashley. The Commission noted that this property is in "C" Multiple Dwelling District and that there will be no serious or depreciating effect upon the surrounding property, recommend that the request be granted. Bruegging Chairman April 12, 1965 Gentlemen: The Planning and Zoning Conu»ission tit its regular meeting on April 8, 1965 considered the request of Emily Waterman of 1200 Busch Street for a change in zoning from "B" Two Family District to a district which would allow her to conduct a child nursery. The Building Commission was asked to determine the extent of the operation planned at this location, whether it would be conducted by members of the family only, and if so, whether it could be classed as a home occupation which is allowable in "B" District. Bruegging Chairman April 12, 1965 Gentlemen: The Planning and Zoning Commission at its regular meeting on April 8, 1965 considered the request of Mr. Edwin M. Costello et alia that Lots 27 , 28, 29, 30, 31, 32, 33, 34, 35, 36, 37 , 38 and part of Lots 26 and 39, of W. A. Beck Addition presently in "A-2" Single Family Dwelling District, be changed to "D" Multiple Dwelling District . The Commission recognizing that all property owners of this tract either signed the petition or signified consent;.in writing, and that the property adjoins "F" Highway Commercial District on the south, recomment that the City Council grant this request. Bruegging la r- Regular Meeting, _April 20,_1965 April 12, 1965 Gentlemen: The Planning and Zoning Commission at its regular meeting on April 8, 1965 considered the due concern of the Building ` Commissioner over the action taken by the Board of Adjustment in Condoning the construction of the new building at Madison and McCarty Streets which contemplates an overhang of 4' - 6" over the the public sidewalks. The Commission agreed with the Building Commissioner and ; strongly regrets the action taken by the Board and urges that every- i1thing possible be done to prevent this type of construction. f The Commission feels that the Boards' reason for allowing this` ; construction to proceed is very weak, namely; "The roof overhangs could not be removed without adversely affecting the appearance of i the Structure" . Certainly the architect could submit an alternate acceptable plan. Since it is felt by some that the present Zoning Ordinance is not definite in this matter, the Commission recommedns that the Ordinance be amended by including the following sentence as a basic tenet: No building shall be so constructed that any part thereof projects over a public street line, or alley line, except for the ordinary projection of sills, belt courses, cornices and ornamental features pro- jecting not to exceed twelve (12) inches.
