Agreement "An Ordinance of the City of Jefferson , Missouri, authorizing and

by grading, paving with asphalt and curbing and guttering where
necessary with portland cement concrete."

The following report of the Public Utilities Committee was sub- i� Public
mitted by Chairman Debo: Utilities
Committee
Dear Mayor Christy: Report.
Your Utilities Committee met on May 6, 1964 with Councilmen Debo,
Haake, Scrivner and Skain present.
The Committee was presented petitions from 10 different areas re-
questing lumen mercury vapor lights . Upon examination of the
petitions and the areas involved, the Committee recommends to the
Council:
1. Replace a 1,000 incandescent light at Monroe and Dunf ord Street
with a new 6,800 lumen mercury vapor light .
2. Install a new 6,800 lumen mercury vapor light at the northern
dead end of Clay Street .
3. Replace the 1,000 incandescent lights at Moreau Drive and
Hill crest Street and in front of 920 Moreau Drive to new 6,800
lumen mercury vapor lights . i
4. Replace the 1,000 incandescent light at the corner of Ronnie
Street and Oakview Drive with a new 6,800 lumen mercury vapor
light.
5. Replace the 1,000 incandescent light at the corner of West '
Main and Bender Drive with a new 6,800 lumen mercury vapor light.
6. Replace the 1,000 incandescent light at the corner of Hart
and West Miller with a new 6,800 lumen mercury vapor light.
7. Install a new 6,800 lumen mercury vapor light on a pole in '?
front of 1018 Fairmount Boulevard.
8 . Install a new 6,800 lumen mercury vapor light in front of 415
Case Aveneu.
9 . Replace two 1,000 incandescent lights in the 1800 block of
West McCarty Street with a new 6,800 lumen mercury vapor lights .
10. Replace the 1,000 incandescent light at the corner of Jordan ''
Iand West McCarty Streets with a new 6,800 lumen mercury vapor light
ll. Replace 1,000 incandescent street lights in the 100,200 and ,
300 Blocks of North Lincoln with new 6,800 lumen mercury vapor lights .
12. Install a new street light in front of 714 Stadium Drive with
6,800 lumen mercury vapor light.

Be it hereby resolved by the City Council, City of Jefferson,
Missouri, that the Missouri Power & Light Company make the following
installations in accordance with recommendations presented to the
City Council by its Committee on Public Utilities and adopted by
said City Council, on May 11, 1964:
1. Replace a 1,000 incandescent street light at Monroe and Dunford

On motion of Mr. Debo, the resolution was adopted. The motion
passed.
Petition Mr. Debo presented a petition signed by some seventy persons
St. Mary' s requesting an overpass or viaduct across Dix Road instead of making;
Blvd. St. Mary' s Blvd. a dead end street . On motion of Mr. Debo, the
petition was referred to the Street Committee. The motion passed. i
Mr. Willcoxon, Chairman of the Street Committee, called a meeting
to be held May 19th at 7: 30 p.m. , with Mr. Lahmeyer, District
Engineer, of the Missouri State Highway Commission and all interest'd
person.

Resolution The following resolution was submitted by Mr. Riner:
Campus View RESOLUTION APPROVING AMENDEMNT TO COOPERATION AGREEMENT WITH THE
Urban HOUSING AUTHORITY OF THE CITY OF JEFFERSON, MISSOURI
Renewal !
Project. WHEREAS, pursuant to Resolution enacted by the City Council ofl
the City of Jefferson, Missouri, on the 7th day of May, 1962, a
certain Cooperation Agreement was entered into between the City
Council of the City of Jefferson, Missouri and the Housing Authority
of the City of Jefferson, Missouri, dated the 10th day of May, 1962;
covering the Campus View Urban Renewal Project, Mo. R-18, and i
WHEREAS, it is deemed expedient to amend said Cooperation i
Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF JEFFERSON, MISSOURI, AS FOLLOWS:

1. Paragraph 3 of the Cooperation Agreement between the
City of Jefferson, Missouri, and the Housing Authority of the City ;;
of Jefferson, Missouri, dated May 10, 1962, shall be amended by the
execution of Amendment No. 1 in the following form, to-wit:
AMENDMENT NO. 1 TO COOPERATION AGREEMENT
This Amendatory Agreement, entered into this llth day of I
May, 1964, by and between the Housing Authority of the City
of Jefferson, Missouri, (hereinafter called Local Authority) ;
and the City of Jefferson, Missouri, (hereinafter called
Municipality.)
WITNESSETH:
WHEREAS, the Municipality and the Local Authority
have entered into a certain Cooperation Agreement, dated
May 10, 1962, providing for aid and cooperation in respect i
to Campus View Urban Renewal Project, Mo. R--18, to be de-
veloped by the Local Authority with the financial assis-
tance of the Housing and Home Finance Agency, (hereinafter
called HHFA) and 1
WHEREAS, the aforesaid Cooperation Agreement makes i
certain provisions for the furnishing by the Municipality
of non-cash and cash grants in aid, and
WHEREAS, the Local Authority and the Municipality
desire to modify and amend the aforesaid Cooperation !1
Agreement as it pertains to the provisions of non-cash
and cash grants in aid by the Municipality.
NOW, THEREFORE, the Local Authority and the Municipality
do agree that paragraph 3 of the aforesadi Cooperation
Agreement be modified to read as follows:
3. "That the City agrees that it will provide, or cause ;
to be provided, non-cash grants in aid consisting of, but
not limited to, street pavement, curbs, gutter installations}
construction of sewage and drainage facilities, and similar
works which will qualify under the Federal Act and under the :'
rules and regulations of the Housing and Home Finance
Administration in the sum of at least Three Hundred Seventy-
nine Thousand and Thirty-five Dollars ($379 ,035) , and that
it will provide cash grants in amounts sufficient to make
up one-fourth of the contribution of the net loss sustained
in carrying out such redevelopment project. In the event
that the proposed non-cash grants in aid do not at least
equal the City' s one-fourth contribution, then, and in such
event, the City will provide local cash grants as may be i{
needed to make up its one-fourth contribution of net loss .
All payments of cash grants shall be made from general re-
venue funds of the City."
IN WITNESS WHEREOF, the Municipality and the Local Authority!
have respectively signed this Amendatory Agreement and caused i;
their seals to be affixed and attested this 12th day of May, 1964. ;4

2. The Mayor is hereby authorized and directed to execute
Amendment No. 1 to said Agreement in the name of, and the City

3. This Resolution shall become effective immediately.
Mr. Debo then moved that Section 3, line 8, be amended by striking
out "at least" . The motion passed by voice vote.
Mr. Debo then moved that the vote be reconsidered and places on
I roll call vote. i
The amendment was defeated by the following roll call vote:
Ayes: Debo, Hawes, Kliegel, Scrivner and Skain. 5
Nays: Haake, Hogg, Jobe, Riner and Willcoxon. 5
Mr. Riner asked for a roll call vote on the adoption of the re-
solution.
The vote was recorded as follows:

Mr. Willcoxon moved that the special permit be granted.
The motion passed.
