IlFollowing discussion, Mr. Butzer presented a motion, seconded by

;:Following further discussion, Mr. Debo offered a substitute motion

Committee on Streets, Alleys, and Sidewalks. The motion was
adopted.
' Mr. John Rathouz spoke briefly with reference to the Garbage JC
: contract between his firm and the city and a possible solution Sanitation.

;` Upon motion by Mr. Kliegel, duly seconded, the council approved
the nutter of the City Attorney, the chairman of the Board of
Health, and Mr. Rathouz, to meet at the office of the JC i
, Sanitation Co. to discuss the matter, February 25, 1963. Mr.
' Kliegel requested other members of the council to submit ideas
jjto him prior to the February 25 date.
On motion by Mr. Scrivner, seconded by Mr. Riner, the following Special
' report submitted in writing by Bert W. Koester, secretary of Permit.
1the Planning and Zoning Commission, and read by the clerk was r;
approved:

"In reference to the request of Mrs. Paul Studer for rezoning
property at 522 Washington St . , owned by F. G. Burnett for the '?
purpose of establishing a beauty shop to be managed by her at this
" address.
,. The commission recommends to the City Council that a Special Permit :
Abe granted to Mrs. Paul Studer by the City of Jefferson for this
';! beauty shop operation at the above address, and no rezoning is
,necessary."
The following motion was offered by Mr. Robinson, seconded by -Rose Vall
�!Mr. Scrivner: "I move that it is the sense of this Council that Construc-
+ Rose Valley Drive be constructed between Carol Street and Leslie tion.
Boulevard by private contract and that Major Brothers be requested
' to dedicate the right of way for such construction to the City of
:Jefferson, Mo. , and that the grade and construction plans and
;specification require the approved of the City Engineer.

g is on Mr. Robinson t en ca led attention to the fact that Carol Street
Carol St. from Hough Park Road westward is without benefit of Street Lights.
On motion by Mr. Scrivner, seconded by Mr. Butzer, the matter was
referred to the Committee on Water, Gas and Electric Lights for
study.
O' Brien With reference to the request submitted February 4, 1963, by Mr.
Rezoning S. W. O' Brien for the rezoning of property at the intersection of
Request. Ellis Boulevard and Tanner Bridge Road, the clerk informed the
council that Mr. O' Brien by letter voluntarily withdrew the
petition and requested that since no advertising was necessary
that the deposit of $25.00 be refunded.
Upon motion submitted by Mr. Robinson, seconded by Mr. Burkhalter,
the Mayor and Clerk were authorized to issue a warrent in the
amount of $25.00 to cover the refund.
Rezoning Mr. Robinson in discussing the Ordinance Book revision suggested
Deposit. that each member of the council give serious thought to existing
rule changes and to specifically consider raising the present
deposit of $25.00 necessary for advertising purposes with a
rezoning request, since the cost of advertising normally exceeds
this amount.
Parking and On motion by Mr. Scrivner0 seconded by Mr. Butzer, a matter of
Traffic - restricting parking on the west side of the 300 block of Benton
300 Benton. Street was referred to the Parking and Traffic Commission for
study.
Tax On motion by Mr. Scrivner, seconded by Mr. Riner, a matter of
Assessment. assessing property, accordingly, in instances where all city
services normally in effect, be taken into consideration, was
referred to the City Assessor.
E ctric At the request of Mr. Willcoxon, the Committee on Water, Gas,
Lights. and Electric Lights, was requested to consider the installation
of the new vapor lights now being tested in various areas of the
city.
Electric On motion by Mr. Riner, seconded by Mr. Willcoxon, a matter of
Lights. upgrading an existing street light at the corner of Capitol Avenue
and Jackson Street was ordered referred to the Committee on
Water, Gas and Electric Lights.
Sonic Booms . Mr. Cline brought up a matter concerning damage apparently
attributed to the results of sonic booms. Following .a discussion
relative to the matter, the council adopted a motion offered by
Mr. Cline, seconded by Mr. Willcoxon, instructing the clerk to
write the Secretary of the Air Force, Office of Public Information,
Pentagon, Washington, D.C. , informing that office of the matter
and requesting consideration .
Parking and On motion submitted by Mr. Cline, seconded by Mr. Burkhalter,
Traffic-Paden a request entered by Mr. Ward Paden for no parking on one side of
Request. an alley leading off Jefferson Street to his building was referred
to the Parking and Traffic Commission for study.
Parking and At the request of Mr. Butzer, a matter concerning parking in the
Traffic- 300 block of West Main Street, North Side, for two-hour
300 W. Main. parking was ordered referred to the Parking and Traffic Commission.
Electric At the request of Mr. Butzer, a matter concerning the installation
Light of a street light on Industrial Avenue 400 feet west of Dix Road,
Ind. Ave. south side, adjacent to property occupied by the Faith Lutheran
Church, was ordered referred to the Committee on Water, Gas and
Electric Lights.

!!concerning rats on Slate Lane in what appears to be a private
;;dumping area was ordered referred to the Board of Health for study.

. the fact that a letter is on file from Mrs. Anthony J. Blume con- !;
!!cerning a request for a four-way stop sign at Stadium and Southwest.
'On motion by Mr. Debo, seconded by Mr. Riner, the clerk was !' Utility Pole
;,instructed to contact the light company or the telephone company on Wall St.
';regarding an existing utility pole on Wall Street adjacent to
the Corwin News Agency that should be removed since it seems to
�!be of no benefit and is obstructing traffic.

Resolution On motion submitted by Mr. Robinson , seconded by Mr. Butzer, the
FFA. following resolution introduced by Mr. Robinson , was adopted:
"Whereas February 16 to 23, 1963, has been proclaimed a Future
Farmers of America Week,
Be it resolved that our heartiest congratulations and best wishes
are hereby extended to the Future Farmers of America and wish for
them continued progress and success."
Resolution On motion by Mr. Robinson, seconded by Mr. Kliegel, the following
Hairdressers. resolution introduced by Mr. Robinson, was adopted:
"Whereas, the . Jefferson City Hairdressers donated the proceeds from"
the recent Heart Fund Bowling Tournament to the Cole County Heart
i, Association; and,
Whereas, Mrs. Marie Wells has long been the director of the Cole
`: County Heart Association;and,
Whereas, Mrs. Wells and all those participating in the Heart
Fund Week Campaign have rendered valuable and meritorious to the
;, people of this community and state. ?
Now, therefore be it resolved that this council hereby conveys
its commendations to Mrs . Wells and her helpers."
7337 ! The following Ordinance was introduced:
Fire Dept . : 7337/ "An Ordinance of the City of Jefferson, Mo. , authorizing and
Mutual Aid directing the City of Jefferson to contract by Ordinance with the
Agreement . ;. cities of Columbia, Fulton, Mexico, Moberly and Boonville, Mo. ,
for the operation and interchange of common service of the
. respective fire departments of said cities in event of major
conflageration or major disaster."
Read first time at length, second time by title and on motion by
Mr. Willcoxon, seconded by Mr. Burkhalter, the rules were suspended`
and the ordinance was read the third time by title and placed
; before the body for final action, and was adopted by the following
vote:
Ayes: Burkhalter, Butzer, Cline, Debo, Kliegel, Riner,
Robinson, Scrivner and Willcoxon. 9 j

7339 The following Ordinance was introduced:
Salaries. 7339/ "An Ordinance of the City of Jefferson, Mo. , repealing
Ordinances 7135, 7258 , 7293, 7310 , 7314, of said city relating to
the salaries and compensation of City Elective and appointive offi-
cials and employees and enacting a new ordinance pertaining to
the same subject.
The Ordinance was read the first time at length, and the second
time by title, and at the request of Mr. Willcoxon, the
ordinance was ordered held up.
On motion by Mr. Butzer, seconded by Mr. Cline, the clerk was
instructed to supply each member of the council with a copy of i
this ordinance.
7340 The following Ordinance was introduced:
Public Health, 7340/ "An Ordinance repealing Ord. No. 2701 (being sections
Commissioner. 206-209 R.O. of the City of Jefferson, 1956) and Sections 2, 3,
4, 5, and 6 of Ord. No. 6177, (Being Sections 287-291 R.O. of the
City of Jefferson Mo. , 1956) creating the office of city
physician and relating to the qualifications, powers and duties
of the office, and creating the office of Health officer, and
relating to the appointment, qualifications, powers and duties
of that office and enacting a new ordinance establishing the
Department of Public Hellth, prescribing the personnel therein,
and providing for their qualifications, appointment , duties, and
Powers ."
The Ordinance was read the first time at length, and the second
time by title and on motion by Mr. Robinson, seconded by Mr.
Butzer, the ordinance was ordered held up.
