Prayer. r� Present: Debo, Haake, Hawes, Kliegel, Riner, Scrivner, Skain Roll Call. and Stone. 8 Absent: Van Loa and Willcoxon, absent with leave. 2 A quorum was declared present. ----------- Mayor Christy explained that the Special Council Meeting had been a�LL called to consider Bill No. 22, entitled, An Ordinance of the City of Jefferson, Missouri, relating to the official time of the City." ii To hear the proponents and opponents of the Bill. - - r j The following persons spoke in favor of the Bill: Proponents. Forrest Coleman, representing the Division of Employment Security; John Roods, McGraw Edison Co . , they have been working on Daylight Savings Time for the last five or six years. f John Baugh, Von Hoffman Press, have been working on DST for the last three years since they must have contact with other plants. Jim Clardy, Mo. National Guard; Bill Stout, representing the Little Leaguers as they need more i' daylight time for practice. I Robert Walz, Junior Chamber of Commerce; Clarence Blume, salesman for General Foods; has difficulties in i! various towns that are on DST in meeting his time schedule. Roy Jones, Division of Employment Security, stated that California, ,I Mo. would go on DST if Jefferson City adopted it. �1 Judge Dampf asked for a trial basis so that people would know what they are voting for when the proposition is placed on the ballot at the next City General Election. The following persons spoke in opposition to the Bill: Opponents. Howard Griffin, representing the motion picture industry, presented ii petitions signed by 800 people. He stated that DST would hurt their drive-in theatre business. it Ernest Schneider, 1142 E. McCarty, stated that mail service would j be one hour later and that• DST would hurt his printing business. li Ken Hackman, Hackman Drilling Co. , stated that he would lose one E hour a day in his business. Marian Turner said that housewives would be affected by change in time. ? Mrs. Joseehine Minor speaking as a housewife opposed the change in time, she also sopke in regard to drive-in movies. She stated that , i her family enjoyed going to the movies and the change in time would { make it too late for children to attend. Beverly Miller, operator of a Drive-In Movie opposed the DST Bill as it would tend to hurt his business. A. V. Horner asked the Council to let the people vote on the pro- ; position to decide if the City should go on DST. Dudley Payne, representing Local 443, Movie Projector' s Union, stated that they were in opposition to Bill No. 22. ----------- Mr. Scrivner, Councilman from the First Ward, stated that he would Councilman vote on Bill No. 22, as the people whom he represents want him to Scrivner vote. Most of the people in his ward are in the building trade and the opposition is very strong against the passage of the Daylight Savings Time Bill. He stated that he had co-sponsored a resolution to put to the vote of the people the decision of DST at the next '' City General Election and that he is voting against the Bill. Councilman Debo. }, Councilman Debo explained that Bill No. 22 was for a trial basis, �) ;1so that the Citizens of Jefferson City would know what they were ;; voting on at the next election when the proposition will be put on ;Ito the vote of the People. Mr. Debo, moved that Bill No. 22 be called .; up for third reading, the motion passed. .! ----------- j!
