The minutes of the meetings of September 8th and September 13th were Approval of approved as read. Minutes. Mr. Willcoxon moved that the improvement of Taylor Street be readvertised. Taylor Street. The motion passed. y Mr. Howard Scott, Director of the Jefferson City Park Board, explained the Park Board request previously sent to the Council in regard to the transfer of property to Community the Community Center Assn. in the amount of one dollar ($1 . 00). The Housing Pool. Authority had requested in behalf of the Community Center Ass'n. , that the swimming pool be transferred to the Community Center Ass'n. , since it is located in the Urban Renewal Area. 'They are planning to build a number of apartments and would like the pool to be used in connection with the apartments. Mr. Hawes moved that the City Attorney draw up an agreement between the City and the Conlitlunity (;enter Assn. , that the pool he used by a. non-profit organization and would be open for public use. The motion was seconded by Mr. Riner. The motion passed. A request was received from Dr. Clem II. Krocger, requesting that the Planning & property located at 424 Clark Ave. , be rezoned from "13-2" family dwelling Zoning Comm. to "I"" Local Commercial. A request was received from Innian A. Route requesting a refund on city Refund on stickers for three automobiles. They were purchased in July and he moved City Sticker. to California in August. Mr. Riner moved that the communication be filed. The motion parsed. The following report was presented by Mr. Hawes, Chairman of the Parking; Parking and and Traffic Commission: Traffic Comm. "The Parking and Traffic Commission met ern 'Thursday, .September 16, with Report. Messrs. Scrivner, Patton, Racker•s, Van I.00, Haake and IIawes present. The Commission approved the request fora 20 mph speed limit on Vetter Lane; approved a stop sign on Ella at Jordan; approved four-way stop signs at the intersection of Dix Road and Industrial Drive; the request for a no-parking zone at 117 F. Miller was taken under, advisement; the request for a stop sign at Lafayette on Miller was approved; requests for stop signs on Rose Valley at Leslie; Rose View at Leslie and Moreland at Moreau Drive were approved; the request for stop signs at the north and south approach of the Ohio Street Bridge was denied; a request for an overhead flasher signal at the corner of Lafayette and Dunklin was approved, and the commission recommends the establishment of two way traffic in the alley behind the Capitol Theatre. The Parking and 'Traffic Commission requests the Street Committee to consider widening Chestnut between Leslie and Winston. The Parking and Traffic Commission directs the Director of Public Worlcs to write Mr. Ray I,ahmeyer, Division 5 of the highway Department, expressing the city's dissatisfaction with the inadequate and second-hand traffic signals installed at the intersection of Highway 50 West and Beck Street and to paint out the re-rout.inf, of traffic: in this are;r hveause of Highway c:on:itruc.t.ion has further complicated the traffic movement of this intersection and finally to ask the Highway Department once more to install adequate signalizatioti and the necessary concomitant facilities. Copies of the letter are requested for the Mayor and all Council members. The Parking and Traffic Commission failed to recommend the enactment of the necessary ordinances involved in the re-routing of traffic in this area, pending a reply from Mr. Lahmeyer. " On motion of Mr. Hawes, the report was approved. The motion passed. Health Dr. Skain moved that the request for free medical examination program for Committee. medically deprived children in all Jefferson City Schools be approved. The motion passed. Public Utilities Mr. Debo, Chairman of the Public Utilities Committee presented the following Committee report: Report. "The Public Utilities Committee met September 20th with Glenn Watson of The Jefferson City Bus Lines. The Committee refused Mr. Watson's request to continue a $500. 00 monthly subsidy. The committee agree(] to ask the City Attorney to inquire further into Federal Financing of new bus equipment. The Committee asked Mr. Rose to seek out a Mr. Solley of Washington, 1). C. , who is reported to have worked out a program for Owensboro, Kentucky, bringing that City eight (8) new buses at a cost of $100. 00 monthly to the City. " /s/ Robert L. "The Jefferson City Planning & Zoning Commission at its regularly scheduled Report. meeting September J, 1965 considered the following items. 1 . Request of Mrs, Kathryn (Scolton) McNeil to rezone property located at 200 Last Ashley Street frorn "C" multiple dwelling to "E" local commercial. Regular Meeting, September 20, 1965 The Commission recommends that this property be rezoned to "G" commercial to be in accord with the opposite three corners of Ashley and Madison Streets, The Commission further recommends that the remainder of the 800 block on Madison St, to Atchison St, East, to private alley he also rezoned to "Cr" commercial . 2. Request of Mrs. William II. Weldon for chatiffe in zoning where the tower and transmitter of KWOS is located on St. Mary's Blvd. (consisting of 3. 61 acres) from "C" multiple dwelling to "E" local commercial. The Commission recommends that the request be denied at this time pending further study of zoning in the Dix Road area, and further recommends that this petition be presented at a later date pending completion of Highway 50 interchange. 3. Tweedie Footwear Corporation requested a special permit to build an 18 story buildingon the following described property: All of Inlots 84 & 85 and all of Inlots 78 & 77 and East 39' 7" of Inlot 76, all in the City of Jefferson, Missouri. The Commission recommends that the request be approved and a special permit be granted. 4. Request of Major Brothers to rezone Chestnut & Leslie St. area from "A" residential to "E" local commercial for purpose of erecting a shopping center.
