Special Meeting, April 28, 1964
Mayor Christy in the Chair.
Present: Debo, Haake, Hawes, Hogg, Jobe, Kliegel, Riner, Scrivner, Roll Call.
Skain and Willcoxon. 10

A quorum was declared present.
Mayor Christy explained to the Council that the Special Meeting had been Special
called in regard to the Capitol View Urban Renewal Plan. He explained Meeting.
that the Council had authorized a study to be made of the area in 1962
(Jackson Street to Walnut and from the River south to the Expressway) and that
the plan has now been completed. He also explained that our largest credit
is the Parking Garage ($800, 000. 00). Under the Federal project we could
get $2, 400, 000. 00 but the allowed time expires on or about June 1, 1964.
The State Statutes require that the governing body shall hold a public hearing
to be published in a newspaper for two weeks, the last publication to be ten
days prior to the hearing. The publication must identify the area covered by
the plan and all interested parties must be given an opportunity to express
their views at the hearing.
If the Council approves the present plan, they would later have the right to
approve, modify, amend or reject the plan.
Mr. Ted Herron, Executive Director of the Housing Authority explained that
the contract would be binding if we spend any money in the contract.
Mr. Herron answered questions of the Councilmen and showed maps and slides
concerning the project.
On motion of Mr. Willcoxon, a public hearing was called Thursday, May 14th, Public
at the Freshman High School at 7:00 p. m. The motion passed. Hearing.
