Mo. Power Mr. Homer Ferguson, District Manager of the Missouri Power & Light
& Light Co. , appeared before the Council to convey appreciation for the
Company. cooperation extended the Power & Light Co. by members of the
Council and City officials during the past year.
Collection On motion of Mr. Riner, the communications received in regard to
Box, the collection box at the Parking Garage were received and filed.

State The following connumication was received from the Mo. State Highway
Highway Commission: December 7, 1965
Commission Dear Mayor Christy:
Letter. It is my understanding that some time ago Mr. Sheldon Gentry
applied for a rezoning of some property which he owns along Stadium
Drive in Jefferson City, and that the rezoning was approved by the
Council but was held up because of our proposed taking of right-
of-way. Mr. Gentry has contacted us as to whether we would at this
time have any objection to this property being rezoned from
residential to commercial .
As you are aware, we at the present time have the property, of
which that under consideration is a part, in condemnation and the
commissioners have now made their report. We have carefully re-
viewed our file and do not believe that it rezoning of this pro-
perty would have any effect on our eondemnati.on proceedings , and
we would, therefore, have no objection to the property being rezoned
if the City officials see fit to do so.

Report. Gentlemen:
STREET COMMITTEE REPORT
The Street Committee met on December 20, 1965, at 7: 30 p.m.
Present for this meeting were: Councilman Kliegel ; Councilman Skain;
Councilman Stone; Councilman Riner; Mr. Charles 0. Enloe, Street
Commissioner; Mr. Ed. Rackers, Director of Public Works; and,
Councilman Willcoxon, Chairman of the Committee.
Items discussed were:
1) Considered was the plumber' s bill of Mr. Charles Paden, which
was presented for consideration at the previous meeting.
After considering all the facts involved, the Committee deferred
action for further study of the matter.
2) Considered was the request of Mr. Bob Propst, of Bob' s Market,
for permission to build a 40-foot driveway at the West Main
Street - Boonville Road intersection, due to changes that resulted
in the intersection modifications. The request was granted.

The following report was presented by Mr. Hawes, Chairman of the Parking &
Parking & Traffic Commission: Traffic
PARKING & TRAFFIC COMMISSION Commission
ti Report.
The Parking and Traffic Commission met in the Council Chambers
at 7: 30 p.m. , on December 20th.
The Commission recommends that parallel parking be established
on the west side of Washington from McCarty north to the alley;
the removal of a yellow curb line in the vicinity of 408 Case St. ;
the establishment of two hour parking in front of 1213 West Dunklin
from the corner of Highway 50 West at Virginia St . approximately
60 feet; the removal of parking on the south side of E. Atchison
from the corner of Clark to, but not including 1206 E. Atchison;
the removal of time 'limit parking in the 400 block of Jefferson;
the elimination of parking in the 500 block of Commercial Ave; the
elimination of parking on the south side of Elm St . east of Harrison
for 250 feet.
The Commission refers a request from Mrs. McDowell, 328 Case
for posts and guard rails at a curve on Romar Place and Adams St.
to the Street Committee.

Planning The following report was received from the Planning & Zoning
& Zoning Commission: December 10, 1965
Report. Gentlemen:
The Planning and Zoning Commission held its official meeting
on Thursday, December 9, and it makes the following recommendations
to the City Council on the petitions considered:
1. The petition of Leonard Fischer and E. E. Strobel to rezone
the north half of the 200 block of E. Dunklin from residential
to Commercial. The Commission recommends that a 30 day ex-
tension is needed for the petitioners to make personal contact
with those who live within the area.
2. The petition of Irene Church, 208 S. Lincoln Street for the
rezoning of that address so that a special permit can be issued
to operate a beauth shop at the location -- the Commission re-
quests that the petition be denied. The petitioner failed to
show any support from the surrounding neighbors for such a
place of business.
3. The request of J. L. Nelson for his son H. L. Nelson to
rezone property on Schott Road, a part of Hedgewood Heights
subdivision, from residential to Commercial E. For the purpose
of operating a nursery and the Nelson Tree Service. The
Commission recommends that the petition be denied. It is the
Commission' s feeling that the residential property owners of
this area should be protected from commercial zoning which we
do not feel is conducive to a residential area such as this .
In addition, Mr. Nelson was unable to present a petition with
signatures on it supporting his request.

Utilities and adopted by said City Council on November 1, 1965.

Resolution. The Council took up for consideration the matter of calling
Bond Sale. for bids on certain of the bonds of the City of Jefferson, Missouri,
as authorized at an election held in said City on the 5th. day of
November, 1957. After discussion of the subject, Councilmen Debo
and Kliegel offered and moved the adoption of the following re-
solution:

RESOLUTION TO DIRECT SALE OF BONDS
BE IT RESOLVED by the Council of the City of Jefferson, Cole
County, Missouri, that Eight Hundred Twenty-five Thousand Dollars
($825,000) of bonds of said City, being the unissued remainder of
Two Million, Two Hundred Twenty-five Thousand Dollars ($2, 225,000)
of Bonds authorized under Proposition No. 1 at the special election
held in said City on the 5th day of November, 1957, be offered for
sale to the highest bidder therefor on the 21st. day of February,
1966.
BE IT FURTHER RESOLVED that said bonds be sold on sealed bids
to be filed with the City Clerk of said City at the City Hall,
Jefferson City, Missouri, at or before the hour of 8:00 o'clock p.m. ,
Central Standard Time, on the aforesaid date; each bid to be accom-
panied by a certified (or cashier' s) check on some solvent bank or
trust company in the amount of Sixteen Thousand, Five Hundred Dollars
($16,500) to evidence the good faith of the bidder, the Council re-
serving the right to reject any or all bids submitted.
BE IT FURTHER RESOLVED that bidders for said bonds be requested
to designate in their bids the price they will pay for bonds bearing
interest at a rate or rates, but not more than five different rates,
likewise to be designated in their bids; provided, however, that all
bonds of the same maturity shall bear interest- at one and the same
rate, which shall be a whole multiple of one-eight of one per centum
(1/8 of 1%) or one-tenth of one per centum (1/10 of 1%) . The dif-
ference between the highest rate bid and the lowest rate bid shall
not exceed two per centum (2%) , and no bid specifying supplemental
interest coupons will be considered.
BE IT FURTHER RESOLVED that in determining the best bid submitted
the Council will take into consideration the lowest net interest
cost to the City, in dollars.
BE IT FURTHER RESOLVED that the City Clerk be and she is hereby
authorized and directed to give notice of the sale of said bonds by
mailing to all interested banks and bond houses and investment bankers
in the State of Missouri or elsewhere, a notice in substantially the
following form:

Sealed proposals will be received by the Council of the City
of Jefferson, Cole County, Missouri, at the City Hall in said

Time, on Monday, the 21st. day of February, 1966, at which
time said bids will be publicly opened for the purchase, at
not less than par and accrued interest, of the above bonds
of said City.
Said bonds are to bear date of February 1, 1966, are to be of
the denomination of One Thousand Dollars ($1,000) or Five
Thousand Dollars ($5,000) , to be designated by the purchaser
thereof, and shall bear interest at a rate or rates to be
determined pursuant to sale of said bonds, payable November 1,

1966, and semi-annually there-after on May L and November
1 in each year. Both principal of and interest on said
bonds will be payable at a bank or trust company to be
designated by the purchaser, subject to approval by the
Council, and said bonds shall mature serially, without

These bonds are issued to provide funds in the amount of
$825,000, being the remainder of $2, 225,000 authorized
at an election held on November 5, 1957, for the ose ur

of creating, opening, and improving public streets in
said City and to pay one-half the cost of acquiring
rights of way for streets designated as expressways.

These bonds are offered subject to the unqualified
approval of the legality thereof by the law firm of
Charles and Trauernicht of St. Louis, Missouri. The City
will pay legal fees and will pay for the printing of the
j bonds, including the printing thereon of the legal
opinion, if desired by the purchaser, and the registra-
r; tion thereof by the State Auditor of Missouri. Delivery
of the bonds will be made to the purchaser within forty-
five days after the date of sale, in the City of Jefferson,

In the opinion of Counsel, the above-described bonds will
