The Parking and Traffic Commission met at 7 : 30 p.m. , on Tuesday, March 2, 1965, in the Council Chambers. Present were Captain Patton, ;Sergeant Duncan and Councilmen Van Loo, Kliegel and Hawes . The Commission recommends that the bill to eliminate parking on the south side of Ashley between Jefferson and Monroe remain withdrawn. The Commission recommends the no-parking zone south of the .north driveway of the Coca-Cola plant be eliminated on a trial basis. The Commission recommends the Council request the Missouri State Highway Department install signalization on Highway 50 West at the middle entrance of the Plaza Shopping Center, and that the Director of Public Works inform the district engineer of the Council' s request. The Commission requests that during periods of snow and ice , flashing yellow signals be installed for north-south traffic at the intersections of High and Jefferson; High and Madison; High and Monroe; McCarty and Jefferson; McCarty and Madison; and McCarty and Monroe, and that red flashing signals be installed for the east- west traffic at these intersections. On motion of Mr. Hawes, the report was adopted. The motion passed. The motion passed. ---------- Public The following report was submitted by Mr. Debo, Chairman of the Utilities Public Utilities Committee: March 15, 1965 Committee Mayor John Christy: Report. Your Utilities Committee recommends the following street light installations to the Council: 1. Replace street light that was removed on March 1, 1965, from the pole at 1517 E. Miller and put on pole at 1505 E. Miller be replaced with new 6800 Lumen Mercury Vapor Light. 2. Replace existing light with new 6800 Lumen Mercury Vapor Light on pole located directly in front of 2013 and directly across from 2014 Bolten Drive. 3. Install one (1) new 6800 Lumen Mercury Vapor Light in the middle of the ten hundred block of West Main Street at the entrance to the 9A ............ through alley which runs from Main to High Street. Mayor Christy stated that it would take 3/4 majority to pass the Bill No. 108. bill. Mr. Scrivner stated that he was for bringing new industry in Jefferson City and helping the business men, but they have always been hampered by protests of the Citizens. Mr. Haake stated that he had made a pledge to property owners that whoever had the majority of petitions would get his support. Bill No. 108, introduced by Councilman Scrivner, entitled: "An Ordinance of the City of Jefferson, Missouri, changing, amend- ing and modifying the zoning map of the City of Jefferson, Missouri$ �� as incorporated into Ordinance No. 5880, by rezoning certain , specifically described land from a District "A-2" single family , residence classification to a District "E" local commercial classification." The bill was read the third tima- by title and placed on final ' passage and was defeated by the following vote: Ayes : Riner, Scrivner, Skain, Van Loo and Willcoxon. 5 Nays: Debo, Haake , Hawes, Hogg and Kliegel 5 Absent: None. ---------- The following report was submitted by the Planning and Zoning ' Planning & Commission: Zoning :: Gentlemen: Report . ;, The Planning and Zoning Commission in a regularly scheduled ,imeeting Thursday, March 11, 1965, recommends that the request of Mrs. Harry Jannick for rezoning and a permit to operate a beauty shop at 96 South Lincoln Street be denied. The Commission feels that this is not conducive to the neighbor- ,• hood nor does it feel the residents of the neighborhood would be in favor of such a rezoning change. Sincerely, /s/ Ralph J. The motion passed, ---------- Planning The following report was submitted by the Planning and Zoning & Commission: March 12, 1965 Zoning Gentlemen: Commission The Planning and Zoning Commission in a regularly scheduled meeting Report. Thursday, March 11, 1965, considered the request of Bryan Advertising, Inc. for a change in the zoning of Inlot 701 to permit the erection of a billboard sign. The Commission felt that since the City had leased signs on the opposite side of the street that the decision had been made for us. Therefore, the Commission recommends that area bounded by Jefferson Street, by Washington Street and the Whitton Expressway be rezoned to F, Highway Commercial and permit the rerction of a sign or signs by the Bryan Advertising, Inc. Gentlemen: Report The Planning and Zoning Commission in a regularly scheduled meeting Thursday, March 11, 1965, recommends that the request for a nursing home to be located on the Julius Schott property be withdrawn. The Commission has on file a letter from Mr. David Brydon, attorney for Memorial Nursing Homes of Missouri, stating that they wish their request to be withdrawn as they have selected other property for their home. Planning & The following report was submitted by the Planning and Zoning Zoning Commission: March 12, 1965 Commission Gentlemen: Report The Planning and Zoning ConuAssion in a regularly scheduled meeting Thursday, March 11, 1965, to consider the request of the Housing Authority of the City of Jefferson for approval of the Campus View sub-division. It was the opinion of the Commission that provided the regular description on the Campus View Sub-division plat is correct, that the Campus View sub-division would be an asset to the City of Jefferson and, therefore, should be approved.
