The,; Dunford St. matter was referred to the Building and Grounds Committee. ----------- i Letters of appreciation were received from F. Joe Delong and I. H. Resolution. (Jim) Reed, President of the Chamber of Commerce in regard to the I Ponds Inc. resolution sent to them by the City Council, for their part in lo- cating the mid-west manufacturing plant of Chesebrough-Ponds ' s, Inc', in Jefferson City. A certificate of Honor Roll of Cities for safety of School Children[ Safety was presented to Chief of Police, Claude E. Short and Lieutenant " Certificate. Charles Duncan by Mayor Christy. The following report of the Street Committee was presented to the '. Street Council: August 2, 1965 ;; Committee : Report. Gentlemen: STREET COMMITTEE REPORT The Street Committee met on Monday, July 26, 1965. Membersg in attendance were: Montie Willcoxon, Chairman; Councilmen Kliegel', Stone and Riner; Street Commissioner Enloe; and, Director of Public,' ' Works Rackers. ! ITEM 1. Resurfacing of Franklin Street between Monroe and Madison from the end of the present paving towards Monroe Street -' The Committee recommends that the remaining unpaved portion of this" block be paved with concrete on tax bill. ITEM 2. Madeline Street - A request was received to open and im- prove a street in the Madeline Street area in return for the right-of-way. The matter was referred to the Street Commissioner and Director of Public Works for further study. ! ITEM 3. Taylor Street_ - After a considerable amount of discussion a with the property owners on Taylor Street, it was agreed ; upon that a 30-foot street, rather than 35 feet, as previously is petitioned, be paved with Portland Cement concrete in the 100 blocky of North Taylor Street. A petition favoring the 30-foot width was also presented. ITEM 4. Slurry Seal - Following a discussion on this type of seal coating, the Committee recommended that this type of seal coating be tried on an experimental basis on several of the streetsl` slated for normal seal coating this summer. ITEM 5. Traffic signals at Dix Road and Southwest Blvd. on High- way 50 West - Correspondence received from the Missouri < State Highway Department regarding signalization at the above men- li tioned intersections indicated some minor intersection modications would be necessary. Hart Street - Several interested property owners appeared to inquire about the possibilities of acquiring some City property and relocating part of Hart Street. The matter was re- ferred to the Director of Public Works for further study and to re- port back at the next Street Committee meeting. The motion passed. ---------- Building & The following report of the Building and Grounds Committee was pre Grounds rented by Mr. Riner, Chairman of the Committee: Committee August 2, 1965 Report. Mr. Mayor: Your Committee on Building and Grounds met at 7:45 p.m. on August 2nd, and recommends that the City Council instruct the City Attorney to write the Weatherby Posting Co. and request them to remove the Billboards facing the Whitton Expressway along the side of the Noble Beauth Shop immediately. Committee of - the The following report of the Committee-of-the-Whole was presented to'' Whole the Council: August 2, 1965 Report. Mayor John Christy: The Committee of the Whole met July 26th. at 7 : 30 p.m. with seven members present . Mr. Haake moved that the date for daylight savings time to be voted on by the Citizens of Jefferson City at the next General Election be from Memorial Day to Labor Day. The motion passed by the following vote: 6 ayes and I nay. The City Attorney was instructed to prepare the necessary . ballot and present it of the Council before being sent to the printer. Regular._Meeting,__ August _2,.. 1965 Against Daylight Saving Time in Jefferson City, Missouri, from 2:00 a.m. on Memorial Day to 2:00 a.m, on Labor Day each year. INSTRUCTIONS TO VOTERS "To vote in favor of the proposition place an X in the square ( Q ) preceding the words: "For Daylight Saving Time etc." "To vote against the proposition place an X in the square ( Q ) preceding the words: "Against Daylight Saving Time etc." On motion of Mr. Willcoxon, the ballot was approved. The motion passed. The following report was submitted by Mr. Debo, Chairman of the Utilities Utilities Committee: August 2; 1965 Committee Mayor John Christy: Report. Your Utilities Committee recommends the following street light installations to the Council: 1. Install 6800 Lumen Mercury Vapor lights in the middle of the 700 and 800 blocks of Jackson Street. 2. Install 6800 Lumen Mercury Vapor light at the intersection of Flora and Highway 54 South. 3. Replace existing light with 6800 Lumen Mercury Vapor light at 307 Havana. 4. Replace existing lights with 6800 Lumen Mercury Vapor lights in the middle of the 600 block of Broadway and also 400 Rear Elm between Broadway and Mulberry. 5 . Replace existing light with 6800 Lumen Mercury Vapor light on the corner of North Ridgeway and James Drive. /s/ Robert L. Debo Chairman. On motion of Mr. Debo, the report was approved. Mr. Scrivner stated that a resident living on East Capitol Avenue Complaint had made a complaint to him in regard to weed spraying in the alley Weed adjacent to their garden. The spray had killed their beans. Spraying. .' Mr. Stone moved that the Mayor, be authorized to appoint a com- Committee ' mittee of not less that four members of the City Council and the for making a ; fiscal officer -- for the purpose of making a complete and com- study of the } prehensive study of the salary, expense accounts, duties and re- salary, sponsibilities of all City employees. It is my opinion that with expense acct few exceptions, our City employees are underpaid. Certainly the duties and rank and file of the employees of our outstanding police, fire and responsibilit 3 street departments are underpaid. In order to correct these in- of all City equities and pay City employees in accordance with their duties, Employees, + ability and responsibilities, it is my firm belief that it is im- perative to make this study in order for the Council to arrive at ? a sound solution to the problem. If motion is approved: I further recommend that the Committee be instructed to submit to the Council on or before January 15, 1966, a written report outlining their I'! findings and recommendations. iMr. Debo suggested that the City hire a firm to study City Official$. ! duties and salaries . Mr. Willcoxon reported that the Council had figures from Cities of comparable size from all over the country and had made a study of them. Mr. Kliegel favored using the studies from other Cities. !; The motion passed as presented by Mr. Stone, i i� f i� August 2 1965 Regular Meeting 2y1 Committee to Mr. Stone moved that the Mayor be authorized to appoint a Committee Study consisting of consisting of five members of the City Council for Merchantp the purpose of making a study of the now existing obsolete Merchants Tax & Tax and Fees and submit a written report to the Council not later Fees. than December 15, 1965, outlining their recommendations to adjust t e cost of these licenses on a more equitable basis -- possibly throug gross sales or some other method, wherein, the City will receive a fair and reasonable tax. It is further recommended that this Committee meet and consult with proper officials of the Chamber of Commerce and Merchants Committee and-endeavor to arrive at an equitable Merchants License Fee to cov r all retail and wholesale merchants doing business in Jefferson City The purpose of this motion is not to work a hardship on our Merchan s, However, to adjust the cost of Merchants License on a more equitable basis similar to those assessed by many other cities, particularly, in the Central Missouri area, to partially offset the continous increased cost of operating the City Government.
