The following communication was received from the Missouri State Proposed
Highway Commission: February 12, 1965 Overpass
Dear Mayor Christy: U. S. Route
In accordance with your request., I am furnishing herein the 50 and
following information regarding the possibility of constructing a Broadway.
grade separation structure at the junction of U. S. Rte. 50
Expressway and Broadway Street in Jefferson City.
At the request of several members of the Jefferson City Chamber of
Commerce, we made a skeleton survey for the overpass structure to
determine the necessary right-of-way limits and the length of the
' proposed improvement if made . We have completed the survey and a
skeleton set of plans was given to the Chamber of Commerce . From
our preliminary study, the improvement would extend from the South
edge of McCarty Street to the south edge of the alley between Elm
Street and West Miller Street. The proposed design envisions West
Miller Street being carried under the structure in order to provide
access for properties east of Broadway and south of the Expressway.
According to our preliminary studies, It would be necessary to acquire
approximately 3,000 square feet of additional right-of-way south of
. Miller Street and west of Broadway, or from the property contem-
" plated to be used as a Post Office site . Our study included only a
grade separation structure and not an interchange with ramps .
This structure is not programmed on our five-year construction
program nor do I see how it could be placed on the program within
the next several years . Finances available for Jefferson City from
our Urban funds are presently over spent and, if the grade sepa-
ration structure were to be included on our program, it would be
absolutely necessary to remove some other project from the program
which carries a higher priority. I believe that you will agree that
this is not feasible. The right-of-way for this project would be
rather costly and, of course, it would be neceasayr for the City of
Jefferson to pay one-half of the right-of-way coat if and when the
structure is built.
You have made inquiry as to the feasibility of constructing an
over-head crossing at other streets crossing the Expressway. It is
my opinion that the coat would be prohibitive to build a grade
separation at Madison or Jefferson Streets due to the right-of-way
damages . At Monroe Street, the right-of-way would be quite expensive
and also it is rather doubtful that a separation structure could be
justified due to the low capacity of Monroe Street south of the
Expressway. It is possible that a structure could be justified if
the City saw fit to widen Monroe Street south of the Expressway in
order to increase its capacity to handle traffic . A complete study
would be necessary to determine the feasibility at this location.
It is my opinion that, if the City of Jefferson is going to insist
on a grade separation at Broadway some time in the future, right-
of-way should be set aside as improvements are made on the
properties adjoining Broadway between Elm and McCarty Streets . If
the Post Office Department improves the property west of Broadway
and south of the Expressway without taking into consideration the
grade separation structure, it is quite likely that such a separa-
tion would not be feasible in the future. It is purely a matter of
economics.
. I simply am not in a position at this time to forecast when the
State Highway Commission would be able to proceed with such a pro-
ject as separating the grades at Broadway and the Expressway.
I hope you understand that the survey and preliminary plan work
were made at the request of the Chamber of Commerce and not some-
thing that was initiated by the State Highway Department.

Street The following report of the Street Committee was submitted to the
Committee Council: February 11, 1965
Report.
Gentlemen:
STREET COMMITTEE REPORT
The Street Committee met on February 8, 1965, at 7: 30 p.m.
Present for this meeting were: Mr. Jack Riner; Dr. Richard Skain;
Mr. Paul Hogg; Mr. Ed. Kliegel; Mr. Charles Enloe, Street Commissions
Mr. Ed. Rackers, Director of Public Work; Mr. P. S. Thomas; and,
Mr. Montie Willcoxon, Chairman.
ITEM 1 - involved the question of whether the City should pay
the plumbers ' bill for the stopped-up sewer of Mrs . Chapel, located
at 1001 W. High. The recommendation was not to pay the bill unless
it could be proved that the stoppage was in the City sewer line.
ITEM 2 - involved the alleys lying between the 100 and 200
blocks of East Ashley and East Atchison Streets . The request was to
make the alleys roadworthy. The matter was referred to the Street
Committee and Director of Public Works with power to act.
ITEM 3 - Mr. P. S. Thomas, in behalf of the developers of the
Capitol House Apartments, requested that the City accept the right-
of-way, easements, and maintenance of streets and sewers in this
project. The Committee recommended acceptance of this request.
ITEM 14 - regarded naming of the outer roadways along the
proposed Highway 514 South Expressway. The Committee recommended
that the west roadway be called Jefferson Street and the east road-
way be called John G. Christy Street.
ITEM 5 - Mr. Jay Prost, on behalf of the property owner,
requested a special 37' curb cut permit on Ashley Street for the
property located at the N.W. corner of Ashley and Jefferson Sts .
The Committee recommended approval of the request subject to
approval of the Director of Public Works .

Utilities Public Utilities Committee: February 15, 1965
Committee Mayor John Christy:
Report. Your Utilities Committee recommends the ('ollowing street
light installations to the Council :
1 . Install one new 6800 Lumen Mercury Vapor light an pole at
1505 E. Miller and move light east of 1505 one pole length.
2. Install one new 0300 Lumen Mercury Vapor light at corner
of Tyler and Oak Street .
3. Install all necessary 6800 Lumen Mercury Vapor lights
along Rocseview Drive .

On motion of Mr. Debo, the report was approved. The motion passed.
Mr. Debo explained that the Street Lighting Budget was getting low,
due to the many installations of new lights in the City, and asked
that additional appropriation of money be allowed from the Mayor's
Contingency Fund to supplement the budget. Mr. Willcoxon moved that
the additional money be allowed.
The motion passed.
Police Dept. Mr. Scrivner, Chairman of the Police Department Committee reported
Report. that the Committee had approved two additional Taxi Permits .
Public Dr. Skain Chairman of the Public Health Committee reported that the
Health County Court would like more time for request for funds and that
Committee they were having a meeting February 214, 1965 at 7:30 p.m. His
Report. Committee had also met to discuss the Budget. They would like the
Milk Inspector, Health Inspector and City Physician be combined in
one Department. They will need more money allocated to them since the
Health Inspector needs a new car and an assistant during the summer
months . The first group of pigeon perches will be received some

meeting February 11, 1965, recommends that action upon the request
of Mrs. Harry Jannick for a change in zoning at 96 South Lincoln
. Street to operate a beauty shop be delayed.
Mrs . Jannick's sister advised the Commission that she was ill
,, with the flu and would be unable to appear. Therefore, in fairness
to Mrs. Jannick the Commission requests an additional 30 days so
that Mrs . Jannick will have the opportunity to appear on behalf of
her request.

The Planning & Zoning Commission in a regularly scheduled Report.
:, meeting February 11, recommends that action on the request of the
Memorial Nursing Homes of Missouri, a not-for-profit corporation,
for the granting of a special permit to construct a convalescence
home on the Julius Schott property be delayed.
The Planning and Zoning Commission requests the City Council
to grant the Commission an additional 30 days . We realize this is
the second 30-day request;, but feel that it is of such importance
to that area that it should be granted.

Report. The City Planning and Zoning Commission in a regularly
scheduled meeting February 11, 1965, considered the request of
Fred A. and Ruby Keitle for a change in zoning of the property lo-
cated at 1718 East High Street which is bounded on the west by a
creek and on the east by an un-named street and to an approximate
depth of 200 feet from a single family residence district to F,
highway commercial district.
It was the opinion of the Commission that since this property
is adjacent to a presently zoned F, highway commercial district,
and because the surrounding property owners were in accord with
the re-zoning, that this request for re-zoning be granted.

WHEREAS, Section 10.130 of Ordinance No . 7593 of the City of of Candidates
Jefferson, Missouri, requires that a primary election be held on
the second Tuesday of March of each year, and
WHEREAS, the second Tuesday of March in 1965 falls on March
9, 1965, and
WHEREAS, Section 10.150 of said Ordinance requires that all
declarations for candidacy for any City office muot be filed with
the City Clerk no later than 5:00 p .m. of the third Monday of Lhe
month preceding the month in which the primary election is to be
held, and
WHEREAS, under the to-rmca of the aforementioned section, all
declarations of candidacy for the primary election to be held on
March 9, 1965, are required to be filed by 5:00 p.m. , on Monday,
February 15, 1965, and
WHEREAS, Section 10.160 of said Ordinance provides for a
canvass of the declarations of candidacy and the adoption of
resolutions declaring unopposed candidates for City office, other
than to membership to a City Committee, as the nominee of their
party to the office declared for, and declaring unopposed candidates
to membership to a city committee to be elected to membership on
the City committee of their political party, and
WHEREAS, the City Council has convened at 8:00 P.M. on February
15, 1965, to onavass all declarations of candidacy, and
WHEREAS, 'fromm its canvass the City Council finds that each
person, whose name appears on Appendix "A" attached hereto is the
only person who filed a declaration of candidacy for nomination to
the political office on behalf of the political party shown on the
Appendix, and
WHEREAS, from its canvass the City Council finds that each
person, whose name appears on Appendix "BY attached hereto is the
only person who filed a declaration of candidacy for nomination to
the political office mentioned above their name on behalf of the
political office shown on said Appendix, now therefore:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
That each person whose name appears on Appendix "A" attached
. to this resolution, is declared to be the candidate of the
:: political party appearing above his or her name at the top of

Appendix-,."A" for the political office named at the side of the
candidate's name.
RESOLVED FURTHER, that each person whose name appears on
Appendix "B" attached to this resolution, as a candidate to the
city committee of the political party appearing above his or her
name, is hereby declared to have been elected by said political
:i party to the city committee of that party as the Committeeman or
Committeewoman from the Precinct and/or Ward of the city appearing ';
at the side of the name of such person.

Be it hereby resolved by the City Council , City of Jefferson, Mo . ,
that the Missouri Power and Light Company make the following
installations in accordance with recommendations presented to the
City Council by its Committee on Public Utilities and adopted by
said City Council on February 15, 1965:
1 . Install one new 6800 Lumen Mercury Vapor light on pole at
1505 E. Miller and move light east of 1505 one pole length.
2. Install one new 6800 Lumen Mercury Vapor light at corner of
Tyler and Oak Street.
3. Install all necessary 6800 Lumen Mercury Vapor lights along
Roseview Drive.

bus service. Mayor Christy asked Mr. Hiner to try to get some
