Highway 50 �1 Mr. Max Berry, Missouri State Highway Commission spoke in regard to,l West. ;i the Highway 50 West Extension in the area of Dix Road and St. Mary s j Blvd. There will be four lanes of divided highway crossing Dix Road with a traffic interchange. Since the grade of St. Mary's Blvd. would have to be raised some seventeen feet to cross Dix Road, the Commission has decided to re-route St. Mary's to go around the radii tower and come back on Williams street to avoid excessive property damage and keep the construction cost low. `' r ---------- I Parking & A communication was received from the West Side Business Assn, Inc1 , Traffic requesting traffic signals on West Dunklin from its beginning at the Commission. s 600 block of West Dunklin to Heisinger Road. The request was re- ; ferred to the Parking & Traffic Commission . Police A letter of appointment was received from the Police Department sub; Dept. mitting the names of Kenneth Wayne Quinn and Denzil Clifton Roll as' Appointments Patrolmen on the Jefferson City Police Department, effective June 1:, 1964. On motion of Mr. Scrivner, the appointments were approved. The Motion passed. ti Bids - Bids were received for the improvement of Bald Hill Road: t Bald Hill John Rohrer Construction Co. , Kansas City, Mo. $183,328.27 Road. Roy Scheperle Construction Co. , Jefferson City, Mo. $21,089.16 E. P. Barnett, ,Jefferson City, Mo. $189142.20 � On motion of Mr. Hawes, the bid of E. P. Barnett was accepted. I The Motion passed. ----------- Police The following report was received from the Police Board: Board THE POLICE BOARD REPORT Report. The Committee met May 21, 1964. Applications for employment in theil Department were reviewed. !� � The Committee also discussed the general operation of the Police i Dept. i In regard to a letter of protest received from Mrs. K. Dale Atterberry , in regard to the turning off traffic lights on Sunday. The Committee decided to leave the operation as it now is, due to :} the fact that the lights are still in operation on Sunday when necessary or during busy hours and are placed on flasher system when traffic is light, enabling people to get through without un- necessary stops. /s/ Forrest Scrivner Chairman ' On motion of Mr. Scrivner; the .report was adopted. The Motion passed. ---------- f I f 5tyfi The following report was received from the Parking and Traffic :;Parking Commission: & Traffic The Parking & Traffic Commission met in the Council Chambers, ..Commission Friday, May 22, with Messrs . Rackers, Duncan, Kliegel, Debo, ;:Report. Haake, Patton and Hawes present. A committee from the West School PTA discussed traffic and pedestrian movement at the intersection of Dix Road and West Main Street. The problem was taken under advisement . A Committee of Businessmen appeared to discuss the elimination of Parking on Jefferson between the Expressway and Dunklin. The matter was taken under advisement. The petition to eliminate traffic on Jackson between Dunklin { and Hickory was denied on the recommendation of the Traffic Dept. The Commission took under advisement the matter of a stop light at the intersection of Highway 54 South and Stadium Drive. The request for no parking on both sides of East Atchison between Clark Avenue and Chestnut was denied by the Commission. The request for no parking on one side of Virginia Street was taken under advisement. The Commission recommended that the Street Commissioner obtain permission to cut the bushes on West McCarty at the Corner of Hart« The request to eliminate parking on one side of Mulberry from' West McCarty to the Expressway was recommended for the West side. The Commission recommends that parking be eliminated between the hours of 7: 30 - 8: 30 a.m. and 4: 30 - 5: 30 p.m. , on the south side of High Street from the corner of Broadway to the existing t no-parking area. The Commission recommends the 10-minute parking limit be ex- tended from the existing restriction on Washington south of High i to Wall Street. On motion of Mr. Hawes, the report was adopted. j The Motion passed. ---------- Dr. Skain, Chariman of the Public Health Committee presented the Public following report: Health Mosquito Control Program Committee. 1. Representatives of the Health Dept. made following recommend- ations: 1 A) Purchase of Fogging Machine to be mounted on a Jeep or Truck. B) Two hand sprays . C) Operation of Machines, etc. , to be done by members of the Fire Dept. of Police Dept . if possible. 2. Pigeon Control: A) Pigeons will be shot on either Saturday afternoon or Sunday afternoon by Members of local Gun Club. B) This program will be under the control of the Police Dept. #` C) All pigeons will be picked up and destroyed. 3. Proposed Medical Clinic ' A building in 900 block East High St . , owned by Mr. Duncan can be rented for a medical clinic. Rent would be $75.00 per month, plus utilities. It would be necessary to paint and partition for examining,, rooms, etc. , but this could easily be done. Physician coming would keep hours from 1:p.m. to 3: p.m. , five afternoons a week. A nurse to assists the Physician would be employed 4 hours;' per day. Local Physicians asked to assist Physician as advisors. Drugs would be furnished by a local Pharmacy at cost plus $50.00 per month. �i 507 �! fi Proposed Medical Clinic cost: Physician's Salary $6000.00 per year Rent on Building 900.00 per year Telephone 108.00 per year Nurse 2080.00 per year Remodel Building 500.00 i; Drugs & Supplies 500.00 Extras to make a total of Approximately $11,000.00 per year. June 1, 1964 The Street Committee met May 27, 1964 to open bids for the purchase! of a mower and tractor for use of the Street Department. The Committee recommends that the low bid of $1573.00 of the 1i Fulton Implement Company, Inc. , be accepted. /a/ Montie Willcoxon Chairman Mr. Hogg moved that the report be approved and accepted. q The Motion passed. ---------- Utilities !j Mr. Debo, Chairman of the Utilities Committee presented the Committee following report: Report. Dear Mayor Christy: Your Utilities Committee met on Thursday, May 29, 19640 with is Councilmen Haake, Riner, Skain and Debo present. 11 The Committee approved and recommends the following to City Council; k 1. Install one (1) new 1,000 incandescent light near 620 rear ii East Miller Street. 2. Replace six (6) lights with new 6,800 lumen mercury vapor lights at 1.213 Carter Street and on Stadium Drive starting at aj point near the intersection of Stadium and U.S. Route 54 and continuing westward. 3. Replace one (1) light at the alley on Adams Street between 1 Capital and State near the First Christian Church with a new 6,800 lumen mercury vapor light. 4. Replace three (3) lights on Oakwood Drive west of Fairmounti, Boulevard with new 6,800 lumen mercury vapor lights. 5. Replace one (1) light at the northwest corner of Clay and Main Streets with a new 6,800 lumen mercury vapor light, jj 6. Install one (1) new 6,800 lumen mercury vapor light at the corner of Allen and Hayselton Drives. it 508 7. Replace five (5) lights in the 100 and 200 blocks of River- side Drive with new 6,800 lumen mercury vapor lights. 8. The Motion passed. , ---------- I I The following report of the Airport Commission was presented: Airport June 1, 1964 Commission Dear Mayor Christy: Report . lYour Airport Commission met on Monday night, May 25, 1964, with iCouncilmen Willcoxon, Haake, Hawes and Debo and Citizen Members Maxwell, Betts and Lamar present. The Commission instructed Mr. Maxwell to contact Charles V. McClare6 of Columbia, General Manager of Aircor, Incl, and advise him that the Commission saw no way -- judging from past experience -- that the City could build him a fixed base operation at Jefferson City' s ' Memorial Airport. It was estimated Mr. McClaren' s request (see attached letter) wouldli cost an estimated $90,000. The Commission was told that never in th4 history of Memorial Airport has the City erected buildings in which* a private operator could conduct his business . Mr. Maxwell was in- structed to tell Mr. McClaren, however, if he (Mr. McClaren) erected the buildings himself and met certain minimum requirements he could' move to Memorial Airport. The Commission requests that a letter from the General Counsel of Ozark Airlines, Inc. , be referred to the City Attorney to determine ' the exact amount of the City' obligation -- if any. In the attached;, letter from Paul L. Bradshaw, the Airline asks that it be reimbursed in the amount of $339 .07 which it paid under protest in 1961 as a flight property tax assessment . The Commission understands this money was divided among the City, the schools and possibly other { governmental subdivisions. The Commission feels if the City is obligated it is only obligated for the exact amount of money it received from this 1961 assessment. I Respectfully submitted /s/ Robert L. Zoning Gentlemen: Commissio The City Planning & Zoning Commission at their regular meeting on ' Report. May 21, 1964, considered the petition of Elmer Goldammer and F. Joe Delong to change the zoning on the Northeast corner of the intersection of Dix Road and Industrial Drive from the present i zoning of "A-2" single family residence to "E" local commercial district . ! The Commission finds that the construction of a neighborhood shopping conter on thin sight would be complimentary to the re- sidential and industrial area surrounding the area.
