Present: Councilmen Debo, Haake, Hawes, Kliegel, Riner, Scrivner, Skain, Stone, Van Lao and Willcoxon. Absent: None. A quorum was declared present. Public A public hearing was held on the rezoning of the Tweedie property Hearing, located between Adams and Oak Streets. Tweedie Forrest Carson, representing Mr. Tweedie explained that the owners Property, were planning to construct luxury type apartments which would be an asset as there would be off-street parking and the City would re- ceive more revenue from taxes as the cost of the development would be from $250,000 to $800,000. There would be approximately seventy units. Don R. Preston, 1010 Oak Street stated that he preferred to have duplex units built because he was afraid that Oak Street would be an alley outlet for the apartment units. He also wanted to know if Mr. Tweedie planned to develop the area or sell to another developer. Roy Garrett, 1001 Adams, suggested that the property be subdivided- single family homes on Adams, similar to the homes in the area and homes to be built on Oak Street complimentary to the location. " Gentlemen: STREET COMMITTEE REPORT The Street Committee met on June 29, 1965. Present for this meeting were: Ed Kliegel, member; Omer Stone, member; Charles Enloe, :, Street Commissioner; Ed Rackers, Director of Public Works; and, .iMontie Willcoxon, Chairman of the Committee. Items discussed were as follows: Ohio Street Bridge - The Committee discussed the possibility ofd; contracting part of the work on the Ohio Street bridge, due to �; the heavy work load on the Street Department. It was the recommenda ', ,, tion of the Committee to have part of the work contracted, and the -'iDirector of Public Works was instructed to obtain bids for that ; portion of work to be contracted. ` 2) Expense Account for labor foreman on Street Department - It was the recommendation of the Committee to approve a $25-per-month expense allowance for the Street Department labor foreman, retro- active to July lst. : 3) Storm pipe in 1000 block of E. Capitol - The storm pipe under the street has collapsed, requiring replacement. Since this pipe . is located at a lower depth than can be excavated with Street ' Department equipment, this Committee recommends that the pipe be installed by tunneling under a private contract. 4) The request of Mrs. Bolton to vacate an alley east of Marshall Street between Elm and Dunklin - The Committee recommends that Mrs. Bolton be permitted to use the alley as a driveway, but not to ' . vacate the alley. . 5) Improvement of Taylor Street - Since the majority of property owners owning a majority of the frontage in the 100 block of North Taylor Street singed a petition for the street improvement, the Committee recommends that the Council advertise for bids for the improvement of this Street. Install a 6800 Lumen Mercury Vapor light at 1918 Tanner Bridge Road. 2. Install two (2) 6800 Lumen Mercury Vapor lights in the Elm StreetPublic Housing Area on the south side in the rear of the 1000 Block. Please use the second and fourth posts east from Linn Street. 3. Install a 6800 Lumen Mercury Vapor light between Clark and Locust on Walsh. 4. Replace existing light with new 6800 Lumen Mercury Vapor light at 715 Ewing Drive. Mount light on metal pole at residents ' expense. 5. Install a 6800 Lumen Mercury Vapor light in the middle of the block or at the alley - 300 block of Hart Street. 6. The Jefferson City Milk Code No. 7416 - Section 75.070 requires ithat the grades of milk being sold in Jefferson City be announced .. semi-annually. Grade A Pasteurized and/or Homogenized milk is being sold in :! Jefferson City by the following Dairy Plants in alphabetical order: " Adams Dairy ---------- Blue Springs, Mo. Beatrice Foods -------- St . Joseph, Mo. Central Dairy --------- Jefferson City, Mo. Country Club Dairy ---- Kansas City, Mo . Foremost Dairy -------- Kansas City, Mo . Sky-Go Farms ---------- Fulton, Mo. Grade A Raw of other grades, none. As of June 30th. the above plants were selling in Jefferson City about 7275 gallons of Grade A milk and milk products. An additional 3,000 gallons is being sold in the surrounding territory. A total of 7, 275 gallons daily. Of this amount, 49 local grade A dairy farms supply 4, 500 gallons per day. All of this milk is produced in bulk tanks and most of it through pipelines milkers. In the past six months your Inspector has made 92 regular farm inspections, 59 special farm visits, 28 visits at miling time, super- vised on 2 new barn constructions, renewed 35 yearly permits, issued 1 new permit and revoked 1 permit. 545 milk samples were collected for laboratory exmination, 3 water samples taken. A total of 404 miles traveled and 265 gallons of gas used. On March 7th. to 10th. , representatives of the Missouri Divi- sion of Health, accompanied by your Inspector, made a survey of the Processing Plants in Jefferson City and the farms supplying milk to them. They gave an over all compliance rating of 91%. A 90% rating will permit milk to move from one milkshed to another. In commenting on the milk situation in Jefferson City, Mr. Eugene Viets, State Milk Sanitarian, said, "All of the milk now . sold in Jefferson City if pasteurized. The City Officials are to be commended for their interest in Pasteurized Milk as indicated by : the most recent revision of the Milk Ordinance. Install a 6800 Lumen Mercury Vapor light at 1918 Tanner Bridge Road. 2. Install two (2) 6800 Lumen Mercury Vapor lights in the Elm Street Public Housing Area on the south side in the rear of the 1000 block. Please use the second and fourth posts east from Linn Street. 3. Install a 6800 Lumen Mercury Vapor light between Clark and Lo- cust on Walsh. 4. Replace existing light with new 6800 Lumen Mercury Vapor light at 715 11-'wing Drive. Fogging ' Mayor Christy stated that he had received numerous complaints from Machine. residents of the City in the use of the fogging machine. Dr. Skain explained that the Public Health Service had approved the chemicals, being used. He also stated that the larviciding program would not control mosquitoes without the fogging operation. Airport Mayor Christy reported that the Airport Terminal Building was Terminal progressing and that money would have to be taken from some unused Building. City Fund which would be replaced from the Airport Fund at a later date. Annexation Mr. Riner moved that the General Hearing on Annexation be held Hearing. August 13, 1965. The motion passed. Mayor Christy suggested that the hearing be held at the Missouri Hotel since the Council Chamber pro- bably would be inadequate to accomodate the crowd. Library Mayor Christy stated that the Library Board had investigated the Funds. , matter of constructing the new Library Building. They cannot borrow : any money and will have to wait until they have sufficient money for the construction. The City will have to invest the money in interest bearing Time Deposit, Open Account. Mr. Willcoxon moved that Mr. Abernathy and Mr. Mace invest the money for the Library Board. . The motion passed. St. Mary' s Mr. Debo questioned the problem of trucks tearing up the City streets Blvd. due to Highway construction. He stated that St. Mary' s Blvd. is in a terrible condition. Mr. Enloe, Street Commissioner, explained that there is no load limit on City Streets and that if an Ordinance were passed controlling the load on trucks it would help the situation. A urnment.
