Mayor Christy explained that the Special Council Meeting had been called to
ask for consideration of the feasibility of extension of time for Urban Renewal
Grant for Jefferson City.

Resolution The following resolution was presented by Mayor Christy:
Progress "WHEREAS, this Council did oil May 14, 1964, after Public Hearing, reject
Project. the Plan for Project Mo. R-45, proposed by the Housing Authority of the City
Urban Renewal of Jefferson; and
ii
WHEREAS, the Housing Authority has, after due consideration and study of
the objectionable portions of said Plan, requested permission to present an
alternate plan for consideration of the citizens of Jefferson City and this
Council; and
WHEREAS, the boundaries as established for Project Mo. R-45 did not include
adjoining areas of significant blight to the east and west; and
WHEREAS, it is the desire of this Council to cooperate with any group or
committee, public or private in ventures designed to improve this City.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF JEFFERSON, MISSOURI:
1 . That the Housing Authority of the City of Jefferson is hereby instructed to
proceed with the preparation of an alternate plan for the general area designated
as Project Mo. R-45 and to be known as the "Progress Project";
2. That the Housing Authority of the City of Jefferson, is hereby instructed to
take whatever steps are necessary to secure reinstatement of the City Parking
Garage as an eligible credit toward the financing of said project;
3. That the Housing Authority of the City of Jefferson is hereby instructed
to collaborate with any group that has interest in said general area and exists
officially by virtue Of authority granted by this Council;
4. That the Hou.sing AL10101-ity Of tile City of Jefrel'soll is hereby instructed to
extend the boundaries of said project on the east to C'hci-ry Street and on the
west to Clay Street;
5. That the Ilousing Authority of the City of Jefferson is hereby instructed to
render frequent progress reports to this Coulic.il and the Citizens of Jefferson
City;
6. That the Ifousing Authority of the City of Jefferson I.q hereby instructed to
prepare a plan that emphasizes collse.I-VaLion and rehilhi 11 tati oil and contains no
demolition or condemnation not previously approved by this Council.
