mm Planning A request was received from property owners for a change in zoning
& of lots 27, 28, 29,30, 31, 32, 33,34, 35, 36,37 and 38, Beck Addition to
Zoning class "D" Multiple Dwelling District. The request was referred to
Commission. the Planning and Zoning Commission.
Building The following communication was received from 'Thomas Benton,
Commissioner. Building Commissioner in regard to the construction of the Home
Savings and Loan building:
Dear Sirs:
On March 3, 1965, I refused to issue a building permit for the
construction of the new Home Savings and Loan building to be located
on the southwest corner of Madison and McCarty Streets. The reason
for this refusal was the fact that the roof overhangs of the building
extended approximately four feet six inches (4' - 6") over the
public sidewalks. Because our Zoning Ordinance #5880 is not speci-
fically clear on this matter, the owner chose to take it before the
Board of Adjustment.
On March 18 , 1965, the Board of Adjustment met in the Council
Chamber of City Hall. They ruled that the building should be
allowed to be built as planned for the following reasons :
1. The plan called for off-street parking of ten vehicles,
2. If the building were to be moved back onto the lot, the
off-street parking would be vertually eliminated,
3. The roof overhangs could not be removed without adversely
affecting the appearance of the structure .
The Board of Adjustment also requested that I write to the City
Council pointing out the vagueness of our present zoning ordinance
on this matter. This decision was reached during the exe.cutive
session of the meeting and I believe they intended/Po jye present
zoning ordinance to allow overhangs with certain restrictions and
only if approved, with regards to safety, by the Building Conmlission-
er,
However, I feel that a great service was accomplished when over-
hanging signs and other projections In the downtown business district
were removed, I also strongly feel that to allow, by ordinance, any
overhangs or projections would be it great mistallcc . Our zoning
ordinance is not clear on this matter and I do suggest thalt it be
revised. However, I think it should be amended to specifically out-
law any overhangs or projections of any lcind in excoss of one foot .

Report from The following report was received from the Division of Health in
Division of regard to eating and drinking establishments In Jefferson City:
Health. February 9, 1965
INTRODUCTION
A sanitation survey was conducted of the eating and drinking
establishments operating in Jefferson City, Missouri, by a repre-
sentative of the Division of Health of Missouri during the week of
January 13-14, 18-19, 1965. The surveying official was accompanied
by the Jefferson City Restaurant and Health Inspector, Mr. Chester
McKinney.
The primary purpose of this survey is to provide City Officials
with an overall, impartial evaluation of the sanitation status of
the eating and drinking establishments and indicate the effectivemess
of the city restaurant sanitation program.
The survey was made to determine compliance with the sanitary
provisions of the city restaurant ordinance and in accordance with
the "U.S . Public Health Service Recommended Ordinance and Code
Regulating Eating and Drinking Establishments."

FIELD SURVEY
At the time of the survey there were eighty-three eating and
drinking establishments in operation within the City of Jefferson.
Thirty establishments were selected as a random sample and were
inspected by the survey official.
The inspection results were compiled and calculated based on
the number of persons served daily in each business. The present rating
calculated for the thirty establishments surveyed was 70. 8%. The
Division of Health considers a rating of 80% or above as an approved
restaurant sanitation rating.
The Division of Health will be happy to assist the City Health
Department with any portion of the food program.
RECOMMENDATIONS
1. That the City of Jefferson adopt the 1962 United States
Public Health Service Sanitation Ordinance and Code in
lieu of the existing Ordinance #6177, which is based upon
the 1943 Public Health Service Code.
2. That the City government provide means for and encourage
attendance at professional and educational meetings that
will afford inspection personnel opportunities to learn
new techniques and improve their professional status.
3. That the sanitation personnel hold training sessions for
food handlers.
4. That City Officials continue to give the local restaurant
inspector their support in the enforcement of this im-
portant sanitation program.

The matter was referred to the Health Committee to have a meeting
with Mr. McKinney, Restaurant Inspector and Mr. F. G. Unnewehr,

The following communication was received from the Transit Invest- Transit
ment Company: March 23, 1965 Investment
Dear Sirs: Company.
For several years the Jefferson City Tines, Inc. has been con-
fronted with increased operating costs and decreased revenues to
the point that if it is to continua to serve the coimmunity some
financial relief must be forth coming soon.
Should the Missouri-Kansas Transit Authority act pass the
legislature and is signed by the Covernor., Jefferson City will be
the only City in the State of Missouri operating on its own fares
so you can see that it is not just a local problem.
The Federal government now provides a way that you are sure of
keeping a bus line in Jefferson City at probably no cost or at
least a nominal cost to the City and I am enclosing a copy of public
law 88-365 for the information of those interested.
Under this act I would operate the buses from May 31st. , 1965
to May 31st. , 1966 for 40t per mile and each year the rate would be
adjusted according to the Department of Commerce cost of Business
index.
Should there be a profit it should be divided equally as an
incentive to the operator.
The minimum would be 250,000 miles per year. All bus fares
and passenger revenue would go to the City.
Should the contract be made for 10 years I would agree to
purchase six new buses and should it be made for less that 10 years
I would agree to purchase six reconditioned buses. However, the
minimum number of years would be three.
A new type of fare box would be installed which would register

all fares and a report given to the City showing exactly how much was taken in
du the hours each bus operated on the route the bus was assigned.
By the City having complete control of the routes, rates, and operation there
would be a substantial savings on taxes and the federal government would pay
2/.'i's of the loss sustained by the City. I call your attention particularly to
Seetion 3 and Section 6 of the act.
This proposition needs your immediate attention.

STREET COMMITTEF!, REPORT
The Street Committee met on March 22, 1965. Attending this meeting were:
Mr. Ed. Kliegel; Dr. Richard Skain; Mr. Charles Enloe, Street Committee;
Mr. Ed, Racker, Director of Public Works; and Mr. Montie Willcoxon,
Chairman.
The items discussed were as follows:
1. Annual City Cleanup - The Committee recommends that the Cleanup be
limited to trash in containers, such as sacks, barrels or boxes, and that
large items, such as furniture, stoves, or refrigerators be eliminated from
the cleanup drive.
2. Improvements on Miller Street - Since the condition of the curbs, gutters
and street in the 300 block of West Miller Street is in immediate need of repairs,
it is the recommendation of this Committee that the necessary repairs be made
to facilitate better drainage.

' the entrance to St. Mary' s Hospital. Agreement was reached among
the contractors and the Parking and Traffic Commission recommends
that while Bolivar is closed, it be marked off with angle parking
on the east side and parallel parking on the west.
The Parking and Traffic Commission recommends a four-way stop
sign at the intersection of Case and Adams Streets .
The Parking and Traffic Commission recommends parking on the
north side of the viaduct ramp leading to Walnut from High Street
for farmers unloading wheat from June 1 to July b at MFA.

Lane and Forest Drive.

AIRPORT COMMITTEE REPORT
The Airport Committee met on March 20, 1965, at 11:00 a.m.
.Those attending the meeting were: Mr. Robert Debo, Vice-Chairman;
,Mr. Perry Hawes, Member, Mrs. Arthur Betts, member; Mr. Ron Maxwell,
member; Mr. Bill Asel; Mr. Forrest Capps, Architect; Mr. Ed. Rackers,
Director of Public Works; and Mr. Montie Willcoxon, Chairman of the ,
Committee.
The Committee met to discuss the bids received on the Airport
.Terminal Building. After a lengthy discussion, the Committee agreed
that the small reduction in costs realized by substituting lower
quality materials for maintenance-free materials, or the elimination
of small items would actually be more expensive in the long run.
'Therefore, the Committee recommends the acceptance of the low bid
and awarding the contract at the next Council meeting on April 5, 1965

would necessitate an overpass at Broadway and that the Council
should impress upon the postal authorities that enough land should
be left so that a grade seperation structure could be constructed.
