Special Council Meeting, May. 11, 1965.
Mayor Christy in the Chair.
Mayor Christy explained that the Special Council Meeting had been
called so that residents in the proposed "District A" could discuss
annexation problems.
Mr. Edwin Rackers, Jr. , explained to the gallery the boundary lines
of "District A" .
Hearing on The following persons were heard: Delbert Scheppers, Stanley
District "A" Neuner, Raymond Brummet, Pem Gordon, Hubie Neutzler, Dr. A. B.
Annexation. Jackson, Stan Diemler, Wally Richter, Robert Major, Ken Johnson and,
D. V. Claibourne.
. Questions as to lot sizes in subdivisions which are already under
development, and location of service facilities were discussed. Mr.
Rose explained that if the plat had not been recorded, that the
decision would have to be made by the Planning and Zoning Commission.
Street lights in some of the subdivisions outside of the City limits
are not of the same type as those used in the City. The matter would
be decided by the Missouri Power and Light Company.
; The matter of the Special Road District maintaining the streets and
roads was discussed but it would be something that would have to be
worked out with the Special Road District .
The question was raised as to whether the annexed property owners
would have to use City water as they have formed their own water
district . It was decided that it would not be necessary for them to
use City water and that the City can probably enter into an agreement
with the water district for Fire hydrants . in vicinity
Mr. Rose explained that a new fire station shoiid be built/of Dix
Road and Industrial Drive with as pumper engine to be manned by four
men and a Company Officer whiih would lower fire insurance rates from
10 to 9 and if fire hydrants are installed the rates would be
lowerL,d from 10 to 6. The annexed area would also have police pro-
tection.
Sewer service will be provided to residents when property owners
form a sewer district. The Cost will be approximately four cents
per square foot of lot size and will be assessed on a tax bill basis.
The matter of public transportation was brought up and also the
transportation of school children in school buses. Mr. Rose explained
that the School Board handles transportation of children and that
the City had no control over the matter,
After annexation, ward lines will be extended, but redistricting
cannot be done until annexation is completed.
Private streets will not be maintained by the City unless they are
dedicated.
The questions were answered by Mr. Rackers, Mr. Rose and Mr. Hawkins.
Charles Wright stated that he would like to go on record as opposing
having his property annexed.
At the end of the discussion Mayor Christy assured the interested
persons that the City administration would do all in its power to
provide the best service possible with the available funds.
