Hawes, Jr. Present : Debo, Haake, Hawes, Riner, Skain, Van Loo and Willcoxon. Roll Call. 7 Absent: Hogg, absent with leave, Kliegel and Scrivner, absent with leave. 3 A quorum was declared present. . The following bids were submitted to the Council for the construction Opening . of an Airport Terminal: of Bids for . Don Cure Construction Company $113,994. 00 Airport Roy Scheperle Construction Company 1172971.00 Terminal. . Girard Construction Company 109,361. 79 Schell Construction Company 1122653.00 Paul R. Prost Builder 116,400.00 Linhardt Construction Company 1172230.00 Mr. Rackers, Director of Public Works checked the bids with the Architect and reported to the Council that the Bid of Girard Construction Company was in order and the low bid of $109,361. 79. Mr. Capps, the Architect stated that all bids were over the estimate. Mr. Riner moved that Mr. Capps analyse the bids and re- port back to next Council meeting on April 5th. The motion passed. The following communication was received from the St. Louis Regional Post Office. Post Office: March 16, 1965 Dear Mayor Christy: This will refer to conferences with you on December 17 , 1964 and February 11, 1965, with Mr. John G. Dowling, Chief, Real Estate Branch of this region, relating to the site proposed for a new leased Post Office in Jefferson City, on the south side of West Miller, from Broadway to Mulberry, and bounded on the south by a 20-foot public alley. A the conference on December 17th. , Mr. Dowling left with your City Engineer, Mr. Ed. hackers, a plot of the site, which depicts the present grade of West Miller Street, and the proposed grade for said street. In view of the fact that this represents off-site improvements, the cost of which cannot be legally borne by the Government, we hereby request the City of Jefferson to commit itself to make the following improvements: (1) To adjust the grade of West Miller Street from Broadway to Mulberry, so that storm water will drain to the west beyond Mulberry Street (as per approximate grades suggested on the plan hereinabove referred to) . (2) Install curbs and gutters along West Miller Street. (3) Pave West Miller Street from Broadway to Mulberry, to a mimimum of 30 feet width. We have been advised by our headquarters in Washington, that this acknowledgment on the part of the City of Jefferson, of assuming the cost of these improvements, can be made by either Council Resolution, or motion of record of the Council. It is impossible at this time to forecast a construction progress schedule. However, if favorable action is taken on these improvements by the Council, we suggest that your plans be made to complete them within six months after the Government acquires title to the site. After notification of the action by the Council, we will keep you posted on the progress of the acquisition of the site. We have been further advised that a change of zoning from "E" Local Commercial, to "G" - Commercial, will be required, inasmuch as this will be a leased building. We would appreciate a commitment to make this change from the City, after the Government acquires title to the property. Mr. Dowling has advised us that in his meetings with you, he impressed upon you the urgency of this action, because the fiscal picture for site acquisition is (giavorable at this tLme.
