Session, May 4, 1962, 7: 30 p.m. , at the Community Center Building, !!
4608 Dunklin Street (East) , City of Jefferson, Missouri, in
'1accordance with a Notice mailed April 30, 1962, to the Ten (10)
, members of the Council, by the City Clerk, said City. }
IThe purpose of the meeting, according to the notice was to conduct
a Public Hearing as required by Statute before approval of the
Campus View Urban Renewal Project final plans.
( Mayor C. Forrest Whaley was in the Chair.
The Clerk was instructed to call the roll.
Present: Mr. Harold G. Butzer, Mr. Edward J. Kliegel, Mr. Forrest
Scrivner, Mr. C. A. (Buck) Watt, and Mr. Montie

; (Moving Expenses) , and a copy of the Fixed relocation
= Payments Schedule, details of the Lincoln University Development
} Plan as it relation to the Campus View Urban Renewal Area,
, Mo. R-18, Project Improvements Map, Existing and Proposed
}l Underground Utilities Map, Land Disposition Map, Existing Topo- �
Igraphic 'Map, Building Survey Map, Existing Zoning Map, Existing
and Proposed Overhead Utilities Map, Existing Land Use Map,
. Proposed Zoning Map, and Neighborhood Map, and other pertinent f

! Everyone present was given ample opportunity to be heard, either in '
his own personal interests, or in behalf of the organization or ,3
Igroup represented. As questions and points arose, satisfactory
11answers were supplied by personnel of the Urban Renewal Authority,
; including its legal counsel.
i! It was also pointed out that Copies of all documents presented
' at the hearing are on file for public in the office of the City
tt� Clerk and at the Housing Authority Offices.
Although questions were detailed and in some instances technical,
;ono dissenting comments or observations were made from the floor.
The meeting continued until approximately 10: 30 p.m. , in order
for all avenues to be brought out and discussed. At this point }
1 Mayor C. Forrest Whaley stated that as a result of the late hour,
j} the matter would not be acted upon by the Council, but would be
f� taken up at its next regular meeting, which is set for May 7, �}
19629 8 p.m. , in the Council Chamber, City Hall, said city. i►
On motion duly made and seconded, the council recessed subject to

;motion by Mr. Jobe, seconded by Mr. Robinson.
Bond Sale. The City Clerk reported to the Council that, as previously directed j
icy the Council, he had mailed to all interested banks, bond houses,
and investment bankers in the State of Missouri and elsewhere printe'
copies of a "Notice of Bond Sale" in relation to Two Hundred Fifty
:Thousand Dollars ($250,000) Public Improvement Bonds of the City of
:Jefferson, Missouri, as authorized at a special election held on thej
5th day of November, 1957, and the Clerk further reported that to ea�h
"copy of the aforesaid "Notice of Bond Sale" there was attached a
printed form of a "Proposal for the Purchase of $250,000 Public
'Improvement Bonds of the City of Jefferson, Cole County, Missouri,"
;and a financial statement of said City. The Clerk further reported]
that the aforesaid Notice of Bond Sale was published in The Bond
Buyer, a financial journal published in the City of New York.
'.The City Clerk further resorted that, pursuant to the aforesaid
!'Notice of Bond Sale," there were filed with him, at or before the
hour of 8:00 o' clock P.M. , Central Standard Time, on Monday, the
!:7th day of May, 1962, twelve (12) sealed proposals for the purchase +�
of said bonds, and the Clerk then and there presented said sealed
,proposals to the Council. Thereupon , the Mayor instructed the Clem:
,to proceed to open the said sealed proposals to the Council.
Thereupon, the Mayor instructed the Clerk to proceed to open the
said sealed bids and to read the same aloud in the presence and C
+hearing of the Council and of the bidders assembled.
The City Clerk then proceeded to open the aforesaid bids , which are
summarized as follows:

Human Rights On motion by Mr . Jobe, seconded by Mr. Scrivner, a petition entered
Petition . by the Alpha Phi Alpha Fraternity, Lincoln University, calling for
the appointment of a representative citizens to draw up specific
recommendations for the establishment of a Local Human Rights
Commission to investigate complaints of racial segregation , was
received and filed with a recommendation that all city department
heads be instructed to work with the betterment of relationship of
this type .
Civil On motion by Mr . Burkhalter, seconded by Mr. Scrivner, the Mayor' s i#
Defense. designation of Col . Frank Young as Direction of Civil Defense and J
Col. John G. Christy as Chairman of the Civil Defense Committee j
was approved.
Electricians On motion by Mr . Scrivner, seconded by Mr. Willcoxon, the mayor' s
Board. appointment of Archie A. Murry to membership on the Electrician's
Board and C. A. (Buck) Watt as the council representative on the
board was approved.
Police On motion by Mr. Cline, seconded by Mr. Willcoxon, the appointment ;j
Department of John Stone as a traffic officer with the Department of Police i
Appointment . 'effective May 1, was approved.

Street On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the following
Committee report submitted by Mr. Willcoxon, chairman of the Street Committee
Report. was approved:
The Street Committee met on April 23, 1962 with a quorum present.
The Committee's recommendations are as follows:
1. That the intersection of Dunklin Street and Clark Avenue be
.designed for better handling of traffic at such time as Dunklin Stre+ t
is improved under the Campus View Development Program.
2. That a study by the City Engineer of the drainage pipe and ditch,
along Bald Hill Road be made and a report submitted as to its properi
or improper function and facilities . If changes are recommended
what costs are involved. i
3. That immediate steps be taken to temporarily improve Miller Street
from Adams Street to Jackson Street , by the City Street Department
by means of widening, gravel surfacing the widened part, allow
gravel walks , and necessary seal coating. Permanent improvement to
be made at such time as the property owners make the proper request
for same, or if and when it can be done under some Urban Renewal
Program.
4. That the Milk Inspector be relocated from his present location
to some suitable quarters as determined by the Mayor and City Engineer
5, That the request for "Asphalting with 2" asphalt" certain downtoon
.streets be estimated by the City Engineers Office and that said
estimate should consider all aspects of the improvement such as !
wedging, drainage, etc,
6. That an estimate be made by the City Engineers Office to make
.certain asphaltic and base improvements on Stadium Blvd. from
Southwest Blvd. to near Highway 54 South.
7 . That Mr, Charles Enloe, Street Commissioner, be elevated to the
step 3 pay scale as soon as his six month probationary period is up
which will end May 31, 1962.
8 . That the Street Department provide in the next years budget,
and if the budget will allow, to purchase the following pieces of
equipment based on competive bids:
a. Air Compressor
b. Spreader (Salt and Cinder)
c. New Roof for City Street Department Garage .
9 . That the Street Department buy one used 2 wheel trailer for
$48 .00 .
10 . That the City Council accept bids for immediate purchase of

That the Street Commissioner be allowed to increase his work-

12. That Mr. Fritz Lueckenhoff be notified to start the curb and

11between the new curb and gutter and the existing street edge."

offset any costs involved in preparing the plan and that said plan

Parking & On motion by Mr. Willcoxon, seconded by Mr. Watt, a request for
Traffic two-hour parking on the west side of the 500 block of Jefferson St .
Comm. was referred to the Parking and Traffic Commission.
Air On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the matter
Conditioning-of Air Conditioning the Council Chambers was referred to the Building
and Grounds Committee, which was given authority to request bids.
Metal On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the Street
Building. Committee and Clerk were given approval to request bids for the
purchase of a metal building for the Street Department .
Plumbing On motion by Mr. Butzer, seconded by Mr. Willcoxon, the council
Inspector. adopted a motion to the effect that the Plumbing Inspector is not '1
required to work six days a week with reference to inspections.
Sewer On motion by Mr. Butzer, seconded by Mr. Willcoxon, the council
Soil Test . approved a matter calling for a soil test at the time a building
permit is secured if the use of individual sewerage equipment is '
included.
Special On motion by Mr. Butzer, seconded by Mr. Burkhalter, the mayor
Committee. was authorized to appoint a committee of five-persons to make a study
of city reorganization within major council framework.
New Council On motion by Mr. Kliegel, seconded by Mr. Butzer, the committee-of-
Make-up. the-whole was instructed to study a matter calling for a six-member
city council, one from each ward, and one full-time council elected
at large, matter to be brought up following submission of the
redistricting report.
Prayer. On motion by Mr. Robinson, seconded by Mr. Willcoxon, the following '
resolution was adopted: "Whereas the basic foundation of this great
country of ours was based upon a profound belief in the need for
seeking divine guidance in the deliberations of the legislative
bodies of the nation and of the several states . Now, therefore, be
it resolved that all future meetings of the City Council be opened
with prayer."
Paving of On motion by Mr. Robinson , seconded by Mr. Scrivner, the following
East resolution was referred to the Street Committee: "Be it Resolved
Atchison St . by the City Council that East Atchison Street be completed between
Monroe Street and Jackson Street including a chat or crushed stone
surface at the expense of the city."
Street On motion by Mr. Robinson, seconded by Mr. Scrivner, the following
Cutting. resolution was adopted: "Be it resolved by the City Council that
hereafter when any person , firm or corporation desires to make a
cut across one of the city streets there shall be placed in escrow
with the city a sum of not less than one thousand dollars ($1,000.00)
which will be a guarantee that the street will be replaced to the
same standard as existed prior to the cutting thereof."
Full-time On motion by Mr. Robinson, seconded by Mr. Willcoxon, the following
Mayor and resolution was adopted: "Be it resolved by the City Council that a
Attorney. committee of five (5) councilmen, with the mayor as a member ex
officio be established to consider the possibility of a full-time
mayor and City Attorney and to report their findings thirty days
from the date of the adoption of this resolution ."
Inspection On motion by Mr. Robinson, seconded by Mr. Butzer, the following
resolution was adopted: "Be it resolved by the City Council that
all future construction projects be closely and carefully inspected
by a qualified employee of the City of Jefferson, Mo."

,; WHEREAS it is provided in such Act that contracts for financial aid,
. thereunder shall require that the Urban Renewal Plan for the
; respective project area be approved by the governing body of the
locality in which the project is situated and that such approval
include findings by the governing body that: (1) the financial aid
to be provided in the contract is necessary to enable the project
�' to be undertaken in accordance with the Urban Renewal Plan; (2)
,. the Urban Renewal Plan will afford maximum opportunity, consistent
with the sound needs of the locality as a whole, for the
rehabilitation or redevelopment of the urban renewal area by
;, private enterprise; (3) the Urban Renewal Plan conforms to a i}

WHEREAS the Housing Authority of the City of Jefferson (herein
called the "Local Public Agency) has entered into a planning contract
for financial assistance under such Act with the United States of
America, acting by and through the Housing and Home Finance
Administrator, pursuant to which Federal funds were provided for
the urban renewal project (herein called the "Project") identified
as Mo . R-18 and encompassing the area in the City of Jefferson,
State of Missouri, (herein called the "Locality") and described

Beginning at the intersection of the northwest line
of Jackson Street and the southwest line of the right-of-way of
United States Highway Route 50; thence southeasterly along the southeast line of
Clark Street; thence southwest along the southeast line of Clark Street
extended across Dunklin Street to its intersection with the southwest
line of Dunklin Street to its intersection with the southeast line
of Lafayette Street; thence southwest along the southeast line of
Lafayette Street extended to a point 70 feet southwest of the
southwest line of Atchison Street extended; thence northwest along
a line parallel to the southwest line of Atchison Street to a point
10 feet southeast of the southeast line of Lafayette Street ; thence
southwest along a line parallel to the southeast line of Lafayette Str
to a point 30 feet southwest of the southwest line of Franklin Street
extended; thence northwest along a line parallel to the southwest
line of Franklin Street extended to its intersection with the
northwest line of Jackson Street; thence northeast along the
northwest line of Jackson Street to the point of beginning.

WHEREAS Lincoln University is located near the Project area, and
the Development Program for Lincoln University has been approved
by the Board of Curators, the Housing Authority, the Planning and
Zoning Commission , and the City Council after public hearing; and
WHEREAS the Local Public Agency has applied for additional financial
assistance under such Act and proposes to enter into an additional
contract or contracts with the housing and Home Finance Agency for
the undertaking of, and for Braking available Additional financial
assistance for, the Project; and
WHEREAS the Local Public Agency has made detailed studies of the
location, physical condition of structures , land use, environmental
influences, and social, cultural, and economic conditions of the
Project area and has determined that the area is a slum, blighted,
deteriorated and deteriorating area, and that it is detrimental
and a menace to the safety, health, and welfare of the inhabitants
and users thereof and of the Locality at large, because of defective,
inadequate street - layout; unsanitary, unsafe conditions; deterior-
ation of site improvements; improper subdivision and obsolete platting
which together retard the provision of housing accommodation and
constitute an economic and social liability and a menace to the
public health, safety and welfare in its present: condition and use,
and the members of this Governing Body have been fully apprised by
the Local Public Agency, and are aware of these facts and conditions;
and
WHEREAS there has been prepared and referred to the City Council of
the Locality (herein called the "Governing Body") for review and
approval an Urban Renewal Plan for the Project area dated April 10,
1962, and consisting of 19 pages and 4 exhibits supported by the
following recommendations which are not a part of said Urban Renewal
Plan:
1. Letter of Approval of the City Planning and Zoning
Commission, indicating that Campus View Urban Renewal
Plan does not conflict with the general plan for the
development of the community as a whole.
2. Letter of Approval of Citizens Advisory Committee.

9 . That in order to implement and facilitate the effectuation of
the Urban Renewal Plan hereby approved it is found and determined
that certain official action must be taken by this Body with
reference, among other things, to changes in zoning, the vacating
,and removal of streets, alleys, and other public ways, the
iestablishment of new street patterns, the location and relocation
,of sewer and water mains and other public facilities, and other
public action, and, accordingly, this Body hereby: (a) pledges its
cooperation in helping to carry out such Urban Renewal Plan; (b)
:requests the various officials, departments, boards, and agencies
iof the Locality having administrative responsibi?.ities in the j
=premises likewise to cooperate to such end and to exercise their
tespective functions and powers in a manner consistent with said I
