shortage amounting to a total of $616.25, exists in the Office of

This matter exists in failure to deposit income from fout
Liquor Licenses in amounts as follows: $101.25; $225.00; $225.00; ;
and $75.00, for a grand total of$616.25.

Full resitution of this amount will be consumated to-
morrow morning in an effort to balance this amount and balance the ;
books in question.
As a result of this condition of my part, I hereby submitt
my resignation as Clerk of this City, to be effective immediately. ',
h I submit that this matter is on a voluntary basis in an
effort to correst this condition.

for the resolution adopted by the Council on February 18, 1963 , and
forwarded to me.
I am so grateful to know the work I have tried to do is
appreciated by this great group of citizens that represent our City.
x ke for you Gentlemen to know that within a month or so
from now , will 0*146" m' twenty-fifth year of volunteer charity'
work for our children. ;f
►i There have been lots of rough spots along the ems►. I
have been told about how foolish for so much time for thankless
charity work. They have missed a lot in life. When you stand by 's
hoping and praying that the little one struggling for life pulls
through -- then in a few months you see them running and playing__ :`
and they put their little arms around you and try to thank you.
Yes Gentlemen, I forget the hard knocks , then I thank God for giving
me courage to continue on and to keep me from selfishness. a

Commission held February 20, 1963 the following action was re-
commended to the City Council by this commission--
That the request of Sheldon Gentry to rezone from
A-2 single family to district C, multiple dwellings
a tract of land being 15 .7 acres located on Southwest
Blvd. east of the newly developed Westwood Subdivision.
It is the recommendation of this commission that the
request be approved.

At a meeting of the Finance Committee held in the Office of the
City Engineer on Monday night February llth, 1963 , with all
members present it was the unanimous decision that the extension
addition to the County Courts addressograph machine, for use by th4'
City Collector's Office , be purchased. This addition costing
!' $954.25 plus installation fee to be paid for out of the General
Revenue Fund.

Committee ing report of the Street Committee was accepted and approved.
Report STREKT COMMITTEE REPORT
Gentlemen:
The Street Committee met February 11, 1963 , in the City Engineer'
office with all members present.
After thorough idscussion and consideration, we forward the
following approved recommendations:
1. That Mr. Charles 0. Enloe, Street Commissioner, be allowed
a salary of $6,000 per year, under Step 4; said change to be
allowed in the salary schedule put into effect by Ordinance # 7258.'
2. That Mr. Charles M. Davis, Engineering Draftsman, be
a allowed a salary, in Step 2 , of $4,680 per year; and, that Step 3, ,
Step 4, Step 5 and Step 6 be changed to $4,8001 $4,9200 $5 ,040, ano
$5,160, respectively; said changes to be made as an amendment to
Ordinance #7258.
3. That L. J. Henry, City Engineer, who is allowed an increasg
in salary effective March 1st, will go from Step 4 to Step 6 of
the Salary schedule, per Ordinance No. 7258.
That the backhoe, which is available to the Street Depart-
meet and which was referred to the Street Committee with power to
act, be purchased from the funds available in the Street Departmentfs
budget; the cost of said backhoe not to exceed $50600 and payment
to be made with two separate checks.
5. That the proposed changes in the Street Cut Ordinance, as
recommended by the City Engineer, be approved and that the revised
Street Cut Ordinance be established; same to be submitted at the
next regular meeting of March 18, 1963.
6. That the porposed changes in the Curb Cut Ordinance, as
recommended by the City Engineer, be approved and that the revised ,
Curb Cut Ordinance be established; same to be submitted at the
next regular Council meeting of March 18, 1963.

7. The request from Mr. August F. Marsch, 315 W. Dunklin,
iJefferson City, Missouri, to pay for the installation of a water +
cut-off was approved by this Committee, with the understanding that
the cost thereof was not to exceed $75.00 and was to be paid from
the Bond Issue Funds.

!! Your Committee on Water, Gas and Electric Lights has visited four Report
' locations on requests for Street lights and recommends the
following action:
Five street lights be installed on Carol Street from
Hough Park Road westward with Council granting the Committee power
,, to negotiate with the Missouri Power & Light Co. on the type of
light to be used.
A 4000 Lumen Street Light be installed at the corner of;
Capitol Avenue and Jackson Street to replace the present 1000 Lumen;!
light.
A mercury vapor type light be installed on Industrial
'! Avenue 400 feet west of Dix Road on the south side adjacent to
property occupied by the Faith Lutheran Church.
A 1000 lumen Street Light be installed at 317 Boonville
'
Road.
�! Councilmen Debo, Scrivner, Butzer and Burkhalter visited
:; these sites on the night of Feb. 28, 1963. They also inspected test,;

' lights installed by the Missouri Power & Light Co. at Clark and
'jDunklin Streets, Dix Road and West Main Street and Vista Place and
? West Main Street.

The Committee has discussed the question of hiring a
'! full-time mechanic for the Police Department- and upon the suggestion
! of one of the members , we have held over for further study this
;! proposal in order to get a complete breakdown of labor cost and
;; parts to determine whether the proposal has merit.
The Committee recommends that since Car # 15 is often
'! used for out of town trips, that Liability Insurance be purchased
! for the protection of our interests.

,, Mr. Burkhalter reported that he was working closely with residents Fire Wardens.
,iof the Jefferson Township and surrounding areas and with experts in :
the field to obtain the establishment of a proper fire protection
district.
Parking & On motion of Mr. Cline , seconded by Mr. Willcoxon, the following
Traffic report of the Parking and Traffic Commission was approved.
PARKING & TRAFFIC COMMISSION
Meeting held Tuesday, February 5 , 1963. Those present were Forrest
Scrivner, Vernon Burkhalter, LeRoy Henry, Lieutenant Lawrence Patton,
and Donald V. Cline.
1. Commission recommends that the Council authorize the Street,
Department to assist in the general maintenance of the Parking
Garage. Although the Street Department has cooperated in the past,
their responsibility has not been defined and the Commission feels
that inasmuch as their assistance was not provided for in the budget,
perhaps some arrangement could be arranged to reimburse the Street "
Department for any expenditures in the connection with serving the .
Municipal Parking Garage out of the General Revenue.
2. The matter of establishing parking stands for the City Cabs
wab referred to the Commission. It was suggested that these stands
be located in front of the Parking Garage, which is now NO PARKING
zone , however, the Commission recommends that this not be done and
that two (2) places be established on the Southwest corner of Madison
and Capitol next to the Governor Hotel and that an additional stand
be located just West of the Loading Zone , which is now in front of
the Central Hotel. It was further recommended that these areas be
designated as CAB STANDS and that no more than one (1) cab from one
Company shall occupy these spaces at one time. It is also believed
that the driver, while standing, should be required to occupy same.
. 3. It is recommended that NO Parking zone be established on
Commercial Avenue between Jackson and Marshall. This is presently
a problem in the movement of traffic.
4. It is recommended that on the east side of Clark Avenue
extending from Dunklin Street to Elm Street that a NO Parking zone
be established as this is dangerous and impedes the flow of traffic.
5. Recommend lat. step pay increase of the following full
time employees of the City: James Hamacher and Mickey Dunnevant.
Having completed 6 months probation period, effective as of Feb. 1 ,
1963.

Parking Mayor Whaley reported that receipts at the Parking Garage were

The Committee-of-the-Whole convened in the Council chamber Feb. 7 ,
1963 , with Chairman John W. Riner, presiding, and the following
members present : Mr. Burkhalter, Mr. Butzer , Mr. Cline , Mr. Debo,
Mr. Kliegel , Mr. Riner, Mr. Scrivner , and Mr. Willcoxon.
Absent were : Mr. Jobe and Mr. Robinson.
The following recommendations are herewith submitted as approved
by the Committee-of-the-Whole :
Following a discussion of the Garbage Contract as contained
in Ordinance No. 6657 , the committee adopted a motion offered by
Mr. Willcoxon, seconded by Mr. Butzer, that Subparagraph A. Section
5 be amended to make the date of notification in reference to ex-
tention of the contract May 31, 1963 , in place of March 31, 1963.
On motion by Mr. Kliegel, seconded by Mr. Scrivner, it is the
recommendation of this committee that each member of the Council
thoroughly study the contract , and make such recommendations as
soon as possible ; and that Mr. Kleigel, as chairman of the Board
of Health and the City Attorney, along with Mr. John Rathouz present
changes they feel are necessary.

This committee also recommends that the salary of the City !'
; Collector be raised from the present $7,800 annually to $9,000
annually.

supplement dated January 23, 1963, to basic lease agreement dated
May 24, 1949, between said City and MISSOURI PACIFIC RAILROAD CO. ,
Respecting the letting by said Railroad and leasing by the City of
certain premises at Jefferson City , Cole County, Missouri, as site
for proposed scale house, said letter supplement providing for an
annual rental of $60.00, effective May 24, 1963, true copy of said
i agreement being attached hereto as part hereof.

Rules Change On motion of Mr. Scrivner, seconded by Mr. Riner, the pending
Ordinance. Ordinance relating to a change in the rules was layed upon the
table.
Annexation Mr. Scrivner objected to the suspension of the rules and the third
Ordinance reading of the Ordinance and after discussion withdrew his object-
ion and moved that the rules be suspended and the Ordinance be
read the third time and placed on final passage.
Mr. Robinson objected to' the suspension of the rules and then moved
that (a) The City Engineer furnish each Council Member a map of
each area to be annexed; (b) A copy of the proposed Ordinance be
furnished each member of the Council and (c) Two new Ordinances
be drafted to provide for a se'perate Ordinance for each proposed
area. This motion was defeated by the following vote:

Special The Mayor immediately announced a Special Meeting of the Council
Meeting to be held on March 6, at 9:45 p.m. in the Council Chambers and
Called. directed the City Marshal to serve official notices to each
ne mbers of the Council.
7339 The following Ordinance was introduced:
Salaries 7339 - "An ordinance of the City of Jefferson, Missouri repealing
Ordinance. Ordinances numbered 7135 , 7258, 7293, 7310, 7314 of said City
relating to the salaries and compensation of City Elective and
Appointive Officials and Employees, and enacting a new Ordinance
pertaining to the same subject. "
Mr. Riner suggested that the salary of the City Collector be
specified in the Ordinance as $8400.00 instead of $9000.00 and no
objection being made it was so ordered.
On motion of Mr. Butzer, seconded by Mr. Cline, paragraph 6 of
Section 2 was corrected to read: "Not to exceed the sum of $800.00"
as it related to the City Assessor. "
On motion of Mr. Butzer, seconded by Mr. Riner, the portion of the
Ordinance relating to the City Collector (paragraph 7) was corrected
to read "not to exceed $1200.00" and to stipulate that the hourly
rate was not to exceed $1.50 per hour.
On motion of Mr. Butzer, seconded by Mr. Cline , Section 4, Paragraph
5 was corrected to show T1264011 for period three.
The ordinance as corrected was read the first time at length, the
second time by title and on motion of Mr. Willcoxon, seconded by
Mr. Scrivner, the rules were suspended and the ordinance was read
the third time and placed before the council for final action and
was passed by the following vote:

7338 - "An Ordinance amending Ordinance No. 5340 and authorizing Mo. Pac.
and directing the Mayor and the City Clerk of the City of R.R. Lease.
Jefferson, Missouri, to execute an amended Lease on the part of the,,
City of Jefferson, Missouri relating to an agreement between the City
of Jefferson, Missuori and the Missouri Pacific Railroad Co. covering
property on which the City Scales are located, situated a t the
Northeast corner of Harrison Street and West Main Street in the City
of Jefferson, Missouri.
Read first time at length, second time by title and on motion of
Mr. Willcoxon, seconded by Mr. Riner, the rules were suspended
