Display. ! to rope off Madison Street north to Commercial Avenue for a display ;; of a replica of a Mercury Space Capsule between 9 a.m. , and 9 p.m. , � ;;July 10. On motion by Mr. Jobe, seconded by Mr. Butzer, the =;council voted to by-pass the Parking and Traffic Committee on this II ;!matter and to grant the request. }On motion by Mr. Cline, seconded by Mr. Willcoxon, a plat of :, Lincoln j'Lincoln Subdivision, formerly known as Dawson' s Brickyard, was ; Subdivision. referred to the Planning and Zoning Commission for approval. ! On motion by Mr. Burkhalter, seconded by Mr. Cline, the City Clerk Nangle . was authorized to issue a warrent to the Travelers Insurance Claim. 'Company with reference to a claim by John J. Street ltOn motion by Mr. Willcoxon, seconded by Mr. Robinson, the i Committee following report submitted by Mr. Willcoxon, chairman of the Report. ii Committee on Streets, Alleys and Sidewalks, was approved: "Honourable Mayor and City Council: ;± At the Street Committee meeting held on June 6, 1962 the following !; action was taken: iil. Instructed the City Clerk to purchase the air compressor and necessary air tools from Machinery Inc. at a cost, F.O.B. I Jefferson City, of $4,946.00 less any cash discount allowed. ; 2. Instructed the City Engineer to take the necessary action to have sidewalk installed "in the vicinity of Franklin Street and',' ii Swift' s Highway" through the use of the "Sidewalk Ordinance" . 13. Instructed the City Engineer to request the Highway Department !; Ij by letter, to install guard rails at the intersection of Schott1 l Rd. , one half mile wast of East City Limits at an abrupt turn1 i# (just off Expressway) . To date we have had no response from th# 11 Highway Department but the City Engineer and a representative !, of the Highway Department have field checked the condition and !� i will take whatever action possible . !i The above circumstances also exist regarding the street inter- f ij section marking for Schott Rd. and the Expressway. s4. This Committee recommends that the Plumbing Inspector be jt made responsible regarding the enforcement of the present iI street cut ordinance to the fullest extent of the law. With j ii this responsibility this Committee emphasizes that he must be present prior to any backfill and be present during backfill op�r ations . It is suggested that this procedure be used for a short period and if unsuccessfull, then further consideration will bey; given to the idea of a bond or cash escrow as previously discussed. ! , 5 . The matter of a driveway settlement at 310 Crest Drive was turned down since no positive conclusion can be made as to why , this driveway did settle and it was further felt that proper cot _ struction methods by the home builder would have possibly elim-;; inated this condition . i6 . It is recommended that the assistant parking meter maintenance it man be sent to the parking meter school for one week to learn j of the newest methods of meter maintenance and operation. ! 17 . This Committee, at the request of Mr. James Hunter and Mr. i Wallace Simpson, considered and studied a condition of truck i load limit on Southwest Blvd. ,just south of Highway 50 West ands after due consideration we recommended that within the area ad-if j� Jacent to Southwest Blvd. (approximately 1100 feet along South-I = west Blvd. from Highway 50 West) that is now zoned Commercial, Ei that the truck load limit be lifted and the City Attorney to I draw up the necessary Ordinance to this effect." Building & � On motion by Mr. Willcoxon, seconded by Mr. Butzer, an oral report Grounds . entered by Mr. Riner, chairman of the Committee on Building and S Grounds, that renovation of work in the City Hall in the Mayor, t Collectors office, etc. , was awarded to G.L. Alberts at $6, 164; and ; Air Conditioning of the third floor of the City Hall to the Woodman;} ;. Engineering Co. at $5,087 .00, was approved. z! 3 r114 Regular Meeting, June 18, 1962 On motion by Mr. Riner, seconded by Mr. Cline, purchase of a siren I Police Bd. to replace one in Police Car No. 12 that was involved in an Report. iaccident, for a difference of $134.00, was approved in accordance �! with a report submitted by Mr. Scrivner, Chairman of the Police Board. �) The following report was submitted by Mr. Cline, acting chairman j Parking & of the Parking and Traffic Commission: I Traffic "Meeting held at the Jefferson City Police Department on Monday Commission evening, June 11, 1962. Report. This Commission recommends the following: 1. Request that a two-hour parking limit sign be designated on the West side of the 500 block of Jefferson Street, be deferred for 30 days pending further study. 2. It is recommended that the Parking & Traffic Commission should be composed of representatives of the five Wards, the Engineers' Office the Police Department, and the organization of the same should be functional and all recommendations consistent and expeditious . Employed to perfect its own organization, rules and procedures. 3. It is recommended that a study of parking restriction on one si Hof Fairmount Blvd. be considered as to whether same shall be removed. A. It is recommended that an ordinance be passed giving two stalls f f approximately 40 feet be provided for the Missouri Hotel for taxi stands . 5. It is recommended that all cab companies in the city be notifie Eby the Chief of Police that this committee and the council have made several concessions in their behalf and that we have been informed that some cab drivers are not observing city ordinances relative to double parking, etc. , and if this abuse is not curtailed lit will be necessary that traffic ordinances be strictly enforced. I� 116 . it is recommended that the Council approve the extension of 1"the bus stop stand to 20 foot on the corner of Broadway and High l� ,on the West side. 17 . It is recommended that Lieutenant Lawrence Patton contact Mr. Dunn, at State Capitol concerning the possibility of t' construction a yield right of way sign at the corner of Capitol and Broadway and report to the Committee his findings . � 8 . It is recommended that the Council instruct the City Attorney to check with the Highway Department relative to whether it is possible to change the signs on the Clark Avenue approach to the Expressway from stop to yield right of way. 9 . It is recommended that an ordinance be passed prohibiting parking on the Northeast side of the 600 and 700 block of Delaware i Street. 10 . It is recommended that the ordinance concerning through truck ( traffic on Southwest Blvd. be amended to make an exception of (I local delivery. 11. It is recommended that a yield right of way sign be approved ' for the corner of Oakview and Ridgeway. Right of way to be given !Ito through traffic on Ridgeway. 1112. It is recommended that Council instruct City Attorney to formulate a jaywalking ordinance that is consitent with cities of like size as a safety measure. 13. It is recommended that the City Clerk furnish as soon as ' possible a copy of all recommendations and ordinances passed Ilrelative to parking and traffic to the Police Department . 114. It is recommended that the curb in the 200 block of Adams St. ; be reconstructed as it is considered a hazard. 1i '115. It is recommended that the City Attorney be vigorous in the f� prosecution of traffic offenses ." Ion motion by Mr. Willcoxon, seconded by Mr. Burkhalter, the report was approved with the exception of items 12 and 14 which were ; ordered held over for further study. Regular Meeting, June 18, 1962 Finance On motion by Mr. Will.coxon, seconded by Mr. Jobe , the May financial ' Report. report prepared and read by the clerk showing a total balance of $540, 230 .99 was approved. Monroe St . Mr. Butzer called attention to a dangerous condition on Monroe Wall . Street near Dunklin Street as a result of a leaning wall . Annexation. On motion by Mr. Robinson, seconded by Mr. Cline the matter of !I annexation was referred to the Committee-of-the-Whole, which by j motion was empowered to employ such council and advise to arrive at,,!: a procedure for annexation . I Virginia St . ': At the request of Mr. Watt, the City Engineer was instructed to ;: check into a matter of curb and guttering in the vicinity of Virginia Street between Highway 50 West and St . Mary' s Blvd. Parking On motion by Mr. Riner, seconded by Mr. Willcoxon, the Parking and Facility. Traffic Commission was empowered to act on all phases with reference to the operation of the new off-street parking facility. Budget On motion by Mr. Willcoxon, seconded by Mr. Butzer, the following Committee . Committee on Budgeting was appointed and approved: Dave C. Jobe, Edward J. Kliegel, J. George Robinson, Harold B. Baker, Jr. , and Edward L. Cole. Schott Road On motion by Mr. Burkhalter, seconded by Mr. Willcoxon, a resolution name Change . providing for the name of a portion of Schott Road be changed to Expressview Drive was approved. 7236 The following ordinance was introduced: i P king & 7236/ "An Ordinance of the City of Jefferson, Mo. , repealing Ord- Traffic inance No. 7217 of said city relating to the Parking and Traffic 4 Commission Commission, and enacting a new ordinance pertaining to the same 4 subject." Following the introduced the Ordinance was ordered held up for further action and that all members of the council be furnished with a copy before the next meeting. 7237 The following ordinance was introduced: Cherry at 7237/ "An Ordinance of the City of Jefferson , Mo. , regulating the Miller operation of motor vehicles within said city and providing a Yield Right penalty for violation thereof:" ! of Way. Read first time at length, second time by title and on motion by Mr. Willcoxon, seconded by Mr. Jobe, the rules were suspended and the ordinance was read the third time and placed on final passage and was passed by the following vote: Ayes: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner, Robinson, ] Watt, and Willcoxon. Nays: None . j Absent; Scrivner. 7238 The following ordinance was introduced: i Loading Zone 7238/ "An ordinance repealing subsection (30) of Sec. 71 of the Re} Main Street vised Ordinances of the City of Jefferson, Mo. , establishing a near Bolivar. "Loading Zone" for motor vehicles on the north side of Main Street i between points located 75 feet and 115 feet east of the east curb of Bolivar Street ." Read first time at length, second time by title and on motion by Mr. Willcoxon, seconded by Mr. Jobe, the rules we a suspended and I the ordinance was read the third time and placed or final passage and was passed by the following vote: + Ayes: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner, Robinson. , Watt and Willcoxon . Absent: Scrivner. il.G Regular Meeting, June 18, 1962 The following ordinance was introduced: 7239 7239/ "An Ordinance repealing Ordinance No . 6770 of the City of Load Limi Jefferson , Mo. , restricting the weight of motor vehicles being on operated on Southwest Blvd. , and Stadium Dr. , in said city providin8 Stadium al , for the issuance of overweight permits and providing a penalty, Southwest. and enacting a new ordinance relating to the same subject." Read first time at length, second time by title and on motion by Mr. Willcoxon, seconded by Mr. Robinson, the rules were suspended 'and the ordinance was read the third time and placed on final passage and was passed by the following vote: Ayes: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner, Robinson, Watt and Willcoxon. Nay. None. Absent: Scrivner. The following ordinance was introduced: 1240 7240/ "An Ordinance repealing Sections 579 and 580 of the Revised Bank Ordinances of the City of Jefferson, Mo. , (being sections 1 and 2 Licenses . of article 11 of Ord. No. 2749 of said city) relating to the licenses for banks within the City of Jefferson, Mo. , and enacting a new ordinance pertaining to the same subjtect." Read first time at length, second time by title and on motion by Mr. Willcoxon, seconded by Mr. Riner, the rules were suspended and the ordinance was read the third time and placed on final passage and was defeated by the following vote: Ayes: Jobe, Robinson, Watt and Willcoxon. Nays: Butzer, Cline, Kliegel and Riner. Abstaining; Burkhalter. Absent: Scrivner. On motion duly made and seconded, the council voted to recess Recess. subject to the call of the chair.
