The following report of the Street Committee was submitted by Mr. Report Willcoxon: November 18, 1965 Gentlemen: STREET COMMITTEE REPORT The Street Committee met on November 17, 1965, at 1: 00 p,m. Present for this meeting were: Councilman Stone; Councilman Riner; `.Mr. Tom Benton, Building Commissioner; Mr. Ed. Rackers , Director of ' Public Works; Mr. Buel Baclesse; and, Councilman Montie Willcoxon, 'Chairman of the Committee. The Committee considered the request of Mr. Buel Baclesse to vacate the east-west alley lying between Inlots 881 and 885, start- ing at the easterly line of Inlots 881 and 885 and extending wester- ly to the Creek; and, also, the Walnut Street right-of-way from Dunklin Street south to Ashley Street. The Committee recommended the granting of the request, subject to receiving a letter from the owners of the property on the west side of Walnut Street, agreeing to the vacating of said Walnut Street right-of-way. A. Copy of the requested letter is attached. Gentlemen: Report. Street Committee Report The Street Committee met on December 6, 1965, at 7: 00 p.m. ! Present for this meeting were: Councilman Skain; Councilman 1 Kliegel; Councilman Riner; Councilman Stone; Mr. Tom Rose, City jAttorney; Capt. Patton; Mr, Ed. Rackers, Director of Public Works; Mr. Meyerhardt; Mr. Schell, Contractor; and, Councilman Willcoxon, Chairman of the Committee. 1) The Committee considered the request of Mr. Meyerhardt for permission to construct a driveway on Washington Street (300 block) to provide two parking spaces off-street in place of two on-street spaces. The request was granted. The Committee further recommedds to the Parking and Traffic Commission that parking be eliminated on the west side of Washington Street from McCarty Street north to the alley. (i 2) The Committee heard a request from M. C. H. Paden, through his ?; plumber, that the City pay for a plumbing bill resulting from a stoppage in the City sewer main. The matter was referred to Mr. Charles Enloe, Street Commissioner, for further study and to report back to the Committee. 3) The Committee considered the proposed layout of a driveway and parking area at West School. The Committee approved the layout i and recommended that the City proceed with widening of West Main Street from Donald Drive to Dix Road and widening of Dix Road from West Main Street to the new driveway, with the School Board paying the cost of the sidewalk relocation due to the recommended street ii widening. '4 ---------- j' Mr. Serivner, Chairman of the Police Department Committee reported Police Dept . that he had several taxi applications and would like to have a Comm. Report. meeting after the Council meeting and to be given power to act on apporving taxi. applications . The following report of the Parking and Traffic Commission was Parking and presented by Mr. Hawes: Traffic Parking and Traffic Commission Commission Report. The Parking and Traffic Commission met at 7 : 30 p.m. on Nov. 23rd. in the Council Chambers with Councilmen Haake, Stone , Debo and Hawes present, The Commission voted to amend the ordinance establishing a four-way stop at Bolivar and West Main to specify the stop be over- head signal controls. A request for a stop sign at Capitol and Lafayette was held for further study. The Commission recommends the establishment of two-hour parking on both sides of the north half of the 200 block of Clay ji between the alley and West Main. ! The Commission recommends that the use of a traffic officer at the corner of Dix Road and West Main be discontinued. The Commission recommends a stop sign on Rosewood at Carol . if On motion of Mr. Hawes, the report was adopted. The motion passed. ------ _Regular Meeting, December 6 1965 Public Dr. Skain reported that Mr. McKinney, Public Health and Restaurant Health Inspector, had been attending a Pest Control Meeting in Kansas City, Committee and that his committee would be working on a new restaurant Ordin- Report, ance after the first of the year. The Public The following report was received from the Public Utilities Committee: Utilities December 6, 1965 Committee ; Mayor Christy: Report. Your Utilities Committee recommends the following street light installations to the Council: 1. Install three (3) 6800 Lumen Mercury Vapor Lights around Sunset Lake Road. 2. Replace existing lights (3) along Jobe Street with 6800 Lumen Mercury Vapor Lights. 3. Replace existing light located at 1211 Moreland with 6800 Lumen Mercury Vapor Light. Planning & The following report was received from the Planning & Zoning Zoning Commission: Commission Planning & Zoning Commission Report. City of Jefferson, Mo. November 19, 1965 Members City Council City Hall Jefferson City, Mo. Gentlemen: The Jefferson City Planning & Zoning Commission at official meeting held November 17 , 1965, recommend the following action taken at this meeting to the City Council: 1. The request of Major Brothers to rezone property in Outlot #96 located in the Chestnut-Leslie area from "A" residential to "E" local commercial for purpose of erecting a shopping center. The Commission recommends that the request be granted as it will greatly improve the area and that the south-east part of Jefferson City is in need of additional "E" local commercial areas. 2. The request of Edgar W. Schenewerk of Midstate Oil Co. to rezone lot #11 in block #1 of Washington Park to commercial for purpose of erecting and remodeling for new Midstate Oil Co, office. The Commission recommends that the request be granted and that the present "I" light industrial be extended to include lot #11 block 1 of Washington Park which adjoins "I" light industrial District. 3. The requests of Leonard Fischer and E. E. Strobel to rezone the north half of the 200 block of East Dunklin for commercial : use and the request of J. L. & Harold Nelson to rezone part of Hedgewood Heights Addition for rezoning and special permit to operate a beauty shop at 208 S. Lincoln St. The Commission requests a 30 day extension of time be granted concerning these three requests for further study and for time circulation of petitions in the areas to determine the reaction of other property owners concerning the change in zoning, Sincerely, /s/ Bert W. B}iron Kinder, representing the Major Brothers, in regard to item No. 1, stated that Lincoln University and the Jefferson City School Board, no longer opposes the rezoning. Dr. Skain presented a petition opposing the rezoning of this !" area from property owners . He also wanted to know if curbs and if sidewalks would be constructed so as not to endanger children walking to school. !' Mr. Robert Major said that they did not have control of all of the area but sidewalks and curbs could be constructed at the 1± shopping center. 1 t �; Mr. Willcoxon moved that the report be received. Bill No . 98, introduced by Councilman Skain, entitled: Assessing "An Ordinance levying and assessing a special tax bill against the Special Tax lots or tracts of land fronting or abutting on the roadway of Notre Bills on Dame Street from the southerly curb line of Hough Park Road to the Notre Dame southerly property line of lots 25 and 73 in Wulfert' s Subdivision Street, in the City of Jefferson, Missouri, for the improvement of the said roadway by grading, curbing and guttering and paving with asphaltic macadam."
