The Street Committee met this date (July 6, 1962) with a quorum present and recommends the following: 1. That the Street Depart- ment purchase an asphalt storage tank and receive bids on the purchase of asphaltic oil and other items involved with the storage tank and asphalt oil; 2. That the Street Commissioner be allowed to hire clerical help at the rate of $1.50 per hour for Itwo days per week. The above subject to change depending on i! l;conditions and needs as they develop within the street department . On motion by Mr. Willcoxon , seconded by Mr . Scrivner. , the council Finance ;adopted a recommendation approved by the finance committee calling f! It is recommended that a special fund be set up called the I Off-Street Parking Fund within the general revenue fund - I, Cline and Scrivner ; 112. It is recommended that 10�- an hour be charged between hours of 1� 1i 6:00 a.m. to 10:00 p.m. On motion of Mr. Scrivner, seconded by Mr. Willcoxon , this item was amended to read "That 10� per i! R hour be charged around the clock." 13 . It is recommended that $1. 25 overnight rate be established !` starting at 5 p .m. , and ending at 9 :00 a.m. Any time over 1� 9:00 a.m. will be charged 10G per hour in addition to $1 . 25 { �+ overnight rate. It is recommended that reserved parking be allowed on a month to month basis at the rate of $12.UU per month subject to can �3 cellation by giving a 30 day notice . Shifts will be from 6:00 to 2: UU ; 2:UU to 10: UU, and from �! 10 :00 to 6:00 . - Willcoxon and Butzer . 2. It is recommended that the chairman of this coimnittee interview': the four candidates determined by this committee to be eligible , from applications received and if these candidates are satis- factory , the chairman is authorized to hire same with committee s approval. 'Thereafter they shall be subject to the control of � i the Mayor' s office . i j ; 1st shift , James D. Hamacher; 2nd shift , Donald Grace ; II i 3rd shift , Henry Andrew (Mickey) Dunnavant ; and Relief{ ji man, Paul Feind. - Willcoxon and Riner . '13. It is recommended that their monthly salary be set at $280 .00 �I per month, and that they shall be provided with a suitable (I uniform with no expense to the employee. The relief man shall I ij be paid at the rate of $1 . 25 per hour and relief shift to in- �j clude two 8-hour shifts on Sunday. Willcoxon and Riner. ?j4. All receipts be checked in with the City Collector daily, and j special account be set up for Off-Street Parking. I Scrivner and Willcoxon . 5 . It is recommended that uniforms be furnished attendants through; +' a rental service. These uniforms are to have the appropriate j lettering on the backs of the shirts , etc . Willcoxon and Scrivner. On Street Parking ! 1. Eliminate parking on the east side of the 200 block of Madison 1 Street from Alley (Commercial Avenue) north to Capitol Avenue. Riner and Willcoxon. 2 . It is recommended that no left turn South from exit from Garage during the hours of 7:0U to 9:UU, ll:U0 to 1:00 , and j; from 4: 30 to 5: 30 . (This is to afford a traffic lane to facilitate the flow of traffic leaving the garage during the I rush hours . On motion of Mr . Watt , seconded by Mr. Riner, the recommendation was amended to read all hours instead of specific hours . On motion by Mr . Riner, seconded by Mr . Willcoxon , the recommendation was approved. 3 . It is recommended that when the Municipal Parking Garage is j opened, the following shall prevail: a. 1U� for 30 minutes with a 60 minute limit: 200 and 300 block of Madison And on High Street between Washington and Monroe . b. 5,� for 30 minutes , with 60-minute limit: 200 and 30U block of Monroe and Jefferson with the exception of the zone on Jefferson between Capitol and Commercial on the east side, which shall remain at a 30-minute limit . ,, The following substitute recommendation was offered by the > commission following discussion of item three above: The Parking and Traffic Commission recommends that Parking i meters be located on all appropriate areas of High Street i; from Adams to Washington Street ; Capitol Avenue from Adams Street to the State property line ; all of the two and three hundred blocks of Jefferson and Munroe ; and the 1, 2, and 3 ?i hundred blocks of Madison, all of the 200 block of Adams and the East side of the 30U block of Adams and each such meter !; shall be 3U minutes for five cents with a maximum of j lU cents ; and that two hour limit meters at the rate of 10�- 4 for the two hours be installed in the 40U , 50U , and 6UU i; blocks of East High Street ; and that all angle parking t in the above areas be eliminated with the exception of the 3UU block of Adams Streets . j The amended recommendation was adopted on motion by Mr. Butzer seconded by Mr . Willcoxon , while Mr . Willcoxon made the motion seconded by Mr . Jobe , the late wife of Mr. Dave C. Jobe, a member of the City Council , the official governing. body of the City of Jefferson , Missouri , and, WHEREAS , her devotion to her husband was a valuable asset to him ;! 1 in the performance of official duty in rendering unfalter4 ing service to the people of this community, and, If j WHEREAS, her association , companionship and understanding was a 1 constant source of inspiration for her husband in his E daily routine, both as a public servant and community �! leader, and, Ii WHEREAS, her passing will be felt, not only among her relatives, 1! 1 friends, associates, and neighbors , but throughout the r, 1i entire community.
