A quorum was declared present.
The minutes of the previous meeting held on February 15th. , were Minutes.

A public hearing was held in regard to the rezoning of property Public
located on the northeast corner of Dix Road and Industrial Drive. Hearing on

Dix Road andJudge Eager, 2407 West Main.
Their objection was that the proposed rezoning would decrease the
value of their property. They had bought their property due to it
being in a residential area. Judge Eager stated that spot zoning
was bad and that the rezoning should be denied.
Mr. Haake stated that he had met with Mr. Hogg and Mr. Rackers,
Director of Public Works to discuss petitions. He requested the
City Attorney to review both sets of petitions to see which names
were qualified to be on the petitions and have ready for the next
Council Meeting. He also asked that the Director of Public Works
review his map to see if all of the persons who had signed the
petitions lived within the required 185 feet. BILL-
Mr. Riner moved that Bill No_. 18 be withdrawn.

Mayor Christy stated that the City of Chun Chon, Korea would like Sister City
to become a sister city of Jefferson City. A meeting had been held Chun Chon
with a representative from Korea and many local clubs. They would Korea.

Mr. Willcoxon moved that we become a sister city of Chun Chon.

Mayor Christy stated that since the Jefferson City High School Band Contribution
was representing the State of Missouri on the opening day of the to the
New York World' s Fair that the City would designate a day as J. C. J.C. Band.
Band Day. Mr. Debo moved that the City donate one days receipts
from the parking meters. Mr. Hawes stated that it would be a mis-
appropriation of City funds. Mr. Riner offered a substitute motion
that the City donate $200.00, to be taken from the Mayor' s Con-
tingency Fund. Mr. Hawes asked for a roll call vote.

Utilities Public Utilities Committee:
Committee March 1, 1965
Report. Mayor John Christy:
Your Utilities Committee recommends the following street light
:installations to the Council:
1. Install one (1) new 6800 Lumen Mercury Vapor light on pole
located in alley between Washington and Jefferson Street, known
as the 100 Block of West Wall Street , the pole is located a few
, feet of the exit of the Public Parking Lot or the 3rd. pole west ot
the exit on Jefferson Street.
2. Install one (1) new 6800 Lumen Mercury Vapor light on North Circle
Drive and Chicago, about at 100 W. Circle Drive.
3. Install one (1) new 6800 Lumen Mercury Vapor light in the center
of the 200 Block of West Ashley Street.

Dear Mayor Christy:
The Fire Department Committee met February 25, 1965 at 7 : 30 P.M.
Those present were as follows: Councilman VanLoo, Councilman
.Willcoxon and Councilman Hogg, Also present were Fire Chief John

Sullivan, Fire Inspector Vincent Willmeno, Building Inspector Tom
Benton, Health Inspector Chester McKinney.
A discussion was held pertaining to the Housing Authority
on a residential inspection ordinance. The Committee suggested
that Tom Benton contact Tom Rose in regard to an amendment to the
existing fire ordinance.
The Committee recommended referring a longevity pay-scale
plan to the Finance Committee.

The following report was presented by Mr. Hawes, Chairman of the Committee-Of-
Committee-of-the-Whole: the- Whole
COMMITTEE OF THE WHOLE Report.
The Committee of the Whole met at 7: 30, February 16, in the
Council Chambers. Members of the Committee present were: Van Loo,
. Skain, Hogg, Willcoxon, Scrivner, Haake and Hawes.
Mr. Haake explained Bill No. 106 to the City' s department
heads.
The Committee met with the Housing Authority and took the
following action:
1 . Asked the Mayor to appoint a Code Review Committee to
review and recommend to the Council the modernization of
codes and Ordinances when, in the opinion of the Review
Committee, it becomes necessary.
2. Recommends a request of the Housing Authority to revise
the Fire Prevention Code be sent to the Fire Committee.
3. Reconunends the Housing Code be revised with the con-
currence of Mr. Benton and Mr. Herron and that when
completed a bill be drawn for introduction in the Council .
4. The question of employing a Mousing Inspector was referred
to the Finance Cotimilttee.
5. The Committee recommends a system of time keeping to be
instituted with respect to inspection reports.
6. The Committee reconunends the Mayor discuss with the
Housing Authority the appointment of a Citizens Committee
to assist elective and appointive officials in the en-
forcemeat of codes and ordinances,
7 . The Committee recommends Mr. Rackers and Mr. Benton in-
vestigate the possibility of requesting the Missouri
Division of Commerce and Development to assist in up-
dating the Comprehensive Plan using the 701 program,
Mr. Hawes moved the adoption of the report.

Street Lights RESOLUTION
Be it hereby resolved by the City Council, City of Jefferson,
Missouri, that the Missouri Power and Light Company make the
following installations in accordance with recommendations presented
. to the City Council by its Committee on Public Utilities and adopted
by said City Council on March 1, 1965.
1. Install one (1) new 6800 Lumen Mercury Vapor light on pole
