Howard Grisham, Milk Inspector,, a Plaque in appreciation of his 1! 10 years of service to the City. Mr. Grisham retired on December 15,, 1964. ---------- is Mr. Ferguson;, Mr. Homer Ferguson, District Manager of the Missouri Power and Light Mo. Power & .1 Co. , appeared before members of the Council to convey "Thanks" for Light Co. past cooperation of the City and assurance the same policy would prevail during the coming year. Sheldon A letter from Sheldon Gentry, dated December 14, 1964, was read to Gentry members of the Council and ordered filed for future reference. Letter. ---------- Milk On motion of Mr. Riner, the following report of the Milk Inspector , Inspector was to be recorded in the record: Dec. 15, 1964 Report. TO THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL. As is required by the Jefferson City Milk ordinance No. 74169 Section 8, the grade of milk being sold and the names of plants that are selling Grade A milk in Jefferson City are to be announced semi-annually in alphabetical order as follows: Adams Dairy Blue Springs, Mo. Beatrice Foods Company St. Joseph, Mo. Central Dairy Jefferson City, Mo. Gairmount C.C. Dairy Kansas City, Mo. Foremost Dairy Kansas City, Mo. Mayens Dairy Jefferson City, Mo. Quality Dairy St. Louis, Mo. Safeway Stores Kansas City, Kansas Sealtest Foods Co. Kansas City, Mo. Sky-Go Dairy Fulton, Mo. Retail Grade A Raw milk. none. i. The milk ordinance provides that only Grade A. milk, pasteurized J and Grade A. Raw milk can be sold in Jefferson City, but it does not forbid the sale of lower grades of milk during temporary period.13 Of degrading, not to exceed thirty days unless an emergency exists.! As of June 30th. the above named plants were bringing into Jefferson i City, 7687 gollosn of Grade A milk daily. 4907 gollons were sold in the surrounding trade area. The local plants are getting their Grade A milk from 50 milk dairy farms located in Cole, Moniteau, Callaway, Boone and Miller Counties. This milk shed is 100 per cent bulk tank, not being any more can producers During the past five and one half months there has been made by the milk inspector, 2 plant inspections 90 regular farm inspections, 55 special farm inspections, 15 visits at milking time, 513 milk samples collected for laboratory examination, 3 water samples, 29 yearly permits renewed, 2 new permits issued, 1 permit revoked, 203 gallons of gasoline used and 3796.3 miles traveled. If On the Jefferson City milk shed the amount of milk produced has increased with each passing year. More milk is being produced with , fewer producers than ever before. Seventeen milk producers on this milk shed are producing over a ton of milk each pick-up. In 1955, 6 pasteurization plants and 71 can milk producers were bringing into Jefferson City daily, 3771 gallons of Grade A milk. In 1964, 10 pasteurization plants and 50 bulk tank producers were bringing into Jefferson City daily 6787 gallons of Grade A milk, an increase of 55.56 per cent in 10 years. The milk industry in the Jefferson City area is one of the largest and most important assests we have. Few realize the number of people employed or the large amount of capital invested. The last survey of the Jefferson City milk shed made by the State Board of Health gave this milk shed a rating for plant producers 93.64, 97.98 for plants, 95.81 for pasteurized milk. This rating is one of the highest in the State. We are very proud of it. Dental ---------- Clinic. The following letter was received from the Housing Authority: Housing December 7, 1964 Authority. Dear Mayor Christy: It is the intention of the Housing Authority of the City of Jefferson, Missouri to accept the proposal of Elwood Thomas to pur- chase the structure at 615 E. Dunklin Street and remove it to a lot at 705 Maple Street for the purpose of reestablishing his home. Mr. Thomas is being displaced by the Housing Authority. Gentlemen: STREET COMMITTEE REPORT The Street Committee met at 7:00 p.m. on December 21, 1964. Present for this meeting were: Mr. Ed. Kliegel; Mr. John W. Riner; Mr. Paul Hogg; Dr. Richard P. Skain; Mr. Charles 0. Enloe, Street Commissioner; Mr. Ed. Rackers., Director of Public Works; and, Mr. Montie Willcoxon, Chairman of the Committee. Also present was Mr. Fred Vogel. Clit The Committee considered the request of Mr. Fred Vogel for permission to construct a driveway entrance at the property located 91 at the northwest corner of High and Broadway Streets in order to utilize the space between the sidewalk and the building as a parking area. Following the discussion, the Committee recommended approval : of the request with the construction subject to the inspection and approval of the Director of Public Works. Motion passed. ---------- Police j Mr. Forrest Scrivner, Chairman of the Police Board, reported the 11 Board Police Board met on Dec. 21, 1964, and general operation of the Report. Police Dept. was discussed. Public Dr. Richard Skain, Chairman of the Health Committee, announced that; Health the Health Committee, Dr. Nemer and Board of Health would meet, Committee. January 7, 1964, at 7: 30 p.m. Utilities The following report of the Utilities Committee was presented to Committee the Council: Reports Dec. 21, 1964 Mayor John Christy: Your Utilities Committee recommends the following street light installations to the Council: 1. Replace one (1) 6800 Lumen Mercury Vapor light at corner of West Main and Westmore. 2. Install one (1) 6800 Lumen Mercury Vapor light at 1801 W. Ella Street. 3. Replace two (2) lights with 6800 Lumen Mercury Vapor lights on , Ten Mile Drive next to Memorial Park. 4. Replace existing 1000 Lumen with 6800 Lumen Mercury Vapor at: Cherry and Elm, 604 Linn, Locust and Elm and 606 Locust . 5. Install new 6800 Lumen Mercury Vapor lights at Elm and Cherry, 804 East Elm, Elm and Chestnut, 910 East Elm and Elm and Linn, and 1006 East Elm 6. Replace existing 1000 Lumen with 6800 Lumen Mercury Vapor lights at: Edmonds and Elizabeth, Edmonds and Buena Vista and Margaret and Buena Vista. 7. Install new 6800 Lumen Mercury Vapor lights at, 700 Elizabeth ' 704 Elizabeth, 803 Elizabeth, 812 Elizabeth, 1515 Elizabeth, 1507 Elizabeth, 1503 Elizabeth, Elizabeth and Myrtle, Buena Vista and Ethylene and 905 Buena Vista. 8 . Replace four (4) 1000 Lumen lights on Elmerine from Moreau Drive with four (4) 6800 Lumen Mercury Vapor lights. 9 . Replace 1000 Lumen Mercury Vapor with 6800 Lumen Mercury Vapor !' light at Bolivar and West Main. 10. Install two (2) Fire Plugs on Elizabeth Street. 11. Install one (1) Fire Plug at Elm and Chestnut. 12. Install one (1) Fire Plug at Elm and Linn Street , 13. Install one (1) 6800 Lumen Mercury Vapor Light in the Parking Lot behind the Police Station. Mr. Haake and the Fiscal Officer, Joe Abernathy, were given power to act. ---------- ;, The following report was presented by Mr. Perry Hawes, Jr. , .,Parking & , Chairman of the Parking & Traffic Commission: `Traffic Parking & Traffic Commission ;Commission. The Parking & Traffic Commission recommends the installation of a "Stop Sign" on Ashely at the corner of Mulberry Street. On motion of Mr. Hawes, the report was approved. Motion passed. ---------- The following report was received from the Planning & Zoning Planning Commission: Dec. 11, 1964 Gentlemen: Zoning The City Planning and Zoning Commission at its regular meeting Report. on December 10, 1964, considered the request for the acceptance of the plat of Orchard Heights Subdivision as presented by Waverly S. Irwin, owner. The plat was conditionally approved by the Commission. No action of the City Council is recommended at this time, nor until such time as the Commission shall approve the Final Plat. The motion passed. ---------- The following report was received from the Planning & Zoning Planning Commission: Dec. 11, 1964 & Gentlemen: Zoping The City Planning and Zoning Commission at its regular meeting Report. on December 10, 1964 considered the request for a permit to operate , a barber shop at 212 Buchanan Street. Although this address is located in an area recently rezoned � by the City Council from "A-2", Single Family Dwelling District to 11C: Multiple Dwelling District, the character of the neighborhood remains single family in fact, and therefore the Commission re- commends that the request for a permit be denied. The motion passed. : The following report was received from the Planning & Zoning Planding Commission: December 11, 1964 & ;. Gentlemen: Zoning The City Planning & Zoning Commission at its regular meeting Report. :: on December 10, 1964 considered the request of the Osage Advertising ::Company for a change in zoning to permit the erection of a bill- board sign on property owned by Mr. & Mrs. Elvin J. Rockleman on the south side of Whitton Expressway between Jefferson and Washington Streets. At a previous meeting of the Commission on November 19, the applicant was requested to furnish a sketch of the property involved, the names of the property owners ,, and their disposition toward such r request. No communication has been received from the applicant, and no appearance was made at the December meeting. The Commission therefore recommends that the request be denied. Very truly yours, Isl H. J. Section 26.650: The word "Sixty" be changed to "Thirty" . On motion of Mr. Willcoxon, the amendments were approved. Motion passed. I� Be it hereby resolved by the City Council, City of Jefferson, Missouri, that the Capital City Water Company make the following installations in accordance with recommendations presented to the City Council by its Committee on Public Utilities and adopted by said City Council, on December 21, 1964: 1.
