High St . ; Donald Jim Ferguson, Schott Road Robert Edward Rackers, 501 Broadway St . Veto of The Mayor then proceded to read a veto message in reference to Public Work s, Ordinance No. 7325. Director Ordinance.: Mr. Riner then proceeded to call for another vote to over-ride , the Mayor' s veto on the following Ordinance: q Ordinance No. 7325. Ordinance "An Ordinance of the City of Jefferson, Mo. , creating the office No. 7325 . ; of Director of Public Works, prescribing the method of appointment the term of office, qualifications, and duties of the Director ,' of Public Works and Fixing the Compensation for said office." The Ordinance was passed over the veto by the following, vote: ;; Ayes: Burkhalter, Butzer, Cline, Kliegel, Riner, i Robinson and Watt . 7 { ; Nays: Jobe, Scrivner and Willcoxon . 3 Absent: None. 0 ' Mr . Robinson then spoke on behalf of the ordinance and called for the necessary action to proceed with implementing the ordinance. Street On motion by Mr. Willcoxon, seconded by Mr. Robinson , the followings{ Committee Street Committee report , prepared by Mr. Willcoxon, and read by r Report. 1, the clerk was approved: P "Street Committee Report " To: Honorable Mayor and City Council: Gentlemen: (1) The drainage matter at 1701 Monroe Street, which was referred 'I to the Street Committee and the City Engineer for study, was resolved as follows: ' Inasmuch as Monroe Street is unimproved from Russell Street to : Tanner Bridge Road, it is concluded that the only method of solving the drainage problem is to make street improvements to `- Monroe Street between Russell Street and Tanner Bridge Road. If ; the street is to be improved, it must be done under the tax bill condition which will require the necessary engineering, advertising; etc. The Street Committee therefore recommends that Mr. Enloe do some minor maintenance work, such as ditching and removing debris near tihe creek section, recognizing that this is not a permanent solution and will not necessarily solve the drainage problem within that area. { '4 Regular Meeting, January 7 1963 il(2) The matter of the combined dtreet condition and parking facilit es along Atchison Street between Chestnut and Clark Ave . was studies, which :'brought about the following recommendation: :'Inasmuch as the present property owners facing Atchison Street can :make curb cuts into their properties for off-street parking ;;facilities , it is recommended that this Committee support the !!recommendation of the Traffic and Parking Committee. Mr. Riner issued a request to meet with this ,group when the matter is discussed. ,On motion by Mr. Willcoxon , seconded by Mr. Robinson , the City City Scales. .Attorney was authorized to proceed with preparing a lease with the ;Missouri Pacific Railroad Company and to pay it $60.00 annually for ';the site where the City Scales is now located. At the request of Mr. Cline, the council gave authorization for : Missouri "Mr. Cline and the Police Department to assist and contribute its ' Safety (part at a coming meeting of the Missouri Safety Council. :. WHEREAS, the City Council of the City of Jefferson, Missouri, 1'on the 21st day of May, 1962, adopted a resolution approving the ;undertaking of surveys and plans for an urban renewal project, and ;;the filing of an application for a Federal advance of funds; and, WHEREAS, since the adoption of said resolution, the President of the United States, by an executive order, has required that all r'resolutions of local governing bodies and local public agencies ;specifically include a recognition of the existing requirement of the law that, im the undertaking and carrying out of urban renewal ;,projects, there be no discrimination because of race, color, creed, .jor national origin. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE `':CITY OF JEFFERSON, MISSOURI: s That Section 3 of the above-described resolution adopted ;,! That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with ; Federal financial assistance under Title I, including those iprohibiting discrimination because of race, color, creed, or jnational origin, and these relating to the relocation of site ioccupants, to the provision of local grants-in-aid, and to the f; requirement that as a condition to the execution of a contract for la loan or capital grant for an urban renewal project the locality �I present to the Housing and Home Finance Administrator a Workable (; Program, as set forth in Section 101 (c) of Title Is for utilizing lappropriate public and private resources to eliminate and prevent j) ! the development or spread of slums and urban blight; and ; that it is the sense of this body (a) that a feasible method for ! the relocation of families displaved from the urban renewal area, in conformity with Title Is can be prepared, and, (b) that the 11local grants-in-aid can and will be provided in an amount which wil 1i be not less than one-fourth of the Net Project Cost of the Project 1: and which, together with the Federal capital grant, will be (; generally equal to the difference between Gross Project Cost and ' the proceeds or value of project land sold, leased, or retained ;' for use in accordance with the urban renewal plan. `f Adopted: Jan. 7, 1963 ii C. WHEREAS, the City Council, official governing body of the } l City ofJefferson, Missouri, is equally proud of �. the achievements and honors conferred on Miss Stephan. ,SNOW THEREFORE, BE IT RESOLVED, that this City Council ,join �1 others in recognizing the courage displayed by Miss ' Stephan in a time of stress and encourages its entire I citizenry to offer congratulations and best wishes I for this outstanding and meritorous service. .!
