The minutes of the previous meeting, October 18th. , were approved Approval of
as read. Minutes.
Mr. Oscar Graessle, owner of the Richmond Hill Grocery, 630 W. Petition.
Main, presented a petition from the residents on West Main re- Residents of
questing a four-way "Stop Sign" at the corner of Bolivar and Main. West Main St.
This would eliminate the hazardous conditions that exist for ped-
estrians crossing at that intersection.
Mr. Fred Bassman, 542 Nelson Drive, appeared before the City Public
Council in regard to the property owned by Mr. J. L. Nelson. He Hearing on
stated that for the good of the City of Jefferson, a business should Nelson Drive
not be allowed in a residential area. Mr. Roy Farmer, Licenses area.
Inspector, stated that Mr. Nelson was operating his wood business
without a City license because of the operation being in a re-
sidential area.
Mr. Tom Rose, City Attorney, said action against Mr. Nelson would
be handled through the Police Court.
Mr. Henry Andrae, Attorney, representing the Mo. Pacific Railroad Resolution.
and Chesebrough - Pond' s, Inc. presented the following resolution: Mo. Pacific
RESOLUTION Railroad.
13E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON CITY,
MISSOURI , AS FOLLOWS :
WHEREAS, the City of Jefferson City will acquire by deed
from the Jefferson City Chamber, of Cotimerce, Inc. , certain property
in Section 34, Township 45, Range 12, and in Section 3, Township
44, Range 12, in the County of Cole, said property being known as
the Jefferson City Industrial Site; and
WHEREAS, there will be constructed on the Jefferson City
Industrial Site property certain buildings and said property and
buildings will be leased to Chesebrough-Pond' s, Inc. ; and
WHEREAS, the Missouri Pacific Railroad Company is the
owner of a 100 foot railroad right-of-way running in an easterly
and westerly direction through the Jefferson City Industrial Site
and dividing said property; and
WHEREAS, the Missouri Pacific Railroad Company proposes to
deed to the City its interests in that part of the said 100 foot
right-of-way which is located westwardly of a southerly extension
of the east boundary line of that portion of the Industrial Site
lying north of the present railroad right-of-way, in exchange for
the grant to it by Warranty Deed of a 100 foot railroad right-of-
. way, the exact location of which will be determined after negotia-
tion, but which in general will commence at the intersecting line
of Missouri State Highway 41 and the present railroad right-of-way
and run in a broad curve westerly and to the south of the present
railroad right-of-way and thence curve back northerly and meet the
present railroad right-of-way between approximately 740 and 880
feet westwardly of the aforesaid intersection of State Highway 41
and the present railroad right-of-way;

IT IS THEREFORE, RESOLVED THAT:
1. It is the commitment and agreement of this Council and of the
, City of Jefferson City that this Council will by Warranty Deed con-
vey a hundred-foot wide strip of ground in fee for railroad right-
of-way purposes to the Missouri Pacific Railroad Company across
the Industrial Site property after location of the right-of-way has
been definitely established by Chesebrough-Pond' s, Inc. and the
:;Missouri Pacific Railroad Company, provided, Missouri Pacific Rail
'. road Company quit-claims its interest in the westwardly portion of
1i the present railroad right-of-way as aforesaid.
2. The City Clerk is authorized and directed to mail a copy of
! this Resolution to the Missouri Pacific Railroad Company.

' meeting, October 14, 1965, considered the following request. --
Request of Major Brothers to rezone Chestnut and
Leslie St. area from 'IN' residential to "E" local
commercial for purpose of erecting a shopping center.
.: The commission requests a 30 day extension of time be granted for
further study and information regarding this petition.

Gentlemen:
STREET COMMITTEE REPORT
The Council' s Street Committee met on October 25, 1965.
Present for this meeting were: Councilmen Kliegel, Riner and Stone;
Street Commissioner Enloe; Director of Public Works Rackers; and,
Councilman Willcoxon, Chairman of the Committee.
Items Discussed were:
40-fe-ot driveway entrance request by Knipp Motors
Request granted.
2) Discussed purchasing cab for hi-lift loader for winter outside
work -- The Committee recommends the request be granted since
funds are currently budgeted.
3) Discussed the improvement of Chestnut Street south of Leslie
Blvd. -- The Committee recommends the Parking and Traffic
Commission consider making Chestnut Street one-way traffic
(north bound) from Carol Street to Leslie Blvd.
4) Cliff Henderson, Paris Cleaners, wants curb cut, 40 feet on
west side of Monroe, north from Ashley. Curb cut in same
location.
Request granted.

,; tion of parking on the south side of E. Atchison from Locust to
� Clark Avenue.

Gentlemen:
Health Committee Report
;The Health Committee -met on Wednesday, October 27, 1965. Present
for the meeting were: Omer Stone, Bud Van Loo, Forrest Scrivner
and Dr. Skain, Chairman.
`'Also present were: Chester McKinney, Theresa Tanner, City Welfare,
` Carol Roberson, Public School Nurse, Marie Ferguson of the Delta
:Theta Tau Sorority, Francis Feind - Delta Theta Tau Sorority and
: Jewell Pratt - Public School Nurse.
r1, Mrs. Pratt reported on the physical examination program for
children through the City Medical Clinic.
2. Francis Feind and Marie Ferguson asked about the possibility of
members of Delta Theta Tau Sorority donating time to City Med-
ical Clinic. Councilmen present voted to accept their help with
school children physical examination program.
: 3. Chester McKinney mentioned his fund (Health) is very low. After
closer examination it was found that the City has $400.00 in
the General Revenue Fund for payment of pigeon perches, which
were paid for out of the Health Fund.
The Committee voted to recommend to the Council that the $400.00
be returned to the Health Fund.
4. Also, the matter of salary for Assistant Health Officer was
discussed.
The Committee recommended that a salary of $1. 25 per hour for
15 hours a week of $75.00 per month from October until June lst.
then from June 1st. to July 1st. , a salary of $200.00 a month
be taken from the Mayor' s Fund or a total of $800.00
5. Also. discussed was the possibility of a new Ordinance concerning
"eating establishments" to be presented to the Council in the
near future.

installations to the Council:
I. , Install fifteen (15) 6800 Lumen Mercury Vapor lights from the
under-pass on Vetters Lane to Locust Street on East Elm.
2. Install 6800 Lumen Mercury Vapor light at the north end of
Elizabeth Street.
: 3. Install 6800 Lumen Mercury Vapor light at the north end of Beuna
Vista Street.
4. Install 6800 Lumen Mercury Vapor light at 717 Broadway.
5. Replace existing light in the middle of the block on Hobbs
Terrace with a 6800 Lumen Mercury Vapor light.
6. Install 6800 Lumen Mercury Vapor light at the corner of Hub
and McCarty Streets.
. 7. Replace existing light on the pole of the 700 Block of Michigan
at the corner near the creek.
8. Install 6800 Lumen Mercury Vapor light in the middle of the
1200 Block of Oak Street. Light should be in front of 1213 Oak
Stree.

be allowed to buy the property from the City.
The matter was held pending.

Be it hereby resolved by the City Council, City of Jefferson, Mo. ,
that the Missouri Power and Light Company make the following
installations in accordance with recommendations presented to the
City Council by its Committee on Public Utilities and adopted by
said City Council on November 1, 1965.
