The minutes of the meeting of August 3, 1964 were approved as read. Minutes. A request was received from Julius Schott, 1630 Greenwood Drive, requesting Planning and the rezoning of his property located at 1630 Greenwood Drive, from 2 "A" Zoning Comm. single dwellings to professional nursing homes, practical nursing hornes, domicillary homes, rest homes and related facilities as defined and regulated by the laws of Missouri. The communication was referred to the Planning and 'Zoning Commission. A communication was received from R. Sheldon Gentry, requesting that Street Fair Acre Drive, Rogers Street and a 30 foot drive, all of which are located Committee. in Fair Acre Addition, dated November- 10, 1922, be vacated. The reason for the request is to make it possible to resubdivide the area in lots that are sized to meet present day building requirements. The communication was referred to the Street Committee. The following communication was received from Mayor Christy: Human Rights "1 have the honor to transmit herewith, for your consent and approval, the Commission. following appointment to office: John D. IIemsley, 211 E. Dunklin as a member, of the Mayor's Commission on Human Rights and Community Relations, for a term of two years and until his successor is appointed and qualified, vice, Thomas Norman, deceased. " On motion of Mr . Scrivner, the appointment was approved. Fuller who had requested rezoning of property on Locust Street Ilearing on explained that he had been forced to abandon property located at 615 l:. Dunklin Rezoning by the Mousing Authority. IIe had found suitable property located at 743 Locust Locust Street. which had to be razed. Ile is now in the process of building a duplex, which is permitted with the present zoning in the area, IIe would like to add an additional apartment in the lower level which would be 7/8 above the ground. The additional unit would require rezoning. Elizabeth Lawson, 723 Locust questioned Dr. Fuller as to his change in plans. Mr. William G. Brooks, 728 Locust stated that there were seventeen single family houses in the 700 block of Locust, that only three owners of the property had signed Dr. hullers petition to rezone. Ile also stated that the street was too narrow for parking and the sewer line was not adequate for so many families. He said that the persons living on Locust preferred single family dwellings. Rosa Lawson, 723 Locust stated that she felt the same as Mr. Brooks. On motion of Mr. Hawes, Bill No. 39, changing the zoning of Locust Street was held over. The motion passed. i Regular Meeting, August 17, 1064 Street Comm. The following Street Committee Report was submitted by Mr, P'dwin Rackers, Report. Director, of Public Works: "The Street Committee met on Wednesday, August 12, 1964, This meeting was held at 8:00 a. m. in the office of the Director of Public Works. Present were: Dr. Richard Skain; Paul Iiogg; Ed Racker•s; and, Montie Willcoxon, Chairman. Items discussed were•: (1) Request of Mild Heck for perrriissiorr to build two 40-foot driveways on Southwest Boulevard. Permission granted. (2) At the request of the Director of Public Works, the Committee recommends the following policy be established on Greenberry, Bald Hill, Tanner Bridge and Boonville Roads: The Street Department would provide the base and surface for the widening to 30 feet streets under the $1. 00 per foot law, providing the property owners pay the additional cost of curb and guttering and necessary drainage structures. Respectfully submitted, /s/ Montie Willcoxon, Chairman The report was approved oil motion of Dr. Skain. Tire motion passed. Automobile Mayor Christy explained that the Fire Chief's automobile had been damaged for Fire Dept. in an accident. The Fiscal Officer had received bids on repair and also on trading the vehicle. IIe had decided that the rnost feasible thing to do would be to take the low bid which was received from Riley Chevrolet in the amount of $678. 60 plus trade-in on a new car. Mr . Riner moved that a new car be purchased with payment coming from the contingency fund. The motion passed. Health Dr. Skain, Chairman of the Health Committee reported that the IIealth Clinic Committee. will be in operation the 24th of August. It will be necessary to amend the present ordinance pertaining to tiler salary of the City Physician and also that he be a graduate of a Medical School, "Pile ordinance will have to be made retroactive to August 24th. Ile also stated that the mosquito fogging Operation is doing very well, Dr. Skain presented the following, report from the Health Committee: "The Health (.:orrrrnittee respectfully requests Mayor ('ht•ir:uty to ask that the local Medical and Ortteopathic: Societys appoint four rlrembers (two from each group) as advism's to the City Health ('ctrurrtittee to resolve tiny professional problems which might ari;re pertaining; to the Medical Clinic. All patients admitted to medical clinic ni ust be cleared through the City Welfare office (Mrs. Tanner) 2. City Welfare officer will review records each month to determine if patients are still eligable. 3. Patients must be residents of city one year before allowed treatment in clinic. 4. County patients will be taken care of on a fee basis only, (State Vocational Rehabilitation schedule) A statement for all work will be presented to county court each month. 5. County welfare must give written approval for all county patients. 6. The Medical Clinic will be under control of the City Health Committee and all decisions final, with approval of Mayor and City Council, 7. Medical prescriptions from Pope's Drug Store to continue. 8. Only clinic patients will he seen at Medical Clinic at 915 E. Iligh. On motion of Dr. Skain, the report was approved. The motion passed. Regular Meeting, August 17, 1064 Mr. Haake, Chairman of the Accounts and Claims Committee moved that all Accounts and monthly bills be paid. The motion passed. Clai ms Mr. Haake moved that the Accounts and Claims Committee and the City Atty. Committee revise ordinance in regard to three councilmen approving all city bills. :. Mr. Hawes;, Chairman of the Annexation Committee asked that. the `street, Annexation Commissioner and Legal Department give the Committee the necessary Committee. information in regard to annexation. It is necessary that the City Assessor have legal description before tie can give the Committee the necessary tax information. Harland and Bartholomew need this information so that they can give their final report to the Annexation Committee. Mr. Scrivner, moved that Council Rules No. 47 and No. 48 be amended as Council Rules presented. The motion passed. Nos. 47 and 48. Mr. Hawes moved that the next regular Council Meeting be held September Council 8th. The motion passed. Meeting. Mr. Riner moved that the City Clerk notify Durwood Theatres, Inc. , that their Durwood building located in the 300 block of East High Street needs a coat of paint and Theatre. also send copy of letter to Arnold Gould. The motion passed. The following report was presented by Mr. ,Jobe, Chairman of the Purchasing Purchasing and and Supplies Committee: Supplies Comm "The put chasing and supplies committee met on Tuesday August 11 , 1964 at Report. 8: 30 p. m. at the Police Department. Those present were Robert Debo, Forrest Scrivner, I_,awrence Ilaake and Dave C. Jobe. The matter of Re-study of Ordinance No. 7507 which was referred to this Committee by Mr . Hawes at the August 3rd meeting was discussed at some length, but no action was taken or recommended. It was agreed by all present that this matter should have further, study before any recommendation would be Illade. The use. of radar equipment on IDunklin front Broadway to Ilighway 50 West waH referred to the Police Department by Mr. Scrivner. Drainage Mr. IIaake requested that the drainage ditch at West Circle and South Circle ditch at be completed before school starts as it is very hazardous for school children. intersection of ------------- West and South Circle. Drainage Mr. Hawes inquired of Mr. Rackers as to the correction of the drainage 1600 block of problem at 1608 Monroe Street. Mr. Rackers said that the drainage ditch at Monroe. 1610 Monroe was blocked and had been corrected, but work could not be started at 1608 Monroe until probably about the 1st of October, due to manpower shortage.
