! 4th. were approved.

Public .;IA. Public Hearing was held on the improvement of Greenberry Road.
Hearing on :'Mr. Rackers, Director of Public Works explained that .letters had be4b
Improvement !!sent to the property owners involved, that it would cost them
of Greenberrylliapproximately $3.50 per front foot. About three-fourths of the
Road. :property owners had replied in favor of the proposition. Since therfi,
:;was no opposition to the improvement, the work will be done under the
,,.Special tax bill basis.

Planning & A request was received from the Osage Outdoor Advertising Company,
Zoning asking permission to erect a billboard sign on property owned by Mr.,

Commission. : and Mrs. Elving J. Rockelman on the south side of Hwy. 63 between
Jefferson and Washington Streets. The request was referred to the
Planning and Zoning Commission.
DeLong' s The following communication was received from DeLong' s Inc. :
Inc. "The easement across our property for the new sewer system required ',
,that we be reimbursed the cost of moving materials that were in the
way of the construction company. The cost of moving these materials
. amounted to $108 .00 and we have not moved them back, as yet, but
estimate this to be about$75.00, making a total of $183.00. Since
,:the cost is smaller than we anticipated, and since we are proud of
the progress that is being made in our fine city, we have marked out.

Resolution The following resolution was introduced by all members of the Council:
"Pete" "WHEREAS, the City of Jefferson is doubly proud of our young Citizens
Adkins. and their many accomplishments; and
WHEREAS, we have watched with pride and affection the splendid record
of the Public High Football Team of the City of Jefferson,
known throughout the land as the "JAYS" ; and
WHEREAS, John V. (Pete) Adkins and his splendid Staff have coached
teams since 1958 without a defeat or even a tie; and
WHEREAS, during this entire time the Players and Coaches have ex-
hibited the highest standards of play and sportsmanship;
and
WHEREAS, upon Friday, November 6, 1964, they established a new
National Football record by defeating Springfield Central,,'
39 to 0, for their fifty sixth consecutive victory; and
WHEREAS, Coach Adkins, his Staff and Players have brought honor and
renown to our City;
NOW, THEREFORE, the City Council of Jefferson, entends to the Coaches
Players and all who made this record possible, their heart-
felt thanks and congratulations for a task well done.

A Finance Committee was called to meet with all City Department Finance
Heads at 7: 30 p.m. , November 18th. Committee.

The following report was received from the Parking and Traffic Parking &
Commission: Traffic
"The Parking and Traffic Commission met at 7: 30 p.m. , November 9 , Commission
1964 in the City Hall. Present were Councilmen Haake, Debo, Scrivner, Report.
Hawes and Captain Patton and Director of Public Works, Rackers.
The Commission voted to remove parking on the north side of Atchison
from Chestnut to the Lincoln University Girls Dormitory driveway;
to place no parking sings on four meters on the south side of the
Court House on election day from 6:00 a.m. to 7:00 p.m. ; to remove
the no parking zone across from 411 Case Street; to remove parking
on the East curb of Jackson, from Dunklin Street to East Miller
Street; and to remove parking on the south side of Atchison from
Jefferson to Washington.
Pursuant to the authority given the Commission, this Commission
reports that the firm of Hare and Hare have been employed to study
the Dix Road-West Main intersection at a cost of $485.00 to be paid
from the Mayor' s Contingency Fund."
On motion of Mr. Hawes, the report was adopted. The motion passed.

The following report of the Utilities Committee was presented by Utilities
Mr. Debo: November 9, 1964 Committee
Mayor John Christy: Report.
Your Utilities Committee recommends the following street light
installations to the Council:
1. Installation of 6800 Lumen M.V. lights along Southwest Boulevard
from Stadium Drive to the City limits.
2. Replace the existing light in alley between Madison and Monroe
and Capitol and State behind American Legion Hall with 6800 M. V.
light.
3. Replace two (2) lights with 6800 Lumen M.V. lights between
Lafayette and Marshall Street.
4. Replace two (2) lights with 6800 Lumen M.V. lights in the 600
block of School St.
5. Replace the existing light with 6800 Lumen M.V. light at dead
end of Linn Street.
6. Replace the existing lights with 6800 Lumen M.V. lights along
Clark Avenue on to Moreau Drive and Greenberry Road from McCarty
to the City limits.
7. Install fifteen (15) additional 6800 Lumen M.V. lights on West
High and West Main Street starting at Bolivar Street and ending at
Boonville Road.
8. Install two (2) 6800 Lumen M. V. lights on Expresaview Drive.
9. Install 6800 Lumen M. V. lights in the 400 and 500 block of
Swifts Highway from Myrtle to where new lights have been installed.
10. Install a 6800 Lumen M.V. light at 914 W. McCarty.
11. Installa 6800 Lumen M.V. light at 114 Binder Drive.
12. Install a 6800 Lumen M.V. light at St. Joseph' s Home for Aged
located at 1350 W. Main.
13. Install a 6800 Lumen M.V. light at..1919 Chicago Road, and also
;, replace 2 present light.
14. Replace the existing light at 417 Argonne with 6800 Lumen M.
V. light.
15. Replace the existing light at 90 Bolten Drive with 6800 Lumen
M.V. light.
16. Install a 6800 Lumen M.V. light on E. Dunklin between Lafayette
and Chestnut cast of Richardson Hall.
17. Install a 6800 Lumen M.V. ligyt at 411 Mesa.
18. Install a 6800 Lumen M.V. light in alley between Broadway and
Mulberry, Elm and Miller on first pole west of Broadway.
19. Install a 6800 Lumen M. V. light at corner of Cherry and McCarty
Street.
20. Replace the existing lights in the 600 block of Virginia Street
with 6800 Lumen M.V. Lights.
21. Replace two (2) lights at Oidtman' s Sunset Lake with 6800 Lumen
M.V. lights.
22. Install a 6800 Lumen M.V. light on East Miller one-half way
between Vetters Lane and Nelson Drive.
23. Install a 6800 Lumen M.V. light on sharp turn on Schott Road.
24. Replace one (1) light with 6800 Lumen M.V. light in the 300
block of Locust .
25. Replace one (1) light in alley between School Street and McCarty
with 6800 Lumen M.V. Light.
26. Install a 6800 Lumen M.V. light at intersection of Capitol Ave.
and Dawson Street.

Public Utilities Committee
On motion of Mr. Debo, the report was adopted. The motion passed.
Airport Mr. Willcoxon, Chairman of the Airport Committee reported that the
Committee proposed air terminal would cost approximately $100,000 .00. He also
Report. showed the architects drawing of the building to the Councilmen. Mr.
Willcoxon moved that the City loan the Airport Committee $25,000 .00
from the Revenue Fund for a short period of time so they could
proceed with the building. The motion was seconded by Mr. Haake.
The motion passed.
Planning & The following report was received from the Planning and Zoning
Zoning Commission: October 19, 1964
Commission Dear Sirs :
Report. The Planning and Zoning Commission met on October 8 and makes the
following recommendations:
That the request of R. Sheldon Gentry to rezone from single
family zoning to highway commercial zoning; the western portion of
his land lying immediately north and south of Stadium Drive be
approved.
That the request of the Missouri Association of Christian
Churches, Wm. S. and Alma P. Van Booven, C. E. and Virgie D. Mankin
Raymond and Marylou Bonnott, Joe W. and Betty R. Mosely to rezone
their land abutting Dix Road on each side thereof between St. Mary' s
Boulevard and south to Williams Street and on the land 200 feet on
each side of Dix Road from A-2 District to E Zone. It is the re-
commendation of the Planning and Zoning Commission that bhi:s request
be denied and be resubmitted by these petitioners after Highway 50
is completed.
Motion carried.
'The request by W. E. Hall to rezone property located at 212 Buchanan
from present A-2 zone to C zone multiple dwelling district so that
a barber shop permit could be issued. It is the recommendation of
the Planning and Zoning Commission that the petition is definitely
spot zoning and although we are sympathetic with Mr. Hall' s request
for a special permit for rezoning so that he could operate a one-
chair barber shop, it is not in the best interests of that area of
the city.
Request denied.
The request of Clayton Bainer for the extension of District F.
Highway Commercial zone to include an area in the 400 block of
Netter' s Lane so that a beauty shop could be operated. Again it is
the feeling of the Planning and Zoning Commission that permission
is being asked to extend a commercial area to accommodate a spot
zoning request, and even though we are sympathetic with the petitionbr
.we do not believe it is conducive to overall city planning.

:,received and filed and the City Attorney prepare necessary Ordinances
to allow rezoning for the beauth shop and barber shop. The motion

The following report was received from the Planning and Zoning Planning &
;'Commission: October 23, 19b4 Zoning
'.Gentlemen: Commission.
On October 22, the Planning and Zoning Commission met in a called
weeting to consider the request of the Chamber of Commerce for a
;'special permit under Section 1701 of the Zoning Ordinance for the
ofa.parking lot on the following described property:
Lots 23, 24, 25s 26, 21 and 28 in Block 2
of Strong-Tharp Subdivision in the City of
Jefferson .
The Commission recommends that the request be granted with the
;following provisions:
1. That the parking area be paved, and maintained, in a
manner that it will not present a dust nuisance;
2. That the area be enclosed with chain link fencing;
3. That the lot be adequately lighted;
4. That the entrance be provided with a means of preventing
vehicle access when not in use and that the lot be kept
securely locked during these periods ; and
S. That the premises be maintained free of litter and other
objectionable materials at all times.

Debo, Chairman of the Sewer Service Charge Committee reported Sewer
; that the annual analysis had been presented to the Councilmen. The Service
,,City Attorney was instructed to prepare the necessary ordinance to Charge
,establish an intermediate rate. The test months will be February Committee
and March of 1964 and the new rates will go into effect January 1, Report,
, 1965. Mr. Debo, moved the adoption of the report.

COMMITTEE OF THE WHOLE Report.
The Committee of the Whole met on Wednesday, November 4,
11964, at 7: 30 p.m. Present were Councilmen Kliegel, Hogg, Haake,
Willcoxon, Scrivner, Skain and Hawes.
Mayor Christy read the resolution of the Downtown
Committee regarding that committee' s request to the City Council to..
employ a tax consultant to study the City' s tax structure. The
Committee voted unanimously to refer the question to the Fiscal
officer and City Collector for further study and to report their
findings to the City Council.
The Committee voted to continue permanent parkers during
December.
The Committee voted to meet with the Highway Department in the
Council Chambers on November 16 at 7:30 and to hold the second
regular Council meeting of the month on November 23.
The Committee voted to meet with the Housing Authority on a
date suggested by the Authority and agreed to by the Council.
Motion made by Councilman Willcoxon to amend the ordinance to
. change the status of the City Attorney, beginning at the end of the
present City Attorney' s term of office, to that of full-time City
Attorney at a salary of $11,000 per year with no other recompense
and with no other clients.
. On motion of Mr. Hawes, the report was approved. The motion passed.
Housing Mr. Ted Herron, Executive Director of the Housing Authority, informed
Authority. the Council that the Federal Government is nolding a $7,000,000.00
grant for the City of Jefferson. The Housing Authority would like to
meet with the Council before the 20th. of November. The meeting will
be held at 7: 30 p.m. , in the Council Chamber on November 12th.

heard, at a meeting of the City Council of the City of Jefferson,
Missouri, held at 8:00 p.m. on Monday, November 9, 1964, on the
question of the necessity of grading, paving with asphaltic concrete,
where necessary, and curb and guttering with Portland Cement concrete,
the roadway of Greenberry Road between the end of the existing curb-
ing and the northerly curb line of Dixon Drive, as provided in
Section 88 .523, Revised Statutes of the State of Missouri, 1961, and
Section 823 of the Revised Ordinances of the City of Jefferson,
Missouri, 1956, that the Council reaffirm that the aforesaid improve-
ment is necessary to be done and that the Council finds that the
said improvement is less than 1200 feet in length and is between
and connects two paved and improved streets.
