A quorum was declared present.
; The minutes of the meeting of-November 23rd. were approved. Minutes.
A public hearing was held on the rezoning of lot 3, Block 15 of Public
Renn Addition from "A-2" single family to "C" Multiple Family . Hearing on
District. Rezoning.
There was no objection.
A. public hearing was held on the rezoning of lots 12 through 16 of
Block 4 of St. Louis Heights from "A-2" Single Family Residence to
'T Highway Commercial District .
There was no objection to the rezoning.
A public hearing was held on the rezoning of land west of U. S. High-
way 54 from "A-1" Single Family Residence to District "F" Highway
Commercial.
There was no objection.
A public hearing was held for a Special Permit for a parking lot
located on lots 23 through 28 of Block 2 of Strong-Tharp Subdivision.
Nelse Addison, 1915 West McCarty presented a petition in opposition
to the parking lot if the lot is not properly paved, fenced, lighted,
and someone responsible for policing and control of lot against
unauthorized use. Would also oppose it, if it were to be used for
any other purpose than parking of autos.
Joe Delong representing the Chamber of Commerce discussed the
parking lot with various persons in the gallery and the Councilmen
from the Third Ward. After some Clarification of the usage of the
parking lot unanimous approval was given to read the Special Permit.
SPECIAL PERMIT Special
Permit for
Whereas, on October 12, 1964 , the Jefferson City Chamber of Parking Lot.
Commerce petitioned the City Council in writing for a special
permit authorizing use of land hereinafter described for a parking
lot , and
Whereas, the City Council did refer the petition to the
Planning & Zoning Commission for its consideration and recommendation
and
Whereas, the Commission considered the petition at its meeting
of October 22, 1964 and by tis report of October 23, 1964, recom-
mended to the Council that the petitio» be granted and the special
permit issued under certain conditions hereinafter mentioned, and
Whereas, the City of Jefferson, Missouri, through its Clerk,
caused a notice of the hearing by the City Council on the recom-
mendation of the Planning & Zoning Commission be published For three
consecutive days in the Jefferson City Post Tribune, a newspaper
of general circulation published in the City, the last date of
publication occuring more than fifteen days prior to the date of the
hearing fixed in said notice, wherein all persons were invited to
appear at the time and place of the hearing and be heard in support
of or in opposition to the recommendation of the Planning & Zoning
Commission, and
Whereas, the City Council, on this 7th day of December, 1964,
has held the hearing at the time and place specified in the notice
thereof and has heard all views expressed by everyone desiring to
be heard, now, therefore:
Pursuant to the provisions of Section 1701 of Article XVII of .
Ordinance Number 5880 of the City of Jefferson, Missouri, and
subject to the continuous compliance with the conditions hereinafter
jstated, a Special Permit is hereby issued by the City of Jefferson
Missouri, to the Jefferson City Chamber of Commerce authorizing the
ruse of the following described land for the parking of motor vehicles:
"Lots 23 through 28 of Block 2 of Strong-Tharp
Subdivision in the City of Jefferson, Missouri,
per plat of record in Plat Book 4 at Page 80,
Cole County Recorder' s Office."
j This Special Permit shall be valid and effective only as long as
'; the following conditions are observed in the use of the above-
;; described land for a parking lot:
1. That the parking area be paved, and maintained,
in a manner that it will not present a dust
nuisance;
j 2. that the area be enclosed with chain link fencing;
3. that the lot be adequately lighted;
4. that the entrance be provided with a means of pre-
venting vehicle access when not in use and that the I;
lot be kept securely locked during these periods;
and
5. that the premises be maintained free of litter and
j other objectionable materials at all times.

Street The following Street Committee Report was presented:

Report. Gentlemen :
Street Committee Report
A meeting of the Street Committee was held on Friday,
; November 27 , 1964, to discuss the Greenberry Road Contract.
Attending the meeting were: Dr. Richard Skain ; Mr. Ed.
Kliegel; Mr. Jack Riner; and, Mr. Montie Willcoxon, Chairman.
After considerable discussion, it was agreed upon to
' award the contract to the low bidder on the condition that he sign ,
an affidavit agreeing to comply with the applicable wage rates. He
, must also submit a weekly payroll, listing the personnel, title,
; and wage rate paid to the employees. If the low bidder refused to
comply with these requirements, the contract would be awarded to the
j.
;; next low bidder complying with these requirements .
It was also recommended by this Committee that these
conditions be included in all future contracts with the City.

Your Utilities Committee recommends the following streetlight in-
stallations to the Council:

. 1. Install three (3) new 6800 Lumen Mercury Vapor Lights south of
old Highway 50 East on Bluff Street, one at dead end close to Judge
Tipton' s Home.
2. Install one (1) new 6800 Lumen Mercury Vapor light at 110
Boonville Road.
13. Install one (1) new 6800 Lumen Mercury Vapor light in alley at
northwest corner of present Library Building.
: 4. Install one (1) new 6800 Lumen Mercury Vapor light in the middle
of the 300 Block of Bolivar Street at the alley.
; 5. Install one (1) new 6800 Lumen Mercury Vapor light in the middle
' of the 300 block of Vista at Paul Rackers Driveway.
6. Replace seven (7) existing lights with 6800 Lumen Mercury Vapor
`Lights in the 11-12- and 13 hundred blocks of Winston Drive.
7. Replace existing lights on Nelson Drive with 6800 Lumen Mercury
''Vapor lights and install an additional light at the dead end portion
of East Elm St.
8. Replace existing lights with 6800 Lumen M. V. lights on Dixon
Drive. Also at corner of Hough Park and Jobe, and Hough Park and
Winston Drive.
9 . Install one (1) 6800 Lumen Mercury Vapor light in the 200 block of
. Lafayette Street at alley, west side of Lafayette Street.

Chairman he had been signing taxicab permits to speed the process Board
instead of calling a meeting of his Committee. Report

Mr. Hawes, Chairman of the Annexation Committee, reported that his Annexation
Committee had met with the Citizen ' s Advisory Committee and Harland Committee

'Gentlemen: Report.
Due to an oversight, I have discovered that the action taken
, by the Planning and Zoning Commission concerning the James Stegeman
property located along Tanner Bridge Road has not been reported to
the City Council.
The request was for rezoning of approximately six lots along
, Tanner Bridge Road from AA, single family residence district, to
A-1, single family residence district. It is the recommendation of
the Planning and Zoning Commission that the entire area bounded on
the north by Ellis Boulevard, bounded on the south and west by the
City Limits, and bounded on the east by Hough Park be rezoned from
AA, single family residence district, to A-1, single family residence
. district.

Bill No. 65. Mr. Debo moved that the following amendment be made to Bill No. 65.
Payment of Page 4, next to last line by striking out "amount" and inserting in
Sewer rates lieu of "quantity" . The motion passed.
Mr. Ed. Wisely representing Horner and Shifrin and Mr. I. H. Reed, .
Capital City Water Company explained various sections of the Bill
and the bookkeeping and Bond Sale proceedure to members of the
Council.
Mr. Debo then called up the Bill for third reading and final passage.
The Bill entitled:
"An Ordinance of the City of Jefferson, Missouri prescribing and
fixing rates and charges for the use of public sewers and the sewerag
system of the City of Jefferson , Missouri, requiring payment of such
rates and charges, repealing Ordinance No. 7496 and containing a
savings clause."
The Bill was read the third time by title and placed on final passage
and was passed by the following vote as Ordinance No. 7579 .

Resolution The following resolution was presented by Mr. Debo, Chairman of the
Street Lights Public Utilities Committee:
RESOLUTION
Be it hereby resolved by the City Council, City of Jefferson, Mo. ,
that the Missouri Power and Light Company make the following in-
stallations in accordance with recommendations presented to the City
Council by its Committee on Public Utilities and adopted by said
City Council on December 7, 1964.
1. Install three (3) new 6800 Lumen Mercury Vapor Lights south of
old Highway 50 East , on Bluff Street, one at dead end close to Judge
Tipton' s Home.
2. Install one (1) new 6800 Lumen Mercury Vapor light at 110 Boon-
ville Road.
3. Install one (1) new 6800 Lumen Mercury Vapor light in alley at

On motion of Mr. Riner the rezoning of the northeast corner of Dix Planning &
Road and Industrial Drive was referred to the Planning and Zoning Zoning
Commission. Commission.

;iMr. Haake, Chairman of the Accounts and Claims Committee moved that Accounts and

Mr. Debo, Chairman of the Sewer Appeals Committee reported that the Sewer
Secretary of the Committee, Mrs. Frances Rackers is leaving the Appeals

work to the Director of Public Works. Mrs. Hackers can give 20 hours
per week to the Sewer Work. Mr. Debo moved that Mrs. Rackers be
retained on a part time basis at a salary of $175 .00 per month to be
taken from Sewer Revenue.

. Mr. Hogg referred the matter of a curb cut at corner of Broadway and Street

Mr. Willcoxon asked that the Department Heads meet with the Finance Pension
Committee and the City Attorney to consider a pension plan for City Plan
Employees. City Employe
`, Mr. Debo moved that the City clerk obtain a set of the Revised Revised
,, Statutes of the State of Mo. , to be used in the City Clerk' s Office Statutes
and for use of the Council. The Motion passed. of Missouri.
