On motion by Mr. Willcoxon, seconded by Mr. Jobe, the minutes of the,' Minutes .
August 20, meeting, August 21 meeting and August 27 meeting were
approved.
Mayor Whaley proceeded to introduce a group of women in attendance �i Visitors .
as representatives of the Jefferson City Business and Professional
Women' s Club. The mayor briefly oriented the club members relative
'to meeting procedures and specifically introduced Mrs. Norma H.
Rumer, 1403 Major Dr. , Club president.
On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, a letter Bloodmobile
.addressed to the City Council and signed by Postmaster William C. , Parking
;:Blair, chairman of the Cole County Blood Committee, thanking ;` Thanks .
,various city officials for making parking space available during
.a visit of the Bloodmobile Unit, was received and filed.

!On motion by Mr. Scrivner, seconded by Mr. Riner, the council also
;approved an airport committee recommendation that 64 acres of farm
land be rented to Norman Baumhoer, at $18 .30 per acre effective
October 16, 1962 and ending October 15, 1964, at the same time a
;;previous agreement on other rental property expires .

Comm. Electric Lights , was approved: The Committee on Water, Gas and

following 1000 Lumen lights in accordance with agreement with the
Missouri Power and Light Company: Clark and Elm Streets ; Clark and
Miller Streets; Broadway and Miller Streets; Mulberry and Miller
Streets ; and, Walnut and Miller Streets .

to study and prepare plans and specifications for the renovation of
the City Hall' s heating system." The Committee further recommends ,!
' that plans and specifications for the renovation of the electrical i
system of the City maintenance garage be prepared and the City Cleri

Accounts & Following a discussion concerning the payment of bills in the amouni
Claims . of $20,231.73, $443.57, $342. 14; and $957 .59 to Cure-Linhardt
Construction Co. , for final payment due contractor and three
change orders, the bills were ordered held up and set aside until
the matter can be approved in writing by the Architectural Firm
on motion by Mr. Cline, seconded by Mr. Butzer.
;: On motion by Mr. Robinson, seconded by Mr. Jobe, the Accounts and
Claims submitted for the month of August, including a bill for
$7,803. 74 for renovation at the City Hall, and $1, 131. 19 for work
at Police Headquarters, were approved. i
Police Bd. On motion by Mr. Scrivner, seconded by Mr. Cline, the council approve
a report, as follows, which was submitted by Mr. Scrivner, chairman
of the Police Board, as recommended by the Chief of Police: "Please
accept my recommendation for approval asking for bids on new police `;
units to replace Cars No. 11 and 15. Also, wish approval to ask
for bids on new motorcycle three wheeler, approved by the City
Council, in the Budget of the Police Department, for the fiscal
year of 1962-1963. Specifications for units when approved may
be obtained at the headquarters of the Jefferson City Police Dept .
Council On motion by Mr. Willcoxon , seconded by Mr. Riner, the next meeting ;
Meeting Date. date for the City Council was set for September 24, 1962.
Ellis Drive Mr. Willcoxon offered a motion requested that permision be granted
and Rosewood a property owner identified as Mr. Gemeinhardt to fill in a corner of
fill. city right of way property at the corner of Ellis Drive and Rosewood
Drive at no expense to the city so that the owner could sow the ploC
in question in grass and care for it accordingly in order to create
a more sightly condition. At the request of Mr. Robinson , the
matter was held up for his personal study, and the motion died for
the lack of a second.
Board of The following report , submitted by Mr. Burkhalter, chairman of the ;
Fire Wardens. Board of Fire Wardens, was approved on motion by Mr. Jobe, seconded"

Mr. Willcoxon: Minutes of meeting of Board of Fire Wardens held at
West End Fire Station on August 28 , 1962, at 7: 30 p.m. Present:
Chief Sullivan and Councilmen Willcoxon, Watt, and Burkhalter. Chief
Sullivan submitted the name of Paul Theodore Brandt for fireman on
a six month trial basis effective immediately upon approval by the
council, stating that the applicant had passed preliminary tests
and met other qualifications . The Board accepted the recommendation
of Chief Sullivan .
Bids on TV sets for two stations were considered. Upon motion by Mr.
Willcoxon, seconded by Mr. Watt and passed, the purchase of the
Zenith Model K2717W from Burnett Radio and Television Service,
330 Bolivar St. , Jefferson City, Mo. , was authorized subject to a
trial period of satisfactory operation . At the request of Chief

Sullivan, he was authorized to contact fire equipment companies for

,,"Meeting held August 21, 1962, at 7: 30 . Those present were Dave ;' Report .
Jobe, Vernon Burkhalter, Forrest Scrivner, C. A. Watt, LeRoy Henry,
Sgt. Richard Duncan and Donald V. Cline.
,The Parking and Traffic Commission met as scheduled and all members
were present. The following items were discussed and specific ;
recommendations were made.
1. That a stop sign be erected at the corner of Clay and Cliff.
Sign is to affect west bound traffic on Cliff.
2. The request for Off Street Parking submitted by Oscar W. Smith,
1432 Clark Avenue, be disapproved for the following reasons:
a. This area is in line of anticipated side walk extension.
b. The area would barely accommodate three cars and
construction of same on the apron of Expressway would not
enhance the beauty of the Expressway. '
3. It is recommended that parking meter plates be ordered in
sufficient number to accommodate the meters in the downtown area. j
This change being necessitated by recent ordinance change. Meters
,shall be inscribed denoting 51� for 30 minutes. Limit one hour and
the prevailing enforcement time.
4. It is recommended that a four way stop sign at Ellis and !j
Tanner Bridge be given further study before any action should be
taken .
15. It is recommended that the speed limit on Ellis Boulevard be
11set at 40 MPH between the special roads district through Highway 54.x1
'Signs to be established within the city limits . 11
j�6. Recommended that sign appearing on the corner of Madison and
(Capitol be changed from "City Garage" to "Municipal Parking", ;
Unasmuch as this has created some confusion. i
(7 . It is the Commission' s feeling that the overnight parking rate
;�of $2.40 should be maintained at present . This can be ?�
;!reconsidered at a later date.
i#8 . The possibility of renting out 30 more parking spaces was
discussed. It was the feeling of the Commission that there should
11be no further rentals at this particular time. At least until we
11are able to determine the maximum use of short term off street
;parking.
9 . Commission approves the purchase of an oscillating fan to be i1
!used in the attendants booth at the Municipal Parking facility.
� 10 . Representative of the Rockwell Industries, manufactures of
{parking meters, presented a proposal for time purchase of
,approximately 20U double headed parking meters. This proposal is
Ito be considered further by the Commission. Recommendations made
at a later date. {�
Ul. Commission recommends that $10 .00 a month uniform allowance
be granted to the attendants of the parking lot conditioned on
+their providing identical uniforms and their keeping them in a neat ,!
and presentable condition at all times. That uniform service be cur -
1lailed as soon as possible.
(Foregoing are the recommendations of the majority of members of thisil
Commission.

11. Request for a stop sign to be placed at Miller and Cherry
1�effecting North and South bound traffic on Cherry Street, should be
11disapproved inasmuch as present "Yield Right Away" seems adequate.
112. Commission studies feasibility of purchasing parking stamps to
jibe sold to local merchants set aside until such time there seems to
11be a desire on the part of the downtown merchants to demand same.

j3. Commission suggests that an ordinance be drawn up prohibiting <

2:00 to 6: 00 a.m. in order to facilitate street sweeping and snow
clearance and to encourage use of parking lot for overnight parking,"
It is believed that this would be advantageous during the winter
months when snow must be removed from the uptown area. (To affect
one hour maximum metered zone . )
4 . It is recommended that an ordinance be drawn to facilitate
enforcement of traffic stops, specifically the new stop lines at
major cross walks, school crossings , which have recently been
painted.
5 . It is recommended that the Street Department erect a sign
denoting "Cab Sign" in fron qof the Missouri Hotel, which will be i
consistent with a previous ordinance and curb cut recently made.
6. It is the recommendation of the Commission that a traffic
, study be made by the Traffic Division of the Police Department
relative to the proposed request for "No Thru Truck Traffic" on
Hough Park Road and Greenberry Road in conjunction with this,
signs were to be erected at the intersection of Hough Park Road
: and Dixon, and Greenberry Road and Hough Park Road.
7 . It is recommended that the Street Department erect a 20 mile
speed zone sign at intersection of Isom and Hough Park Road.
- 8 . It is recommended that the City request the Highway Department
to erect a sign on the Expressway indicating the Expressview Drive l
ramp. (turnoff)
9 . Commission has considered possibility of limiting traffic to
one way on St . Marys Boulevard. It was first thought it should be
restricted to West bound traffic, however, it was brought to the
attention of the Commission that this would not be advantageous, ;

due to the accessibility of people residing there having a problem
entering traffic on Highway 50 South as well as the fact that
parking would have to remain on South side of street, therefore, an
easterly direction would better facilitate matters. Inasmuch as we 't
have had several objections to this change, it is fete that the
traffic division of the Police Department should make a traffic
study to determine the advantage or disadvantage and it is
recommended that same should be made in the very near future.
10 . It is recommended that Police powers be given to parking
attendants at Municipal Parking Garage . Powers to be limited to
the garage premises ."
Weeds . At the request of Mi . Scrivner, a matter concerning weeds on ;
property east of 1 09 E. High St . , was referred to the Chief of
Police.
Airport On motion by Mr. Willcoxon, seconded by Mr. Cline, the clerk was
Contract bids instructed to notify all bidders on the Airport project of the
successful bid.

Oiling of On motion by Mr. Cline, seconded by Mr. Jobe a petition signed by
Alley off seven property owners requesting that the alley of the 500 block of
W. High St . rear West High Street be widened where appropriate and be oiled to
lessen the amount of dust to prevent further washouts and add to
the beauty of the city, was ordered referred to the Street
Committee.
Ridgeway At the request of Mr. Cline, a matter requesting that the 100 block ,
Repair. of South Ridgeway Drive be repaired where the slab has buckled was
ordered referred to the Street Committee.
Street At the request of Mr. Butzer, a matter of patching in the area of
Patching. the 700 block of West High, rear, Clay, McCarty and Bolivar Streets:
was referred to the Street Department. Mr. Butzer also requested
that an investigation be made with reference to a pavement drop
in the area of Hillsdale and Oakview Drives. Mr. Butzer also
requested the Street Committee to study a matter concerning the
changing of the grade on the north side of Hillsdale drive at
• Oakview. Mr. Butzer also called attention to weeds on the north side
of Crest Drive west of Livingston Drive.

At the request of Mr. Watt the matter concerning the removal of a !; Tree
i1tree on State Highway property at the corner of Beck Street and ;; Removal
lHighway 50 West was referred to the Street Commissioner to request jj

lannexed as much as twelve or more years ago, which have not yet
t,been made available all municipal services and yet have paid city
