Mayor Christy presided in the Chair,.
1prayer. Prayer was offered by Mayor Christy,
Resolution The City Council of the City of Jefferson, Missouri, met In regular session at
Chesebrough- the City Hall oil the above (late, the following being present:
Ponds. Inc. John G. Christy, Mayor, and Haake, llawes, Kliegel, Riner, Scrivner, Skain,
Stone, Van Loo and Willcoxon, Councilmen.
Absent: Councilman Debo.
The City Clerk, Margaret Christian, was present and performed the duties of
said office.
The matter of approving a project for industrial bonds and industrial revenue
bonds issued by said City pursuant to Sections 71. 790 to 71. 850, 1961 Supplement
to Revised Statutes of Missouri, 1959, to be leased to Chesebrough-Pond's, Inc.
a New York corporation, came on for consideration and was discussed. Thereupon
Councilman Riner presented the following resolutions:
BE IT RESOLVED BY THE CITY COUNCIL, OF THE CITY OF JEFFERSON,
MISSOURI, that a project for industrial development to be carried out pursuant
to the provisions of Sections 71 . 790 to 71. 850, 1963 Supplement to Revised
Statutes of Missouri, 1959, at an estimated cost of $5, 500, 000 to be leased to
Chesebrough-Pond Is, Inc. , a Now York corporation, be and the same is
hereby approved.
BE IT FURTHER RESOL,VED, that the officers be and they are hereby
authorized and directed to execute in the name of said City ail application to the
Division of Commerce and Industrial Development of the State of Missouri
requesting the approval by said Division of the Project aforesaid.
Councilman Riner moved the adoption of the above resolutions and said motion
was seconded by Councilman Willcoxon.
Thereupon, the question of the adoption of said resolution was put and the vote
thereon was found to be as follows:
AYE,: Haake, Hawes, Klielrel, Miner, Scrivner, Skain, Stone, Van Loo and
Willcoxon.
NAY: None.

Approval of "I'lle ininutoH of tile meeting of August 16th and August 30th were approved

Weed Cutting Mr. flaweti wanted to know the proccedure in regard to the Weed Cutting
Ordinance, Ordinance. Captain L,octhen explained that the complaints are received at the
Police Department. After investigation, if the woods are 12" or more in height,
the property owner is sent a notice. If the weeds have not been cut within five
days, the Street Department is notified and they cut the weeds on a tax bill
basis at a charge of $7. 50 per lir, for mower and $7. 50 per hour per man.

Public Hearing A public hearing was field in regard to the improvement of Franklin Street.
Franklin St. Bill Hirschman representing himself, Mrs. Rhoda Schrimpf and Mrs. Helen Gott,
protested the paving of Franklin Street as it would be a financial burden on some
of the property owners.

Public A public hearing was held on the paving of Notre Dame Street.
Hling - Mr. Harold Backus, 1516 Notre Dame opposed the paving at this time since
Notre Dame St. the property owners will be charged for the sewer that is being constructed.
Bays Melton, 1518 Notre Dame, Clarence Shockley and Harold McDowell
appeared in favor of the improvement of the street. Mr. McDowell had several
petitions. Thirteen of the property owners were for the improvement and

seven opposed it.
The following bids were received for the construction of Sewer mist. No. 109. Bids -
Roy A. Scheperle Const. Co. $8, G17. 10 Sewer Dist.
Alvin Brunner Const. Comp►rny 7, 11,32, 10 No. 109.
Mr. Willcoxon moved that the low hid submitted by Alvin Brunner Const.
Company be accepted. The motion passed.
The following bid was received for the improvement of Taylor Street. Bids - Taylor
Roy A. Scheperle Const. Co. $12, 528. 01 Street.
The bid was above the estimate of the Director of Public Works.
No action was taken.
The following communication was received from the Jefferson City Park Board: J. C. Park
"At the regular Park Board meeting held at 12:00 noon today, August 17th, Board.
a motion was made and seconded that a letter be sent the Mayor and City Council,
proposing that we cooperate with the Community Center Association in
transferring the Community Center-Park Board and City owned properties
within the Community Center Area and that the Park Board be agreeable to sell
these properties for One Dollar (1 . 00) and other considerations; and request
that the pool be so operated as a public: service for all those wllo wish to enjoy
it's facilities in this community. "
Mr. Riner moved that no action be taken at this time until the Park Board could
explain if the transfer would be to a non-profit organization. The motion passed.
A petition was received from residents on Vetter Lane requesting a 20 mile Parking and
per hour speed limit. The matter was referred to the Parking and 'Traffic: Traffic Comm.
Commission.
A petition was received from property owners requesting removal of an Building and
illuminated advertising billboard located on the Police Department parking lot Grounds
in the 300 block of East McCarty street. The matter was referred to the Comm.
Building and Grounds Committee.
A request, for two parking stalls in front. of the Missouri Power :.Ind Light, Mobile X-Ray.

A request was received from the Twccdie Footwear Corporation for a special Planning and
permit authorizing Ow constI'uctiort of one or more buildings of it height of 111 Zoning C.'onun.

All of Inlots 111 and 115 and all of Inlots 711, 77 and the east
341 feet 7 incires of Inlot 76, all in the City of Jefferson, Missouri.
The request was referred to the Planning and Zoning; Commission.
Mr. Ilaake requested a stop reign at the intersection of Ella and West Main and Parking and
Jordan and West Main. The request was referred to the Parking and 'Traffic Traffic Comm.
Commission.
The following Street Committee Report was presented to the Council: Street Comm.
"Tile Street Committee met on August 17, 1065. Present for this meeting were:Report.
Montie Willcoxon, Chairman; Omer .Stone; EA Kliegel; Francis Van Loo;
Charles Enloe; and, Ed Racker•s.
Items discussed were:
1) Holiday hills request to vacate right-of-way was discussed and the request
was referred to the Director of Public Works for further study for reporting
back to Committee prior to the September 13th Council meeting.
2) Discussion on Rosevalley-Carol Street intersection offset, which resulted
from a difference in platted distances as compared to field measurements.
This item was referred to the Director of Public Works for further study and
consultation with the property owner, Mr. William Rose, with a recommendation
to be made prior to the September lath Council meeting.

c 3) Mr. Enloe requested permission to purchase a 1061 clump truck, recently
traded in by the highway Department, to be used for, street cut surTicing. The
truck would be paid for from the remaining funds currently blldgetecl for the
purchase of a distributor'. Bequest was granted.
4) The Committee considered the traffic, congestion problem at the Dix 11oad-
Industrial. Drive intersection in(] recommends, the Parking & Traffic Committee
have temporary 4-way stop signs installed at this intersection.
5) Hart Street - The Director of Public Works presented his report regarding
a previous request to vacate a portion of Hart Street adjacent to Industrial Drive.
The report is as follows:
In order to acquire the necessary property to obtain a suitable building lot,
it would he necessary for the interested party (Mrs. Earl Cardwell) to:
1) be the high bidder for a city-owned tract of land (shown as Tract A on
the attached plat)
2) obtain a narrow strip of land which would be acquired by the Missouri
Pacific Railroad through vacating of a part of Mart Street (shown as
Tract S)
3) incur the cost of relocating utility poles, roadway and railroad
crossing estimated to cost a total of approximately $2, 200. 00.
In conclusion, the request does not appear to be economically feasible. The
Committee recommends that the property owner be so advised.

Mr. Haake moved that the street light resolution include the appreciation of the
City Council to the Missouri Power & Light Company for their help in the lighting
in the Expressway Area. The motion passed.

eport. "Tile Annexation Committee met on Wednesday, September 1, in the Council
Chambers with Messrs. Willcoxon, flaake, Rose, Hawkins, McGovern and
Hawes present.
The committee recommends the City Council adopt a resolution initiating
annexation proceedings in Area "A" as proposed by Harland Bartholomew and
Associates.
The committee further recommends the Council direct the Pire Committee to
begin studies immediately regarding the location and financing of a new fire
station in the West End of the city as recommended by Harland Bartholomew and
Associates and by the Missouri Inspection Bureau."

The following resolution was presented by Mr. Haake: Resolution
Be it hereby resolved by the City Council, City of Jefferson, Missouri, that the Street Lights.
Missouri Power and Light Company make the following installations in
accordance with recommendations presented to the City Council by its
.Committee on Public Utilities and adopted by said City Council on September 8,
1965.
The City Council also wishes to express their appreciation in the cooperation of
the Missouri Power and Light Company in the installation of street lights in the
Expressway Area.
1. Install 6800 Lumen Mercury Vapor light in the alley between the 700 block
of Ohio Street and Michigan Street in the rear of Schreff's Truck Lines.
2. Install 6800 Lumen Mercury Vapor Light in the middle of the 1200 block of
Adams Street.
3. Replace existing light at 208 Clay Street with 6800 Lumen Mercury Vapor
Light.
4. Install 6800 Lumen Mercury Vapor light on Peyton Drive.
5. Replace existing light at 945 Windsor with a 6800 Lumen Mercury Vapor

The following resolution was presented by Mr. Willcoxon: Resolution
BE IT RESOLVED BY "I'llE CITY COUNCIL OIL" T11XCITY OF JEFFERSON, Franklin St.
,iMISSOURI, AS FOLLOWS: Improvement.
THAT after hearing all persons who appeared and desired to be heard at a
"meeting of the City Council of the City of Jefferson, Missouri, held at 8:00 p, m,
on Wednesday, September 8, 1965, on the question of the necessity of grading,
paving and guttering with Portland Cement concrete where necessary the
roadway of Franklin Street from the westerly curl) line of Monroe Street to
the end of the 30-foot concrete pavement as provided in Section 88. 523 RSMo
1961, and Section 823 of the Revised Ordinances of the City of Jefferson,
Missouri, 1956, that the Council reaffirm that the aforesaid improvement is
'necessary to be done and that the Council finds that said improvement is less
than 1200 feet in length and is between and connects two paved and improved
streets.
Mr. Willcoxon moved the adoption of the resolution. The motion was put to vote
and was defeated by voice vote.
