Present: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner, Robinson, Scrivner, Watt and Willcoxon . 10 Absent: None. 0 i A quorum was declared present . Prayer. The meeting was opened with prayer offered by Mr. Robinson . Minutes. On motion offered by Mr. Robinson , seconded by Mr . Willcoxon, that portion of the minutes of the last regular meeting conducted July 23, 1962, referring to a drainage problem presented by James N. Nichols , 1300 Moreland Ave. , was amended to include a provision that the City Engineer lend assistance and possible recommendation to the Street Committee on the matter. On motion by Mr. Robinson, seconded by Mr. Willcoxon , the minutes as amended, were then approved. Taxi Cab On motion by Mr. Robinson, seconded by Mr. Cline, a complaint Complaint . registered by Mrs . W. 0. Nagel, concerning conditions of cab drivers , rates, and equipment safety, was ordered referred to the I Police Board. i Spot-Zoning On motion by Mr. Robinson, seconded by Mr. Scrivner, a written Request. request addressed to Mr. Robinson, seeking information on the I possibility of Spot-Zoning a residence at 905 Moreau Dr . to includeI the installation of a beauty shop in a residence was referred to Mr. Robinson . Planning Mr. Robinson at this point offered a motion requesting the City & Zoning Attorney to draft an ordinance designed to change the make-up Comm. of the Planning and Zoning Commission . The motion was withdrawn when another member of the council informed Mr. Robinson that a motion on this matter is not necessary inasmuch as a member of the council is empowered to request and sponsor the introduction of an ordinance at any time. Mr . Robinson then requested to City Attorney to draft an Ordinance designed to repeal the existing ordin- ance with reference to the make-up of the Planning and Zoning Commission and providing that the new membership include one council, member from each of the five wards , along with the City Engineer, and the Street Commissioner. Rate Charge On motion by Mr. Robinson, seconded by Mr. Burkhalter, a written at Parking communication entered by the Conventions and Visitor' s Garage. Committee of the Jefferson City Chamber of Commerce, suggesting that a rate of $1.5U be charged for 24 hours parking at the Municipal Parking Garage and that a special rate for overnight parking and weekend parking including Saturdays and Sundays be . set by the City Council, was ordered referred to the Parking and Traffic Commission for study. 'Fire Dept . On motion by Mr. Willcoxon, seconded by Mr. Cline, the Fire Chief's Appointments . appointment of Robert P. Eveler as a member of the Fire Department to be effective after approval by the City Council, was approved. On motion by Mr. Willcoxon, seconded by Mr . Riner, the Fire Chief' s appointment. of John William Pfenenger as a member of the Fire Department to be effective after approval by the City Council was approved. Engineer On motion by Mr. Robinson, seconded by Mr. Watt, the Mayor' s D tsman appointment of Charles McCoy Davis, as a draftsman in the office of Appointment. the City Engineer, as recommended by the City Engineer, was held up and ordered to "lay on the table." A roll call vote was then ordered on motion by Mr . Burkhalter, seconded by Mr. Riner. Scheper's i;of Elmer Schepers for the position of Sergeant, Police Department, ` Promotion . ;;created by Ordinance No. 7258, adopted July 24, 1962, effective Aug. 1, 1962, was approved. On motion by Mr. Willcoxon, seconded by Mr. Robinson, the council ; Street 'adopted a motion calling for the recall of a resolution adopted Maintenance ;July 23, 1962, with reference to accomplishing future maintenance ;; Resolution. 'work by contract, and, further, that the Street Department of this ;;city be empowered to perform normal maintenance functions, as '.recommended by the Street Committee. On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the council . Water Lin 'voted to pay the cost of lowering four water lines and for the ;; Miller St ;connections to meter boxes on East Miller Street between Jackson Street and the Simonsen High School Parking Lot . On motion by Mr. Willcoxon, seconded by Mr. Cline, the council California iadopted a motion to grade and gravel a short section of California '` St . Grading. ;Street between Hough Park Rd. and St . Paul Street next fall. 'On motion by Mr. Jobe, seconded by Mr. Scrivner, the Accounts and '' Accounts & :Claims for the Month of July as recommended paid by the Committee Claims . ,'were approved. The following report was presented to the Council by Mr. Burkhalter Fire Wardens ;;chairman of the Board of Fire Wardens: Report . ;; 'Report of Meeting of Board of Fire Wardens , July 30, 1962. The Board approved the recommendation of Fire Chief Sullivan that ''Robert P. Eveler and John William Pfenenger be employed as Uiremen for a six-month probationary period. IlThe Board reaffirmed the following policy matters: A. That applicants for the ,job of firemen be between the ages of 21 and 31, and married. B. That City fire equipment answer no calls beyond three miles from the city limits , and within this area only at the discretion of the Fire Chief. IlThe Board recommends consideration of changes in city ordinances g Y 1affecting: A. Routing of gasoline trucks through the City. �� B. Burning of trash within the city limits . ' ;The board recommends that the chief be authorized to purchase one r(1) used duplicating machine for $125 .00 and to advertise for bids don new television sets for the two stations. :The board further recommends that the retirement ordinance be ''changed to require compulsory retirement at age 65 for all fire department personnel, and that such change be made effective gyp} �a7 Regular Meeting, August 6, 1962 1iDecember 31, 1962." Mr. Burkhalter, moved the adoption of the report and it was I seconded by Mr. Riner, but following discussion, the motion and the second were withdrawn and the report was taken up by items . On motion by Mr. Burkhalter, seconded by Mr. Scrivner, the item with reference to hiring policy was approved. With reference to answering fire alarms outside the city limits, the report changed to delete the phrase "Beyond three miles from" ;.and the phrase "and within this area only at the discretion of the i , fire chief." The motion was offered by Mr. Robinson, seconded by Mr. Scrivner, if -and a roll call vote called. � The recommendation was adopted by the following vote: ,Ayes: Butzer, Cline, Riner, Robinson, Scrivner. 5 Nay: Kliegel. 1 i . Abstaining: Burkhalter, Jobe, Watt and Willcoxon . 4 On motion by Mr. Willcoxon , seconded by Mr. Cline, the City Attorney; was instructed to prepare the ordinances necessary to re-route ' ;'gasoline trucks through the city and the burning of trash within thi, :. city limits . ' On motion by Mr. Willcoxon, seconded by Mr . Burkhalter, the Fire Chief was authorized to prepare specifications in order for the clerk to advertise for the purchase of two television sets, and the chief was authorized to purchase the duplicating machine as :: outlined in the report . `'' On motion by Mr. Willcoxon, seconded by Mr. Cline, the final item of the report with reference to compulsory retirement at age 65 1 was approved. Planning & On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the following ;! Z ing report submitted by the Planning and Zoning Commission was approved:; Report . "The Jefferson City Planning and Zoning Commission in official meeting July 25, 1962, recommend to the Mayor and City Council members that they approve the following action taken by the Commission at this meeting. f (1) The approval of the Plat of Part 2, of Westwood Subdivision submitted by Sheldon Gentry. (2) That the City issue special permit for building used by the City of Jefferson Street Department between Cherry Street and Chestnut Street . (3) It is the recommendation of this conunission that Lincoln Subdivision be rezoned from "E" to "A-211 , except lots 1-2-3-4 and 45 to remain in "F" District Zone. At a special meeting of this commission held July 20, 19620 the ! approval of the plat of Lincoln Subdivision was recommended to the City Council by this commission ." Finance On motion by Mr. Jobe, seconded by Mr. Willcoxon, the monthly Report . financial report for the month of July, prepared and read by the Clerk showing a total balance of $666.227 .92 as of July 26, 19620 was approved. i Greater On motion by Mr. Willcoxon, seconded by Mr. Cline, the Mayor was i Jefferson authorized to recreate the Greater Jefferson City Committee. City On motion by Mr. Robinson, seconded by Mr. Cline, the Mayor' s Committee. appointment of Col. John G. Christy to serve as chairman of the executive committee of the Greater Jefferson City Committee was also approved. Parking & While Mr. Cline, acting chairman of the Parking and Traffic Traffic Commission had no formal committee report to submit, he announced Commission that the new group has accomplished an organization as follows: Chairman, Mr. Cline; vice chairman, Mr. Watt ; and Secretary, Mr. Burkhalter. lv� Regular Meeting, August 6, 1962 'On motion by Mr. Robinson, seconded by Mr. Willcoxon, the Street ; City Garage Commissioner was authorized to proceed with the submission of Roof. ;plans for bids to re-roof the City Garage. ,,On motion by Mr. Burkhalter, seconded by Mr. Robinson, the City ; City Atty. i*torney was authorized to employ an acting City Attorney to serve "during his absense on vacation . Resolution . of constructing sewer consisting of 305.81 feet of eight-inch i;C. I.P. , a waste stabilization lagoon having a water sufrace area '!of 1,764 sq. feet to serve two houses on Ellis Boulevard between Tanner Bridge Road and Hough Park Road, be and is hereby approved jj -as the council finds that said work was done according to plans and specifications . :Following a lengthy discussion on the matter led by Mr. Robinson, ;;the council adopted a motion offered by Mr. Butzer, and seconded by Mr. Cline, to table the matter. ;The following motion was offered by Mr. Watt, seconded by Mr. Civil :Willcoxon: The matter of a warning system for the Civil Defense i: Defense '.program as outlined by the director is accepted as the consensus Warning ,`of opinion of the City Council of this city. It is recommended ; System. dthat final action of this matter be held in abatement for final 'action until outstanding civil suits now pending against the city ,;are cleared and the money becomes available. An amendment was offered by Mr. Robinson, seconded by Mr. Cline, .to the affect that when and if the Civil Defense Director presents "the matter with complete recommendations for all phases of Civil °Defense, then the council would consider the purchase of a warning ;;system and all other pertinent phases . :,The matter was then adopted by voice vote. .The following ordinance was introduced: 7273 7273/ "An Ordinance to appropriate money for the month of July, Appropriation 4962."
