Approval of The minutes of the meeting of June 15th. were approved as read. Minutes . ------ Parking on Mr. Carlos Patterson, 607 Jefferson spoke in disfavor of the pro- Jefferson St. * posed bill eliminating parking on west side of Jefferson Street. Park Board The following communication was received from Mayor Christy: Appointments . " I have the honor to transmit herewith, for your consent and approval, the following appointments to office: Paul N. Doll, Msgr. J. A. Vogelweid and Dr. G. Donald Shull as members of the Park Board for a term of three years and until their successors are appointed and qualified; vice reappointment ." On motion of Mr. Hawes, the appointments were approved. The motion passed. Library The following communication was received from Mayor Christy: Board Appts. "I have the honor to transmit herewith, for your consent and approval, the following appointments to office: Homer Ferguson, vice reappointment, Mrs. G. H. Turner, Vice re- appointment and Mrs. Leon Taylor, vice Mrs. Thomas D. Graham, term expired, as members of the Jefferson City Library Board, for a term of three years and until their successors are appointed and qualified." On motion of Mr. Haake, the appointments were approved. The motion passed. Mr. Jobe moved that a letter of thanks be sent to Mrs . Thomas Graham for her untiring efforts as a member of the Library Board. The motion passed. P. S. Thomas Mr. Debo moved that the matter of the payment of a bill submitted Bill. by P. S. Thomas be brought up at the end of the meeting. The motion passed. Sale of On motion of Mr. Debo, the sale of City property to the Missouri Property to State Highway Commission located in the vicinity of the Armory in Hwy. Dept . the amount of $4, 100.00 was approved. The motion passed. Annual City Mr. Jobe moved that the matter of the annual City Audit be referred Audit . to the Finance Committee, with power to act. The motion passed. Milk The semi-annual report of the Milk Inspector was received. On motion Inspector of Mr. Jobe, the report was approved. Report. The motion passed. A bill was received from Harland and Bartholomew and Associates in Harland the amount of $4,500 for the annexation study and expenses in- & curred. Bartholo- Mr. Debo moved that the bill be paid. The motion passed. mew Bill. ---------- A request was received from Mr. and Mrs . Phil Bauer asking the Paving of City to finish and pave the rest of the 200 block of East Franklin Franklin St. Street. The matter was referred to the Street Committee. ---------- Mr. Scrivner, Chairman of the Police Board reported that the Board Police Board had approved the appointments of James Lale, Traffic Officer and Report. Oliver C. Roberts, Patrolman, the appointments to be effective July 1, 1964. Mr. Scrivner moved that the appointments be approved. The motion passed. ---------- Petitions were received for street lights in the 100, 200 and 300 Public blocks of Pierce Street; 100, 200 and 300 blocks of Buchanan Street Utilities and 100 block of North Taylor. The requests were referred to the Committee. Public Utilities Committee. The following report was received from Montie Willcoxon, Chairman Street of the Street Committee: Committee June 23, 1964 Report. Gentlemen: STREET COMMITTEE REPORT A special meeting was held this date in the alley south of Atchison Street between Broadway and Washington Streets regarding the improvement of said alley. Present were: Montie Willcoxon, Chairman; Ed Kliegel; Paul Hogg; Charles Enloe; and Ed. Rackers. It was the feeling of all concerned that the improvement of streets is more important than the improvement of alleys and that it would be up to the property owners to circulate a petition requesting improvement of said alley on the "dollar law" basis. The motion passed. ---------- The following report was submitted by Mr. Debo, Chairman of the Public Public Utilities Committee: July 6, 1964 Utilities Report. Dear Mayor Christy: Your Utilities Committee met June 30, 1964 with Councilmen Riner, ,; Skein, Scrivner, Hogg and Debo present. The Committee considered requests and recommends the following action to the Council: 1. Replace a 1000 incandescent light at the alley on Jackson Street between High and McCarty Streets with a new 6,800 lumen mercury vapor light. 2. Install two new 6,800 lumen mercury vapor lights in the 100 block of Lafayette Street. 3. Replace the 1000 incandescent lights located at the alleys dividing the 200 and 300 blocks of Cherry Street with two new 6,800 lumen mercury vapor lights . 4. Replace three 1000 incandescent lights in the 200 and 300 blocks of Montana Street with new 6,800 lumen mercury vapor lights. t' y, 5. Install one new 6,800 lumen mercury vapor light on West Circle Drive at a point approximately opposite the intersection of South Circle Drive. 6. Replace the 1000 incandescent light in the middle of the 100 block of Fulkerson Street with one new 6,800 lumen mercury vapor light . 7. Replace a 1000 incandescent light with a new 6,800 lumen mercury vapor light on Water Street between Clay and Bolivar. 8 . Replace a 1000 incandescent light with a new 6,800 lumen mercury vapor light at Clay and McCarty. 9. Install a new 6,800 lumen mercury vapor light in the 300 Block of Clay at the alley. Parking & The following report was submitted by Mr. Hawes, Chairman of the Traffic Parking and Traffic Commission: Commission PARKING AND TRAFFIC COMMISSION REPORT Report . July 1, 1964 The Parking and Traffic Commission met at 7: 30 p.m. on June 30 in the Council Chambers with Messrs . Debo, Haake, Scrivner, Rackers and Hawes present. The Commission recommended the elimination of parking on the west side of Jefferson Street south of the Expressway in front of the Coca Cola building and on the west side of Jefferson north of the Expressway from the Expressway to Miller Street, The Director of Public Works was asked to discuss with the Highway Department the West Side Business Association request that traffic signals be installed on West Dunklin from its beginning at the 600 block to Heisinger Road. Consideration of the request for signalization at the inter- section of Highway 54 South and Stadium Drive was deferred until Highway 54 South is relocated. A request for no parking on one side of Virginia Street was taken under advisement . A request of the Division of Welfare and Division of Health for a loading zone was referred to the traffic department with in- structions to contact the heads of these respective departments and to report its findings to the Parking and Traffic Commission at the next meeting. A request for a four-way stop at the intersection of Lafayette and East High was approved with the recommendation that signalization be identical with that of the intersection of Lafayette and McCarty. + The Commission recommends that the no parking zone on the east side of Monroe south of the Expressway be extended another 30 feet south. The request of the traffic department for a no parking zone on the north and south sides of the alley connecting the 700 blocks of Madison and Jefferson was taken under advisement. On motion of Mr. Hawes, the report was adopted. The motion passed. Accounts & On motion of Mr. Haake, Chairman of the Accounts and Claims Claims. Committee, the recommendation was made that all bills be paid. The motion passed. Annexation Mr. Hawes, Chairman of the Annexation Committee reported that there Committee. would be a meeting with the Citizens Annexation Committee on July 8th. when representatives from Harland & Bartholomew & Associates would make their final report . ---------- 4 The City Collector, Ed. Cole, presented his annual report to the Report Council. of See attached report . City ---------- Collector. A public hearing was held on rezoning of land at the northeast Public corner of Dix Road and Industrial Drive from District "A-2"Single Hearing - Family Residential to District 'T.' Local Commercial. Rezoning Mx- Albert DeBroeck spoke in favor of the rezoning as he would be Property at the main tenant of the property and he felt that the development Dix Road and would enhance the area. Industrial. Mr. Leonard Vader, 324 Dix Road, Harry Goldammer 322 Dix Road, Mr. Orville Rairden, 325 Dix Road and Mr. H. F. Deskins, 327 Dix Road were spokesmen for the group of property owners opposing the rezoning. Missouri, that the Midsouri Power and Light Company make the following installations in accordance with recommendations pre- sented to the City Council by its Committee on Public Utilities and adopted by said City Council, on July 6, 1964: 1. W it RESOLUTION il W. Berleka mp WHEREAS, the Rev. E. W. Berlekamp, recently was named Pastor Emeritus of the Central United Church of Christ (Evangelical and REformed) on the occasion of his 50th. anniversary of his ordination as a minister, and WHEREAS, the Reverend Berlekamp has spent nearly half of his ministerial life in Jefferson City, and WHEREAS, during this period he has won the love and respect of countless persons in his Church and other faiths, and WHEREAS, the Reverend Berlekamp is held in high esteem by the Citizens of Jefferson City for his civic work and his ceaseless efforts to help mankind, NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Jefferson extend its con- e gratulations to the Reverend Berlekamp Il on the anniversary of his ordination and wish him and Mrs. Berlekamp continued good health, and BE IT FURTHER RESOLVED that a copy of this resolution with the seal of the City of Jefferson be ft sent to Reverend Berlekam p to exemplify the feelings of the Citizens of Jefferson City.
