A Special Council Meeting was held on June 1, 1965, in the Council
Chamber with Mayor John Christy presiding.
Councilmen present were: Mr. Kliegel, Dr. Skain, Mr. Stone, Mr,

Van Loo and Mr. Willcoxon.
Mayor Christy explained that the only item to be discussed would
be Section "D" of the proposed Annexation and the rules would be
enforced as to the discussion.

proposed annexed area and explained the boundaries to the gallery,

The following persons were heard: Henry LePage, George Sitterly, Hearing on
Omar Kelpe, Stan Diemler, Harold Nolte, Mr. Muenks, Bob Mueller, District "D"
Charles Morris, Martin Bunch, Shirley Mays, George Landrum, Carolyn' Annexation,
Schmidt, Jim Wundrlich, Robert Abernathy, William Abernathy, John
DeBrine, Morris Burr, Wally Richter, Glenn Stout and Roland Patton.,
1. Will City Ordinances apply to annexed area and will City pay
for fire plugs in Water Districts? Mr. Rose stated that the annexed
area would operate under the same Ordinances as the City does now
and that the annexed area would have the same Fire Protection ser-
vice.
2. Will City form sewer districts and how much will it cost the
property owner? Mr. Rackers explained that the property owner has
to form the sewer district and that the cost will be approximately
four cents per square foot of lot size and will be assessed on a
tax bill basis. The trunk lines have been designed to take care of
newly annexed areas.
3. Who will collect sewer service charge if person lives in Water
District and will property owners have to pay sewer service charge
if they do not use sewers? The sewer service charge will be based
on metered colnsumption of water, which will probably be checked by
the Water Company and if persons do not site City Hewers, there will
be no sewer service charge,
4. Will City pave streets for property owners not living on paved
streets? Mr. Rackers said that the City does not build streets in
residential areas. The property owners have to pay ,for street im-
provements and will be assessed on a tax bill basis.
5. Why is it impossible for property owners being annexed to vote
on the proposition? Mr. Rose stated that the State Statutes re-
' quire that it be submitted only to residents of the City.
6, Why does City want to annex additional area? Mr. Hawkins who is
assisting Mr. Rose in the annexation program gave the following
reasons from the annexation report.
(a) To provide adequate land areas within the corporate limits
to accommodate anticipated growth,
(b) To allow development to take place in a unified manner so
that services may be provided with economy, without costly
duplication,
(c) To plan for growth in a logical sequence enabling public
i' services and facilities to be fully utilized by all residents.
(d) To propect suburban development from blighting influences
through the establishment and enforcement of subdivision
regulations, zoning provisions and similar control measures.

If these objectives can be realized, long-term benefits will result
and the State Capital will be assured of continued browth and
economy of government.

;! 8. Would Central Rendering Plant be allowed to operate within the
City Limits when it is contrary to State Statutes? Mr. Rose
explained that an industry can operate as non-conforming as
long as they operate continuously. If they cease operation for
as long as two years the land will be zoned as residentail and
a business cannot operate again.
;,: 9. Does City anticipate an increase in taxes if land is annexed
and would annexed residents be provided with natural gas? Mr.
Rose stated that the tax rate would remain the same as now and
that the Missouri Power and Light Company has been authorized ',
to extend gas mains by the Public Service Commission.
10. Would ward boundaries be redrawn after annexation? The ward
lines will be extended, but redistricting cannot be done until
annexation is completed.
11. Would another fire station be built in the eastern section of
the City? Mayor Christy stated that another station would be i
needed in the not too distant future, but the City is planning
to purchase a pumper engine to be manned by four men and a Ij
is Company Officer which would lower fire insurance rates if fire
J hydrants are installed.
12. Would annexed residents be provided with street lights? Mr.
Rackers stated that street lights would be provided within a
years time. 0
13. The question of transportation of school children on school
buses was brought up. Mr. Rose said that the School Board
handles transportation of children and that the City has no
control over the matter.
Mayor Christy stated that there would be a joint meeting of all fou'
sections of the proposed annexed area so that pro-ponents and oppon*-
ents could be heard.
