Gordon Street and dead end street be blacktopped. The matter was referred to the Street Committee. Petitions were received for a street light in the center of 1400 Utilities block of Kolb Drive, in the 700 block of Adams Street, and that Committee. the old street light at the corner of Hughes and Ella Streets be replaced and also between 1911 Ella and 1909 Ella. The petitions were referred to the Public Utilities Committee. The following communication was received from Mr. Julius Schott: Planning & "I have requested the City Planning and Zoning Commission to with- Zoning draw my request for rezoning of my property located at 1630 Green- Commission. wood Drive." The matter was referred to the Planning and Zoning Commission. A request was received from R. Sheldon Gentry for the rezoning of Planning & the western 1/3 of his land lying immediately north and south of Zoning Commission. ii . 19 Stadium Drive to highway commercial. Planning & A petition for rezoning was received from the Missouri Association Zoning of Christian Churches to rezone property lying 200 feet on each side Commission. of Dix Road between St. Mary' s Blvd. and Williams Street to an "E Zone" . The petition was referred to the Planning & Zoning Commission. Planning & A request was received from W. E. Hall for the rezoning of his Zoning property located at 212 Buchanan Street, from the present "A-2" zone Commission. to a "C" zone and also a special permit to operate a one-chair barber shop in his home. The request was referred to the Planning and Zoning Commission. Planning & A request was received from Clayton Bainer to extend the "F: Highway Zoning Commercial zone on Vetter' s Lane. Aurora Ave. , requesting the improvement of this section of Aurora under the $1.00 per foot street improvement plan. The petition was ' referred to the Street Committee. Parking & The following request was received from Mrs. Lorenzo Greene, 1204 E. ffic Atchison: Comm. 1. A sign "Street not through" to keep autos from coming into Atchison and then having to turn around. 2. A "No-Parking space at 1204 E. Stchison so music pupils can be brought and picked up by parents. The request was referred to the Parking and Traffic Commission. Parking & A request was received from the AME Zion Church at corner of Cherry Traffic and Miller Streets for a four-way stop sign to control traffic from Commission. Expressway and Miller Streets. The matter was referred to the Parking and Traffic Commission. Parking & Petitions of support were received from residents and parents of Traffic children attending West School as going on record supporting the Commission . Council resolution introduced by Councilmen Larry Haake and Paul W. Hogg calling for installation of electric traffic lights at the intersection of West Main and Boonville-Dix Roads. The matter was referred to the Parking and Traffic Commission. Finance . The following report was presented by the Finance Committee: Committee Mayor John Christy: Report. Your Finance Committee met Sept. 28 with Councilmen Debo, Kliegel, Haake, Hogg, Willcoxon, Scrivner, Hawes and Skain present. ' After a discussion with Police Judge McCormick Wilson, who explained jail costs were exceeding the present budget, the Committee recommends that Category F-13 in Account #106 (Police Court) in the 1964-65 budget be changed from $110.00 to $460.00. Fiscal Officer Joe Abernathy was instructed to contact City Attorney Tom Rose and prepare the necessary Ordinance for this change. After a discussion with Councilman Skain and Mrs. Tanner, it was learned that miscellaneous expenses in the operation of the City Health Clinic are exceeding budgetary figures. However, salaries and wages in this Account (#115) will be less than budgetary figures. The Committee recommends that A-1 (Supervisory salaries and wages) be reduced from $6,000.00 to $5,200.00; that A-3 be reduced from $2,440.00 to $2, 140.00; and that F-13 (Miscellaneous services) be increased from $25.00 to $1, 125.00. Fiscal officer Joe Abernathy was instructed to contact City Attorney Thomas Rose and prepare the necessary Ordinance for these changes. After a discussion with Councilman Skain and Mr. Plummer of the State Division of Health, it was learned that cost of the moxquito fogging machine is exceeding budgetary figures. This acomnt is reflected in the Street Department' s 1964-65 Budget (Account 0114) Item Z-4 (motor vehicles) . The Committee recommended that the figures $10,000 be increased to $11,000.00 with the additional $1,000.00 to be taken from the Mayor' s Contingence Fund. Fiscal Officer Joe Abernathy was instructed to contact City Attorney Thomas Rose and prepare the necessary Ordinance for these changes. The Committee was told cost of light bulbs for the City Parking Garage (Account #117 in the 1964-b5 Budget) find more economical ways of purchasing these bulbs. Fiscal Officer Joe Abernathy was instructed to explore costs of buying these bulbs wholesale and to report his findings to the Council. Councilman Haake suggested that when the next budget is prepared that it include a capital improvement budget to set a long-range planning program for the City for Fire Equipment, Buildings, etc. Councilman Haake also suggested that all City Department heads be required under the next budget to estimate their fiscal needs for each three months to hold a thig1ter rein on spending. The following report of the Street Committee was presented by Mr. Street Willcoxon: Committee Gentlemen: Report. STREET COMMITTEE REPORT A meeting of the Street Committee was held on September 17, 1964. Present for this meeting were: Dr. Richard Skain; Mr. Paul Hogg; Mr. Edwqrd Kliegel; Mr. Charles Enloe, Street Commissioner; Mr. Ed. Rackers, Director of Public Works ; and Mr. Montie Willcoxon, Chairman. Items discussed were: 1) Hart Street Improvement between Miller Street and Industrial Drive- - After a considerable discussion on the terms of sale of a parcel of land on Hart Street , it was decided to grade and gravel said Street. 2) Request of Housing Authority to approve relocation of Ashley Street as originally proposed in the Campus View Plan to the existing location of Ashley Street - Request was approved. 3) Installation of sidewalks along the W. A. Dulle property on Boonville Road - Since the involved property owner did not appear, the topic was delayed for further study. 4) Complaint for violation of Plumbing Code - After considerable discussion, the topic was referred to the Committee of the Whole. 5) Bridge on Ohio Street - Motion by Mr. Kliegel to widen and install a new floor on said bridge. The Director of Public Works and the Street Commissioner informed the Committee that this improvement was scheduled and funds were included in the current fiscal year budget. Committee Dept. referred the matter of complaints that the Company operating the ommittee. Airport Limousine service is using their reserved parking space at the Governor Hotel for taxi service within the City to the Police Chief. Fire Dept. Mr. Hogg, Chairman of the Fire Department Committee, presented the Committee. !, following report: ; Honorable Mayor Christy: ( The Fire Department Committee met for the purpose of discussing a ; mechanical problem concerning the ladder truck. ;; Those present were Councilmen Debo, Hawes, Willcoxon and Hogg. !. The Committee felt that an emergency existed, therefore, a motion ' was made by Councilman Debo that a specialist be called in from ` Kansas City to try and locate the problem pertaining to the ladder pon the truck. Motion passed. ;` Motion made by Hawes that the expense of repairing the ladder on tho truck be paid from the Mayor' s Contingency Fund. The Committee makes the following recommendations to the Council: 1. Replace the existing 1000 Lumen Street light with a 6,800 ' Lumen M. V. light at Hutton Lane and Expressview Drive. 2. Replace the existing 1000 Lumen Street light with a 6,800 Lumen M. V. light at Capitol Ave. and Pine Street. 3. Replace the existing 1000 Lumen street light with a 6,800 Lumen M. V. light at Capitol Ave. between Pine and Olive Streets. 4. Replace the existing 1000 Lumen street light with a 6,800 ' Lumen M. V. light at Capitol Ave. and Olive Street. 5 . Replace the existing 1000 Lumen street light with a 6,800 Lumen M. V. light at Riverside Drive and Sullivan Street. 6. Replace the existing 1000 Lumen street light at West McCarty ; Street and Hamlin Avenue with a 6,800 Lumen M. V. light. 7. Replace the existing 1000 lumen street light at the corner of Oakview and Marilyn with a 61800 Lumen M. V. light. 11. Replace the existing 1000 Lumen street light at the corner ` of Lowell and Marilyn with a 6,800 Lumen M. V. light. 12. Replace the existing 1000 Lumen M. V. light at the corner lof Meier and Lowell with a 6,800 Lumen M. V. light. 13. Replace the existing 1000 Lumen M. V. light at the corner ` of Crest and Lowell with a 6,800 Lumen M. V. light. 14. Replace the five existing 1000 Lumen street lights in the 1000, 1100, 1200 and 1300 blocks of St. Mary' s Boulevard with five 6,800 Lumen M. V. lights. 18. Replace the existing 1000 Lumen street light at Brooks and 1,000 block of West High Street with a 6,800 Lumen M. V. light. 19 . Install a 6,800 Lumen M. V. light between 1005 and 1007 West High. (Turn the light toward the street.) 20. Replace the existing 1000 Lumen street light between 1707 and 1709 West Main with a 6,800 Lumen M. V. Light. 21. Replace the existing incandescent lights in the 100 block of Short Street. 22. Install two (2) 6,800 Lumen Mercury Vapor Lights in the 400 block of Lark Street. 23. Install three (3) 6,800 Lumen Mercury Vapor Lights in the 400 block of Vetters Lane. 24. Install one (1) 6,800 Lumen Mercury Vapor Light on the corner of Park and Pine Streets, on the Corner of Pine and Center Streets and on the corner of Pine and Olive streets. 25 . Install new 6,800 Lumen Mercury Vapor Lights in the 200, 300 and 400 blocks of Chestnut and one at the alley on the 200 block of Chestnut Street and one at the alley on Ash Street (200 block) . 26. Install ten (10) 6,800 lumen mercury vapor lights at the corner of each intersection on East Capitol Avenue from Cherry street to Riverside Drive. 27. Install 6,800 lumen mercury vapor lights at the following locations - Woodlawn and Adams - Adams and Tyler - Adams and Hickory. 28 . Replace the existing lights in the 300 block of Gordon, 100 block of Polk, 400 block of Church, 300 lbock of Church and north end of Sullivan Street with otBOO Lumern Mercury Vapor lights.. 29 . Replace the existing lights along the 1300, 1400 and 1500 blocks of Riverside Drive from a point east of the entrance to the old women' s prison to a point west of the entrance to Ellis-Porter Park with 6,800 Lumen Mercury vapor lights. 30. Install fifteen (15) 6,800 lumen mercury vapor lights on Miller Street between Lark and Lafayette. 31. Replace the existing light on the south end of Buchanan Street with 6.800 Lumen Merucry Vapor Light. 32. Replace the existing light on the south end of Pierce Street with 6,800 Lumen Mercury Vapor Light. 33. Replace the existing lights between High and McCarty in the 300 block of Benton and one (1) in the middle of the 200 block of Benton with 6,800 lumen mercury vapor lights. 34. Replace the existing light (1) in the middle of the 300 black of Locust and two (2) lights in the 400 block of Locust with 6,800 lumen mercury vapor 1�ghts. 35. Install 6,800 lumen mercury vapor lights in the middle of the 100,200, 300 and 400 blocks of Marshall Street. 36. Replace five (5) lights between Madison and Lafayette on State Street with 6,800 lumen mercury vapor lights. 37. Install one (1) 6,800 lumen mercury vapor light on the is inner circle on Gene Marlen Drive. 38. Install sixteen (16) 6,800 lumen mercury vapor lights on Leslie Blvd. beginning at Moreau Drive and continuing near inter- section of Lafayette and Union. 39. Replace four (4) lights on grant Street with 6,800 lumen mercury vapor lights. 40. Replace one (1) light at dead end of Lake Street with 6,800 lumen mercury vapor light. 41. Replace one (1) light at intersection of Grant and Hough Street with 6,800 lumen mercury vapor light. r 42. Replace five (5) lights on State Street between Madison and Lafayette with 6,800 lumen mercury vapor lights. 43. Install one (1) 6,800 lumen mercury vapor light in the middle of the block of Chestnut Street. 44. Replace old street light in the 1200 block of Madeline with 6,800 lumen mercury vapor light. ', The motion passed. i Parking & 'yMr. Hawes, Chairman of the Parking and Traffic Commission, presented Traffic the following report: Commission Parking and Traffic Commission Report. The Parking and Traffic Commission met at 7:p.m. on Monday, September 28, 1964, in the Council Chambers with Messrs. Debo, Scrivner, Haake and Hawes present. The Parking and Traffic Commission recommended that no parking on the east side of St. Mary's Boulevard between Delaware and Ohio Streets be limited from 8a.m. to 4:p.m. ; that a stop sign be installed on Roland entering into Lafayette; and that the traffic division investigate the traffic congestion in front of the Jefferson Building on Jefferson Street. c The Parking and Traffic Commission instructs the traffic depart- ment to study the pedestrian and vehicular traffic at the intersection of West Main and Dix Road, and recommend one or more plans, with alternates, to control traffic with emphasis on the safety of children crossing the intersection, particularly during the peak hours of movement to and from school.This Commission further recommends the traffic department take into consideration the alteration of the physical characteristics of the intersection as well as the alteration of traffic control. The Parking & Traffic Commission recommends the addition of a white center line on West Main across from Jordon Street and a "no parking" zone on the north side of West Main across from Jordon. /s/ Perry W. Hawes, Jr. Mr. Haake requested that the Ordinance covering West Main, be referred back to the Parking & Traffic Commission. On motion of Mr. Hawes, the report was approved and Mr. Haake' s ' request approved. Mayor Christy stated that Mayor Longwell of Columbia would like to have meeting in the near future with the Council Members and the Airport Commission. Accounts & Mr. Haake, Chairman of the Accounts and Claims Committee reported that Claims. the Committee had met and approved the City Bills and moved that : payment be approved. The motion passed. ---------- Federal Mayor Christy reported that Mr. Rackers, Director of Public Works and Housing. Mr. Benton, Building Commissioner were working on a report for the Federal Housing Authority. He referred the matter to the Accounts and Claims Committee to approve the report. 42 The following report was received from the Planning and Zoning ' Planning Commission: & Gentlemen: Zoning The City Planning and Zoning Commission, at its regular Report. meeting on September 17, considered the request of Mr. Neil McKay and others that the property at the Southwest corner of the intersection of Stadium Drive and the proposed Highway 54 Jefferson Street connection be changed from "A-111 Residential District 'T' Highway Commercial District. The Commission recognizes the need for revision of the limits of the Commercial District in this area due to the proposed ;,, highway changes and therefore recommends that the following area be changed from A-1 Residential District to 'T' Commercial District": Beginning at the Southwest corner of Stadium Drive and the proposed West service road of Highway 54 (relocated Jefferson Street) ; thence Westerly along the Southerly right-of-way line of Stadium Drive; 350 feet; thence Southerly, parallel to the right- of-way of the proposed service road 450 feet; thence Easterly parallel to the Southerly right-of-way line of Stadium Drive to the proposed right-of-way line of said West service road; thence Northerly along the Westerly right-of-way line of said West service road to the point of beginning. Authority for a change in Urban Renewal Plan Campus View Project Mo. R-18, which would relocate Ashley Street to follow its right- of-way as it was prior to the Urban Renewal Plan, with the exception that a portion of a cul-de-sac to be constructed at the East end of said street may extend beyond the right-of-way in a Southerly direction.
