The following sewer bids were received for the construction of sewers in the Moreau River Watershed: it Fred M. Harder Constructing Co. , St. Louis , Mo. 132,830.00 ,. Alvin Brunner Construction Co. , Jefferson City, Mo. 68,462.50 On motion of Mr. Riner, the bid of the Alvin Grunner Construction Co. was accepted. The motion passed. ----------- Sewer Mr. Ed. Wisley, of Horner & Shifrin Consulting Engineers, held a Program. brief discussion with members of the Council relative to the over- ,. all Sewer program, especially in the Greenberry Road area. If Federal Funds are not available for the Pumping Station and Force Main, this project will be hadled with funds from the Sewer Bond Issue. He also stated that the City Council has the power to say what areas outside the City limits will be hooked up to the sewer mains . ---------- Minutes . The minutes of the previous meeting were approved as read. ---------- Purchase .! A purchase order was received from the Thomas J. Finan Co. , of Order. Hazelwood, Mo. , for the gate equipment at the City Parking Garage. Thomas J. On motion of Mr. Willcoxon, the bid of $700 -00 was accepted, Finan Co. The motion passed. ---------- Lincoln The following letter was received from Lincoln University: University. Dear Sir; ., The intersections of Atchison, Chestnut and Fairmount Boulevard has-. ,, for many years been a great hazard because of no controlling traffi; light or sings at this main intersection. Added to this dangerous lintersection is the parking of cars on these streets by our students to avoid paying the $1.00 fee for a years parking on campus . Ample parking space is provided to care for all students who commute. ,: We are particularly concerned with the parking of cars on Atchison from Chestnut to Locust . It has reached the point where it would be - impossible for the fire truck to enter Atchison from Chestnut to reac the Women' s Dormitories in case of a fire becuase of parking in this :. area. Also we find it very difficult to drive our big trach truck on Atchison to pick up trash from the dormitories . We feel by not per- mitting parking on either side of Atchison from Chestnut to Locust would greatly reduce this problem. Mrs. Debo. ---------- On motion of Mr. Hawes, a petition from property owners against the : Petition. -1rezoning of the 700 block of Locust Street, was received. Locust ::' The motion passed. Street ----------- Rezoning. The following report was received from the Parking & Traffic Parking Commission: & August 3, 1964 Traffic The Parking & Traffic Committee met with Messrs . Debo, commission Scrivner, Haake, Patton, Duncan, Rackers and flawas , present . Report. The Commission recommended the Missouri Highway Department , install signalization at the intersections of Highway 50 West and ' Southwest Blvd. and Highway 50 West and Dix Road; and further recommends a letter signed by the Director of Public Works be sent to the Chief Engineer of Division 5, Missouri Highway Department , ? expressing this recommendation . The Commission recommends the removal of parking on the West #;, side of the 600 block of Virginia Street. The request of Wallace I. Doty to install two hour limit iiparking on the west side of Jefferson in the 400 block was denied. The Commission recommended a "Yield" sign be placed on ; Livingston at the intersection with Ridgeway. /s/ Perry W. Dear Mayor Christy: Your Utilities Committee met to consider requests and re- commends the following action to the Council: 1. Replace a 1,000 incandescent light at the corner of Donnabella Drive and W. Miller Street with a new 6,800 lumen mercury ;vapor light. 2. Replace two 1,000 incandescent lights at Pike Street and !'Oregon and Pike and Colorado with 6,800 lumen mercury vapor I' ilightso 19 3 . Install two new 6,800 lumen mercury vapor lights on 1900 Crystal View Terrace . 4. Replace two 1,000 incnndescent lights at Hough Park and Greenberry Road and at 1302 Moreau Drive with 6,800 lumen mercury vapor lights . 5 . Install a new 6,800 lumen mercury vapor light at the intersection of Leslie Boulevard and Moreau Drive. 6. Install a new 6,800 lumen mercury vapor light at the alley,, between McCarty, Miller, Madison and Monroe Streets . 7 . On motion of Mr. Willcoxon, the report was approved. it The motion passed. { ------ Annexation The following resolution was presented by Mr. Hawes, Chairman of Committee. the Annexation Committee: WHEREAS, the Planning and Zoning Commission is responsible for the establishment of future as well as present land use; and WHEREAS, an annexation proposal is under consideration by` the Annexation and Redistricting Committee of the City Council. NOW THEREFORE, the Annexation and Redistricting Committee recommends the Planning and Zoning Commission commence its studies in regard to land use of the proposed annexation area with the intention of recommending proper zoning ordinances, and further recommends these sutdies be completed at such time as will be necessary to implement the annexation proposal. On motion of Mr. Hawes , the resolution was adopted. The motion passed. Accounts & Mr. Haake, Chairman of the Accounts and Claims Committee moved that,' Claims. the bills on the operation of the Fogging Machine be approved. The motion passed. E' Refunds on On motion of Mr. Debo, Chairman of the Finance Committee, the Licenses. refund to the C.W. ' S Tavern Restaurant, as pro rated, was authorizer. Finance The refund on Benton Trailer Sales was rejected. Committee. The motion passed. ----------- Change in The following changes in the Rules and Order of the City Council, Rules of , was submitted by Mayor Christy, to be brought up at a later date: Order. Amend the Rules and Order of Business of the City Council. of The City of Jefferson by striking out Rules 47 and 48 and inserting in lieu thereof, the following: Rule 47. No standing rule or order of the Council shall be suspended or, dispensed with, except by unamious consent, or, unless a majority of the elected members of the Council concur therein . and motions for that purpose shall be limited to the question or proposition under consideration . No standing rule or order of the Council shall be resc#nded or changed, or new rule introduced, unless notice of the motion thereof shall have been given at a previous meeting. ROBERTS RULES OF ORDER '. Rule 48 . The rules of parliamentary procedure comprised in "Roberts Rules of Order" shall govern the Council in all cases in which ' they are applicable and not inconsistent with the standing rules and order of the Council and the same shall be taken as authority in deceding questions, not otherwise provided for in these rules. Be it hereby resolved by the City Council, City of Jefferson, , Missouri, that the Missouri Power and Light Co. make the following installations in accordance with the recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council, on August 3, 1964: 1. Replace a 1,000 incandescent light at the corner of Donnabella ; Drive and W. Miller Street with a new 6,800 lumen mercury vapor light . � 2. Christy Mayor ----------- ' The following resolution was presented by Mr. Tom Rose, City Resolution. Attorney: Mo. Pacific BE IT RESOLVED, by the City Council of the City of Jefferson Railroad. City, Missouri, that John G. Christy, said City' s Mayor be and he is hereby duly authorized and fully empowered to enter into and execute for and in the name of the City one certain written , agreement dated June 19 , 1964, between said City and Missouri Pacific Railroad Company, respecting the grant by said Railroad and acceptance by the City of permission to install, keep and use, the City' s own one preposed reinforced concrete pipe, 48 inches in diameter in a 72 inch tunnel liner beneath Railroad' s tracks in the Northeast Quarter of Section 7, Township 44 North, Range 11 West, Cole County, Missouri, at Jefferson City. On motion of Mr. Willcoxon, the resolution was adopted. Miller to Industrial St. Drive was referred to the Street Committee. Street Committee. Director of Mr. Ed. Rackers, Director of Public Works, ask the City Council Public for approval to buy additional survey equipment at the cost of Works. $600.00 and to hire two men to enlarge his survey crew. He stated that the cost of the equipment could be deducted from the Sewer Fund and not out of the City Revenue Fund. On motion of Mr. Willcoxon, the request was approved. The motion passed.
