Skain and Willcoxon. 10 Absent: None. 0 A quorum was declared present. ---------- I� Mayor Christy explained that the Special Meeting had been called fo Special the purpose of a public hearing to hear the report of the Urban Meeting. Renewal Authority on the Capitol View Project and also the pro- ponents and opponents in regard to the project. He also said that the Council does not have the authority under the law to amend the plan. If the plan is disapproved, modifications may be made and presented again. It will be necessary to have six or more affirmati {e votes to approve the plan. ----------- Mr. Fred Rost, Chairman of the Housing Authority introduced Mr. '� Housing Forrest Carson, Legal Counsel .of the Authority, to be the spokesmanil Authority. for their group. Mr. Carson stated that the Authority had hired thej City planning firm of Leo Daly Co. , St. Louis, Missouri, to make the necessary study. Mr. John Haaf, representative of the firm then 'l explained the proposed Urban Renewal Plan to the public. Mr. Austin of Austin-Boyer, Kansan City, Missouri explained their methods of appraising property in the area. A short period of questions and answers followed the presentation. Mayor Christy asked for proponents of the Plan to come forward and Proponents, be heard . None responded. fi Mr. William Quigg, spokesman for a group of citizens voiced their i opponents. opposition to the proposed plan . Various persons spoke in opposition and asked the Council to dis- approve the Urban Renewal Plan completely. r----r------ Presentation of petitions was made by John Hearne to Mayor Christy.
