the minutes of the last meeting, January 21, 1963, as prepared and H

Dr. Richard Stark appeared before the council with reference to ;` Fluoridation
fluoridation of the water supply in the City of Jefferson . He i
introduced Mr. Edgar Eagen, an attorney, who served as spokesman,
11along with Dr. J. R. Robinson, 1402 Isom Dr. , who is affiliated �!
,with the Missouri Division of Health.
�iMr. Eagen called attention to previous action by the council �{
Which instructed the Capital City Water Co. to introduce the
, fluoride chemical into the water supply and as yet no action I
i;has been taken by the Company.
!On motion by Mr. Willcoxon, seconded by Mr. Butzer, the City
;Attorney was instructed to contact officials of the Capital
, City Water Co. , with a request that this matter be given
immediate attention, and reminding the utility of the urgency
,involved in the matter.
IIMr. John Rathouz, operator of the JC Sanitation Service appeared i Garbage
,!with a renewed request for council assistance with reference to Collection .
;'pick-ups by other firms when his firm has a franchise for
,collection. !�
On motion by Mr. Kliegel, seconded by Mr. Scrivner, the matter
was referred to the Committee-of-the-Whole to study the contract !�
, involved. At this point, Mr. Riner, chairman of the Committee-
of-the-Whole, called a meeting for 7: 30 p.m. , February 7, 19631
;and the Clerk was instructed to furnish members with a copy of

�10rdinance No. 6651 and the Garbage Contract .

,budget ($100.00) per month was approved.- Request .

!� On motion by Mr. Butzer, seconded by Mr. Watt, the matter was I
referred to the City Attorney, who was instructed to request '
a legal discription from Mr. O' Brien .
Collector' s On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, a request
Equipment submitted by the City Collector for the city to pay the cost of
Request . $954. 25, plus installation costs , for feeder equipment on
: an Addressograph Machine purchased by Cole County, was ordered
referred to the Finance Committee with Power to Act.
Park Board On motion by Mr. Willcoxon, seconded by Mr. Riner, the clerk
Financial was instructed to request the secretary of the Park Board and
Report. Director of Parks and Recreation to submit a copy of its
!" Financial Statement to each member of the Council.

Building & On motion by Mr. Riner, seconded by Mr. Robinson, the following
Grounds ;' report submitted by Mr. Riner, chairman of the Committee on
Report Buildings and Grounds, was approved:
Insurance. 'The Committee on Buildings and Grounds recommends to the City
Council that the insurance coverage on city property be changed
from individual policies to the Multiple Location Credit Plan for
a three-year period and naming the Central Missouri Trust Co. , as ;
the writing agent with the following agents to participate in this
business through a brokerage commission arrangement with the
writing agent: Noonan and Noonan (Edith Noonan) , $15 ,000 .00;
Harold Remley, $15,000.00; Benson A. Wood, $20 ,000 .00 ; D. C.
Hale, $25,000 .00 ; and Ethel Stone, $20,000 .00 . i
Furthermore, the committee recommends that the City Council
,, request the Library Board to join in insuring the Library
property under this plan at this time. The penalty of $40 .45
for changing the policies on the Library will be absorbed by
the City."
Fire Dept . On motion by Mr. Jobe, seconded by Mr. Burkhalter, the annual j
Annual report of the Fire Department for the calendar year, 1962,
Report . prepared and submitted in detail by Fire Chief John F.
Sullivan , was ordered received and filed.
Civil Defense The City Engineer acting in the capacity of shelter officer
Shelter for Civil Defense read a prepared statement calling attention I
Report . to storage matters with reference to space at the Police De-
partment building. No formal action was taken on the matter.
Street Cut At the request of Mr. Willcoxon an ordinance introduced
Ordinance. January 21, 1963, and ordered held over, was referred to the
Street Committee, along with the City Attorney and the City
Engineer.
Accounts and Following a discussion of accounts and claims brought before
Claims. ., the body by Mr. Robinson, chairman of the Committee on Accounts j
and Claims, a motion presented by Mr. Willcoxon, seconded by
Mr. Robinson, was adopted instructing the clerk to notify f
:; vendors to present bills on the Friday before the First Monday
in each Month in order for necessary action to be taken for
payment . ;!
On motion by Mr. Robinson , seconded by Mr. Willcoxon, j
the January bills as approved by the committee were approved,
along with utility bills, which are to be approved at a meeting
Feb. 7, 1963, at which time the appropriation ordinance will be
;' presented for action .
Back- !' On motion by Mr. Willcoxon, seconded by Mr. Robinson, the purchase
Hole of a used back-hole machine was referred to the Street Committee
Machine. and the Street Commissioner, with power to act .

�I"WHEREAS, God in his infinite wisdom has called to final rest, the
E� Honorable Carney Stone, long time City Assessor, City `
of Jefferson, Missouri; and,
WHEREAS, The Honorable Carney Stone, served the City of
Jefferson, Missouri, with honor and distinction for
a period of almost thirty Y ears before his demise;
and, f
' WHEREAS, His devotion to duty, his honesty, integrity, and
loyalty, has established a precedent that will be
difficult to equal in our time; and,
+WHEREAS, His knowledge and experience in city government was
;f a constant source for information and assistance
to others of less experience; and,
i�WHEREAS, His devotion and love for his family was known t
throughout the community, and constantly served
as a major part of his dedicated thinking;
! NOW, THEREFORE, BE IT RESOLVED, that this body, acting for the "t
citizens of the City of Jefferson, Missouri, express
profound regret at the untimely passing of '
al Mr. Stone, and pay tribute to Mr. Stone' s long
! service to this community.
{' BE IT FURTHER RESOLVED, that a copy of these resolutions
be spread upon the official minutes of the City
ii Council, City of Jefferson, Missouri, and that
f" a suitable copy be transmitted to his wife,
Mrs . Mary Stone, and his daughter, Mrs. Jane Schmidt ."

SPECIFICALLY DESCRIBED TO THE PRESENT CITY LIMITS OF THE CITY OF
IIJEFFERSON, MISSOURI, IN COMPLIANCE WITH THE PROVISIONS OF
j; SECTION 71.015 OF THE RSMO. 1961 PROVIDING FOR SUCH RESOLUTION,
; AND AUTHORIZING AND DIRECTING THE CITY ATTORNEY OF THE CITY OF
{ JEFFERSON, MISSOURI, TO FILE AN ACTION IN THE CIRCUIT COURT OF �}
COLE COUNTY, MISSOURI, IN WHICH SUCH UNINCORPORATED AREA TO BE

required that, prior to proceeding as otherwise authorized by
law or charter for annexation of an unincorporated area, the
erning body of this city shall adopt a resolution to annex such
unincorporated area of land and this city shall file an action
in the Circuit Court of Cole County, Missouri, in which such
unincorporated area is situated, praying for a declaratory
; judgment authorizing such annexation .
NOW, THEREFORE, in compliance with said section,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
1. That the following described unincorporated area
situated in Cole County, Missouri, shall be annexed to the
!i present city limits of the City of Jefferson, in the County
of Cole, Missouri:
Part of the northeast quarter of the southwest
? quarter of Section 13, Township 44, Range 12,
i particularly described as follows:
Beginning at the southwest corner of the !
northeast quarter of the southwest quarter of
said Section 13, Township 44, Range 12, thence
north 20 .81 chains to the northwest corner thereof;
thence east 9 .89 chains ; thence south 15 degrees (t

degrees east 10.94 chains; thence south 46
degrees east 2.72 chains; thence north 49 degrees I

Mr. Jobe presented a motion, following a discussion, seconded by
Mr. Scrivner, that the Resolution not be adopted:
This motion was defeated on a Roll Call vote requested by Mr.
Kliegel, as follows: I
Ayes: Jobe, Robinson, Scrivner, and Willcoxon. 4
Nays: Burkhalter, Butzer, Kliegel, Riner and Watt. 5

On motion by Mr. Willcoxon, seconded by Mr. Riner, the council ,Fee Payment
adopted a motion that the final warrent made out to Mr. Carney to Mr. Stone.
Stone, be changed to read "Carney Stone or Mary Stone."
On motion by Mr. Riner, seconded by Mr. Willcoxon, a written iiWatt
letter of resignation submitted by Mr. Watt, Junior Councilman Resignation.

Mayor Whaley then announced the appointment of C.A. (Buck) Watt, Appointment
as city assessor to serve out the unexpired term of the late of Watt.
Carney Stone ending September 1, 1963.
Mr. Kliegel brought up for discussion a matter of contracting IAssessment
the city assessment with the county assessment. After discussion Contract.
no formal action was taken on the matter.
" Mayor Whaley proceeded to announce the appointment of Robert Debo
L. Debo, 525 Swift's Highway as a member of the City Council from Appointment.
the fourth ward to serve until April 16, 1963.
The oath of office was then formally administered to Mr. Watt and Oath of
Mr. Debo by the clerk. Office.
On motion duly made and seconded, the council voted to recess Recess.
