July 11, 1964 ' Gentlemen: Our thanks to you for the salary increases . We appreciate the long ,:hours you spent on our budget enabling us to receive raises . The City of Jefferson cannot help but move forward with a governing ;body such as you that has the welfare of the City at heart . The motion passed. ---------- Parking on A petition was received from residents in the 100 block of Lafayette Lafayette Street requesting the parking time on the West side of Lafayette be Street . changed from 7:00 a.m. to 3:00 p.m. to 9:00 a.m. to 6:00 p.m. . On motion of Mr. Willcoxon, the request was referred to the City Attorney to draw up the necessary Ordinance. The motion passed. ---------- Rev. E. W. The following communciation was received from Rev. E. W. Berlekamp: Berlekamp. Dear Mayor Christy: .Please convey to all of the members of the City Council of our fair City my heartfelt and sincere gratitude for the highly complimentary RESOLUTION adopted by the Council in connection with the observance of the 50th. anniversary of my ordination into the Christian ministry. My wife and I came to Jefferson City in the summer of 1922 and have enjoyed living here from the very beginning. Coots, Cedar City, Mo. , requesting a refund on on Licenses. licenses . On motion of Mr. Willcoxon, the matter was referred to the Finance Committee. The motion passed. The following communication was received from the Weatherby Posting Leasing Service: Sign Sirs: Locations . Sometime ago I met with Councilmen Scrivner, Riner and Hogg to discuss leasing property for sign locations that belongs to the city. A proposal was to be written up that would not only take care of the signs that are presently on City property but also for further sign locations . Mr. Willcoxon reported that due to the new weed Ordinance, Mr. Street Enloe has requested that Mr. McKinney give him a signed copy or Committee order to cut weeds on private porperty for his records . Report. Mr. Willcoxon asked that bids be received for a new mower for use of the Street Department and moved that the bids be referred to the . Street Commissioner and Purchasing Agent with power to act. Re: Alley south of Dunklin between Madison & Monroe Gentlemen: ,:The Street Committee met on July 8, 1964, at the above referenced site to consider the improvement of said alley. Present for this meeting were: Montie Willcoxon, Chairman; Ed Kliegel, member; Dave Jobe, member; Dr. Richard Skain, member; and, Ed. Rackers, Director of Public Works . Replace one (1) light at 1406 Kolb Drive with a new 6,800 lumen ': 'mercury vapor light. .,3. Replace the present lights in the 100, 200 and 300 blocks of "Pierce Street with the new 6,800 lumen mercury vapor lights. '4. Peplace present lights in front of 307 Donald, 319 Donald and in circle at end of Donald with the new 6 ,800 lumen mercury vapor , lights . 5 . Replace present light in the 100 block of N. Taylor at corner of Water and Taylor with the new 6,800 lumen mercury vapor light . , 6 . A. Fuller that the pro- perty at 743 Locust Street be changed from Two Family Dwelling District "B" to Multiple Dwelling District "C" . The City Planning and Zoning Committion at its regular meeting on July 16, 1964, upon the referral of Mayor Christy, considered the request of William A. Ross , D.O. that the zoning of the 500 Block of Lafayette be changed from Multiple Dwelling District "C" to Multiple Dwelling District I'D" . The Commission recommends that the part of the east half of the , block bounded by Miller, Lafayette, Elm and Marshall Streets which lies north of the right-of-way of the Rex Whitton Expressway be changed from Multiple Dwelling District "C: to Multiple Dwelling District I'D',' Very truly yours , /s/ H. July 160 1964, considered Bill No. 5 regulating the use of signs in that portion of any Heavy Industrial District "J" within 300 feet of any residential District . Mr. Charles Howard represented the proponents of the bill and Mr. Robert Pratt of Weatherby Posting Service spoke in Opposition. The Commission r(..cognizes the ill-effects of a heavy industrial district adjoining a fine residential district . It also feels that Bill No. 5 as it new exists is not compatible with the restrictions on signs as they apply to commercial and light industrial districts. Therefore, the Commission recommends that Bill No. 5 as it new exists not be enacted, and has appointed a committee composed of Messrs. Charles Howard, Robert Jolly, Jack Jordon and Thomas Benton (as chairman) to investigate a possible solution to the problem. Very truly yours , /s/ H. J. ' Gentlemen: ,The City Planning and Zoning Commission, at its regular meeting on July 16, 1964, considered the request of Mr. Bill Hemmel that property owned by him and located on the southwest corner of West High and Broadway Streets be changed from Multiple Dwelling District to Light Industrial District "I" . 'Although notified of the meeting, Mr. Hemmel did not appear. f Mr. Ross Geary and Mr. E. I,- Hockaday, owners of property at 306-3081 :;Broadway Street and 307 West High respectively, presented a petition .;containing signatures of 11 property owners in this vicinity that the Hemmel request be denied. . The Commission noted this petition, and also the proximity of the property to the State Capitol complex and recommends that the Council deny the request . Very truly yours, /s/ H. J. Annexation. Mayor Christy reported that Harland and Bartholomew had presented a map to the Annexation Committee showing the proposed boundaries of the City. Mr. Hawes, Chairman of the Annexation Committee said that the report would be presented to the Council as soon as it is received. The following bid was received for the annual City Audit: July 13 , 1964 Gentlemen: We wish to submit the following for your consideration for an audit of the records of the City of Jefferson for the twelve month period . ended June 30 , 1964 . We estimate the fee for an audit of the above period to be a minimum of $1, 250.00 and a maxiumum of $1, 600 .00 During the course of the audit if unusual circumstances necessitate additional time, proper City Officials would be notified of the situation and any additional costs involved would be discussed with !,them. Spencer Mr. Debo moved the approval of payment of a bill submitted to the Thomas .City by Spencer Thomas . Bill. The motion passed. Cats . Mr. Debo explained that the Humane Officer had picked up a pet cat and had destroyed it within three hours . He moved that the City 1-6 :'- Attorney draw up Ordinance to include cats. Mr. Scrivner said that he was in favor of the Ordinance if cats were put under the same j; ljregulations as dogs. After some discussion it was decided to bring ill �jup the matter at the next Council meeting.
