A quorum was declared present.
Minutes. On motion by Mr. Riner, seconded by Mr. Robinson, the minutes of
March 4, 1963 and March 6, 1963 were approved as corrected by the
Clerk.
Special On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, Mrs. Studer '
Permit. was granted a special permit to rezone her property at 522 Wash-
ington, For the operation of a Beauty Shop.
Olive P. S. Thomas , Consulting Engineer requested approval of the Council
Realty & to prepare final plans for construction of a Multiple housing
Development complex located north ,of Highway 50 West, south of St. Mary's Blvd.
Company. and west of Dix Road.
On motion of Mr. Butzer, seconded by Mr. Cline, the request was
referred to the City Engineer and Building Commissioner for
examination and for them to report to the Council at the next
meeting.
Jefferson Mr. Harold Fischer spoke to the Council in regard to forming a
Township Fire Department in the Jefferson Township. They would like a
Fire mutual agreement with the Jefferson City Fire Department to house
Dept. their equipment which could be used by the City in return for the
use of two off-duty firemen to operate the equipment in case of
fire, for the Jefferson Township Fire Department.
Parking Mr. Cline read a communication from the Rockwell Mfg.Co. , in regard
Meter to payment of 200 Dual Parking Meters installed in the City.
Payments On motion of Mr. Kliegel , seconded by Mr. Robinson, the matter was
referred to the Finance Committee.
Parking Mr. Cline read a communication from Sid Pohlman in regard to
Request. parking at 207 E. McCarty. On motion duly made and seconded,the
communication was ordered filed.
Loading Busch's Florist requested a 20 ' loading zone on Dunklin Street. On
Zone motion of Mr. Willcoxon, seconded by Mr. Scrivner, the request was
Busch. granted.
Payment to Attorney Rose spoke in regard to Maggie Hoskins , 1500 Monroe St. ,
Mrs. Hoskins. who had an agreement that the City would repair her property which
has been damaged due to street work which is being done in that
area. Mrs . Hoskins has decided that she would rather have cash in
the amount of $550.00.
On motion by Mr. Kliegel, seconded by Mr. Riner, the Clerk was
ordered to issue a check to Mrs. Hoskins in the above amount.
Refuse Mr. Rose asked the opinion of the Council in regard to a man who
Hauling. was arrested for hauling trash for the Capital City Telephone Co.
On Motion by Mr. Willcoxon, seconded by Mr. Robinson, the Garbage
Ordinance is to be followed until further amended.
Flooding Mr. Debo referred-the-flooding-situation in the 400-500 block of
Situation. Stadium and Swifts Highway to the City Engineer for study.

` 1. Instruct the Missouri Power and Light Company to install a 6000
IlLumen light under , or as close as possible to the viaduct of the
;' Rex Whitton Expressway over the 500 Block of Lafayette Street.
!12. Adopt the accompanying resolution for a change in our contract
Fwith Missouri Power and Light Company permitting the installation
iof 6800 Lumen Mercury Vapor lights. :!
1 3. Instruct the Missouri Power and Light Company to install five

°Meeting held Wednesday, March 6, 1963, at 7 :PM, in the Council
Chambers. Those present were Forrest Scrivner, Vernon Burkhalter,
rave Jobe, Robert Debo, Lieutenant Lawrence Patton, and Donald V.
;Cline.
the following recommendations and requests were made:

1,1. Letter from Mr. McDonald, Executive Secretary for Missouri '
Limestone Producers Association, was read. Letter was relative to
renting spaces for exhibit purposes. Letter was filed.
i
112. Mr. Ralph Hammond, Chairman of the Building and Grounds Committee
of the Presbyterian Church, wrote to request that permission be
pgranted to make a curb cut for entrance to a parking lot adjacent to
1the Presbyterian Church. Matter referred to the City Engineer for
;recommendation.
`13. Letter from Mr. Paul D. Adams, Executive Secretary for Missouri
;Association of Osteopathic Physicians & Surgeons was discussed. Re-
.quest was that a loading zone be established in front of Missouri
;Osteopathic Building, which is located at 325 E. McCarty. Members
present voted to deny this request and asked that attention be
)called to City Ordinance Section 1.550, Subsection 4, which provides
!for loading and unloading.
{4. Letter from Mrs. Anthony Blume, 1216 Southwest Boulevard, reque4-
Leing that a Four-way stop be established at Stadium Drive and South
.west Boulevard. Mrs. Blume indicates that all East and West bound
4traffic on Stadium Drive do not slow down and this is certainly a
' danger to the welfare of children living in the area. Matter re-
ferred to the Traffic Division of the Police Department with the
request that a traffic count be made to ascertain the prevailing
'traffic direction.
5. Request from Mr. Ward Paden, 1107 West Main, to eliminate park
Wing in an alley, near his building ,just off the Expressway, was
!acted upon and it was the Commission 's recommendation that the City Att
Attorney be instructed to draw up an Ordinance to establish a "No
Parking" zone in this alley.
6. It is recommended that the Parking Garage drainage problem be
,corrected as soon as weather permits. Thus , the Commission recommends
that a sump pump (specifications to be established by the City
'Engineer) be installed to remove water, which accumulates in the
;lower level of the Municipal Parking Garage after any extensive
drain.
;7. Request that parking be prohibited on the West side of 300 block
!of Benton Street was approved and the City Attorney be instructed to
;ldraw up an Ordinance establishing same.

i8. It was recommended by the Commission that the Street Department
i!be instructed to paint parking lines and directional signs in the
'.Municipal Parking Garage at least every three (3) months and that
;'these lines be painted by hand rather than by the roller method, and
;;that in all cases yellow paint should be used as white paint does
not show up and fades within a short time.

Request by Lieutenant Col. Jesse E. Johnston, Fifth U.S. Army
;!Advisor Group (ARNG) , received January 9, 1963 , was acted upon.
;Request was that three (3) parking spaces by permitted in the alley
1i1 behind the State Office Building be denied as the parking of these
14cars blocks traffic.

40. Two (2) months ago a hearing was held relative to changing a
present parking Ordinance on Capitol Avenue to afford loading zones!
;: for businesses. Thus , it was recommended that the following bus-
iness places be allowed a twenty (20) foot loading zone. They are:

(b)' International Business Machine Corp. , 314 E. Capitol I
�i (c) Petry Electric Company, 326 E. Capitol
fj (d) Fred Campbell Auto Supply Co. , 328 E. Capitol

I In addition to these loading zones, a twenty (20) foot loading zone'
is to be allowed the Woodman Engineering Company on the 100 block of
Madison Street.

WHEREAS, on the 20th day of March, 1961, a 20-year I
street lighting contract was executed by and between the Missouri j
Power & Light Company and the City of Jefferson and by its Mayor (l
on behalf of the City of Jefferson City, Missouri, and
i WHEREAS, said City of Jefferson, now desires to improve
the street lighting system by increasing the size and the type of
lighting in said system,
BE IT THEREFORE RESOLVED, that the Mayor of the City of
Jefferson be impowered to execute on behalf of said City of
Jefferson City, Missouri, an amendment to the above-mentioned
contract, a copy of which amendment is attached hereto and made a
part hereof.
