" Minutes. �On a motion submitted by Mr. Willcoxon, seconded by Mr. Burkhalter, '! the minutes of the last meeting, January 7, 1963, as prepared and ''submitted by the Clerk were approved. If Parking and ;On motion by Mr. Cline, seconded by Mr. Willcoxon, a letter Traffic ,submitted by Lt. Col. Jesse E. Johnston, requesting an allocation ! Referral. 'of space for parking of military autos only in the alley behind ;the State Office Building, was ordered referred to the Parking and Traffic Commission. ------ 1 Street On motion by Mr. Willcoxon, seconded by Mr. Cline, the following Committee report submitted by Mr. Willcoxon , chairman of the Committee on Report. Streets, Alleys and Sidewalks, and read by the clerk, was adopted: '"The Street Committee met Monday, January 14, 1963, with a quorum !present to handle and resolve the following: 1. Regarding the revised street cut ordinance, this Committee, with the City Engineer and the City Attorney, made the necessary corrections and revisions and directed the City Attorney to write an ordinance to submit to the Council for approval during j the regular meeting of January 21, 1963. 2. As regards the revision of the standard driveway and curb cut return ordinance, it was determined by this Committee thatJi :the City Engineer, with the City Attorney, further review and study ! the proposed changes to this ordinance and said review to be made available for the next Street Committee meeting, at which time this Committee will take final action . 3. In regard to Tom Graham' s petition for the establishment; of a sewer district in Wagner Place Subdivision, this Committee reviewed the j City Engineer' s report of October 10, 1962, on this subject . The City Engineer' s report points out: (a) that the bulk of the i troubles seem to be within the immediate area of the sewer line :within Mr. Graham' s property; and (b) that the first step to take 'would be for Mr. Graham to correct his house drain connection, but ' that, in the event the correction of the house waste in Mr. Graham' s' .residence fails to solve the problem to his complete satisfaction, . the trunk line system should then be investigated within that immediAt area. After discussing this problem at length, this Committee recommends, due tothe high cost of maintenance of this line by our own city forces, that the sewer line starting near the intersection" of Fairmount Court and Moreau Drive to Oakwood Drive be replaced at city expense, subject to the approval of the property owners involved. This Committee feels that the recommendation will not necessarily guarantee a solution to the problem that exists, but Pthat at least it is a first step in solving the problem." i On motion by Mr. Willcoxon, seconded by Mr. Robinson, the City Engineer and the Councilmen from the Fifth Ward were instructed to contact property owners in the area adjacent to Fairmount Court and Moreau Drive to Oakwood Drive with reference to the recommendation adopted in the Street Committee Report . `i Regular Meeting, January 21, 1963 On motion by Mr. Watt, seconded by Mr. Burkhalter, the following liWater, Gas report prepared and submitted by Mr. Watt, chairman of the !& Electri Committee on Water, Gas, and Electric Lights, was adopted: 'Lights "The Water, Gas and Electric Light Committee met ''Report. Jan. 16, 1963, and hereby submit the following recommendations: Lights to be installed on a test basis as follows: One - 6,800 Mercury Vapor light at the corner of West Main Street 1� and Dix Road; One - 4,000 Lumen Light at the corner of East Dunklin Street and Clark Avenue; and, One - 2,500 Lumen Light at the corner of West Main Street and Vista Street . In addition,. it is recommended that the Missouri Power and Light Co. , submit prices on new Photo Cell Lights, and prices on all new lights designed to upgrade street lighting facilities throughout the city. --------- On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, the {Planning & following report submitted by Bert W. Koester, secretary of the Zoning ( Planning and Zoning Commission, and read by the clerk, was ;Report. approved: II "The Jefferson City Planning and Zoning Commission in official Imeeting January 16, 1963 recommend to the Mayor and Council Imembers that they approve the following action taken by the Commission at this meeting. i! ,I (1) The Commission asks of the City Council, that they it grant the Commission an additional sixty days (60) deferement to allow more time to study and consider special zoning for all land bordering the expressway and future expressways in the City r= Hof Jefferson, this extra time is necessary before the Commission can act on the request of John Paden to rezone the south side of Miller Street between Broadway and Mulberry Street . i (2) That the City of Jefferson grant a special permit ! to the Capital City Water Company when requested for future ;! expansion on property now owned by the Capital City Water Company." ! Woodman, I; Woodman Engineering Company. it i 203 Regular Meeting, January 21, 1963 IlThe following requests and recommendations were made: 111. A verbal request by Rev. Hicks, who plans to have the Missouri i;Baptist Convention in Jefferson City on February 25, and 26, that ;,the City provide courtesy parking stickers or special convention ; rates in the Parking Garage was denied. ; 2. The Commission will take under advisement the request of Mr. ;L. E. Woodman , Woodman Engineering, that a "Loading Zone" be 1,established on the West side of his business on Madison Street. E, 1!3. Mr. Monroe Miller made request for a curb cut in front of his �{ business at York Radio and TV, 609 Jefferson . This was referred i'to the City Engineer. �4. A request was made for a Pedestrian Cross Walk on Chestnut Street ; for students of Lincoln University. It was suggested by the i"Commission . that two (2) cross walks be painted; one at the top of ;the hill (Blue Tiger Cafe) and one from Page Library across to the ! !!Girls Dormitory. Also SLOW PEDESTRIAN CROSSING signs are to be (erected. 1'5. Commission approved request by Southside Business League for 11 (parallel parking in Southside business area. One (1) hour parking ,;will be established in the 100 block of East Dunklin and the 600 block of Jefferson Street . r:6. It was approved by the Commission that we become associate members of the National Parking Association for one (1) year period .; ''at $25.00 7 . It was suggested by the Commission that two (2) hour parking at ''i : .05G an hour be set in the 100 block of Madison Street. The ;j;Street Commissioner is to expedite this as soon as possible. Also 'yin the 400 block of Monroe. ' 8 . In regard to a mail box in the 200 block of Adams Street, it I ,was suggested that it be moved to the Southeast corner of Capitol I Avenue at Adams Street. 9 . It was suggested by the Commission that a representative speak ;with the Library Board relative to the Bookmobile parked in front of the Library. J� 10. It was requested by the Commission that the City Attorney check ,into whether or not there are provisions for a "PARKING FOR CUSTOMERS : ONLY" sign in front of Shikles Motor Company, 208 Broadway, and if . not to notify property owner to cease. 11. It is requested that a NO PARKING ZONE be erected in what is now a NO PARKING ZONE in front of the Zesto Stand, Highway 50 West. It will be necessary to notify the Highway Department to see if they ;will erect a sign. Thus , it is recommended that the City Clerk ;-write District 5 relative to this matter. 12. Approved request for NO PARKING in the 400 block of East t Commercial. ! 13. It was approved that the Street Commissioner be instructed to j install NO PARKING signs according to priority to the extent he possibly can with budget and include the remainder in next years Audget . 1J4. Requested that the City Clerk notify the Highway Department to : erect RADAR signs on the Expressway. 15. Requested that SPEED LIMIT signs be erected on exit streets from the expressway. ;( ! 16. Requested that LEFT TURN lanes be painted at the intersection c'f (' Dunklin and Jefferson, and Dunklin and Madison. ! 17 . There is no further need for a - NO TRUCKS, TRACTORS, TRAILERS sign on Ashley and Deeg Street b - NO PICKUP TRUCKS sign on 1200 block of Madeline Street . `{ � 18 . It was requested by the Commission that the Highway Department; (;remove tree.. obstructing view of traffic at corner of Beck Street, ;;and Highway 50 West. I 1; 19 . Requested that a NO PARKING ZONE sign be erected on the South ': side of Madeline Street. 20. Two (2) hour parking zone on West Main between Mulberry to ; Harrison Street requested to remain the same." 204 Regular Meeting, January 21, 1963 _ On motion by Mr. Burkhalter, seconded by Mr. Willcoxon, the iAnnexation following resolution with reference to the proposed annexation �Resolutio of an area in the vicinity of Highway 54 South, was adopted: RESOLUTION A RESOLUTION TO ANNEX A CERTAIN UNINCORPORATED AREA OF LAND HEREIN SPECIFICALLY DESCRIBED TO THE PRESENT CITY LIMITS OF THE CITY OF JEFFERSON, MISSOURI, IN COMPLIANCE WITH THE PROVISIONS OF SECTION 71.015 OF THE R. S. MO. 1961 PROVIDING FOR SUCH RESOLUTION AND AUTHORIZING AND DIRECTING THE CITY ATTORNEY OF THE CITY OF M JEFFERSON, MISSOURI, TO FILE SAN ACTION IN THE CIRCUIT COURT OF COLE COUNTY, MISSOURI, IN WHICH SUCH UNINCORPORATED AREA TO BE ANNEXED IS SITUATE, TO OBTAIN A DECREE DECLARING SUCH PROPOSED ANNEXATION REASONABLE, NECESSARY AND LAWFUL, AND INDICATING THE INTENT, IF A DECREE BE OBTAINED AUTHORIZING SUCH ANNEXATION, TO EFFECT AND CONSUMMATE SAID ANNEXATION AS OTHERWISE AUTHORIZED BY THE LAWS OF MISSOURI APPLYING TO THE CITY OF JEFFERSON FOR SUCH PURPOSES. �{ WHEREAS, under Section 71.015, R.S. Mo. 1961, it is required that, prior to proceeding as otherwise authorized by law or charter for annexation of an unincorporated area, the governing body of this city shall adopt a resolution to annex such { unincorporated area of land and this city shall file an action in the Circuit Court of Cole County, Missouri, in which such unincorporated area is situated, praying for a declaratory judgment authorizing such annexation . NOW, THEREFORE, in compliance with said section, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, j MISSOURI, AS FOLLOWS: t 1. That the following described unincorporated area ! situated in Cole County, Missouri, shall be annexed to the present city limits of the City of Jefferson, in the County of Cole, Missouri: Part of the Southeast quarter of the Southwest quarter of Section 13, Township 44 North, Range 12 West, and part of the Northwest quarter of Section 24, Township 44 North, Range 12 West, more particularly described as follows: Beginning at a point on the west line of the Southeast ! quarter of said Section 13, where said quarter section line intersects the easterly right-of-way line of 4 U.S. Highway No. 54; thence south along said quarter j section line and along the east line of the Northwest quarter of said Section 24, to the point of intersection with the southerly right-of-way line of Ellis Boulevard at Station 18 E 86, per plat of record in Plat Book 6, pages 50, 51, 52 and 53, Cole County Recorder' s Office; thence westerly alont the southerly right- of-way line of said Ellis Boulevard, to Station 1546 per the said plat; thence southwesterly, 350 feet ' from and parallel with the easterly right-of-way line of said Highway No. 54, to the south line of the North half of the Northwest quarter of said Section 24; thence west along the said half quarter section line, 69 .06 feet, more or less, to the most easterly corner of a tract conveyed to F. A check for $25.00 accompanied the request . ---------- Public Works Fallowing a discussion of a proposed draft of an advertisement Director. for the employment of a Director of Public Works, a motion was ioffered by Mr. Cline, seconded by Mr. Butzer, that a reduced form be used for official publication and that the advertisement include; a matter concerning supervision of various departments and that ' a final filing date of May 1, 1963, be submitted. !! Eleaction Mr. Butzer requested the Building and Ground Committee to study s Signs. isa matter of procuring weather proof signs to identify polling places for the coming April Election and that signs be procured to identify judges and clerks, as well as arrows pointing to the exact: polling place.
