Street On motion by Mr . Willcoxon, seconded by Mr. Scrivner, the following I Committee . report submitted by Mr. Willcoxon , chairman of the Committee on r Streets, Alleys and sidewalks, was approved: 'The committee recommends that the alley of the 50U block of rear West High Street be widened where appropriate and oiled by the Street Department . Recommend that the Street Department repair the 100 block of South Ridgeway Drive in sections where the slab has buckled. ."With reference to a pavement drop in the area of Hillsdale and Oakview Drives, the committee recommends work to be done by the Street Department ." Water and On motion by Mr . Scrivener, seconded by Mr. Kliegel, the following ,Light report submitted by Mi . Watt , chairman of the committee on water Committee.gas and electric lights , was approved. "Move the street light at 1014 and 1200 St . Mary' s Boulevard to locations across the street . Install two (2) new 2,5UU luman lights in the 700 and 800 blocks of Swift ' s Highway, in a location as recommended by the Missouri Power & Light Co." Fire Wardens .On motion by Mr . Burkhalter, seconded by Mr . Cline, a request submitted by the Fire Chief and approved by the Board of Fire Wardens, to request bids for an Emerson Resusitator and Inhalator, was approved. Parking and On motion by Mr . Cline, seconded by Mr. Willcoxon , the following Traffic report submitted by Mr . Cline, chairman of the Parking and Traffic Commission Commission, was approved: Report . "Meeting held on September 12, 1962. Those in attendance were: C.A. (Buck) Watt ; Forrest Scrivner; LeRoy Henry; Sgt . Duncan ; Lieut . Patton; and Donald V. Cline. The following recommendations and requests were made: 1. That the problem of an abrupt steep grade at the intersection of Binder and Hillsdale be referred to the Street Committee for corrective solution. However, it is recommended that a sign be erected on Binder approaching Hillsdale from the North and from the West indicating "Caution--Dip." 2. That the West curb of Armory Drive extending from St . Marys Boulevard North for approximately 72 ft . be designated as a "No Parking Zone ;" this will facilitate maneuverability (bus) while loading and unloading school children at Southwest School. 3. That the requ$t for the establishment of cross walks between Madison and Munroe and between Jefferson and Madison be denied. 4. That a stop sign be erected on Union Street before entering Jackson Street. This will be a safety factor and facilitate the handling of traffic to and from the Public School Stadium. 5 . That Section #2, paragraph A, subparagraphs (e) , (h) , and (i) of Ordinance #7263 be revised to provide parallel parking as recommended by the Commission and approved by the Council. .156 Regular Meeting, September 24, 1962 That the request of the Downtown Business Men ' s Association to rgnt the !Municipal Parking Garage on Friday nights from 6:00 till 9: 30 p.m. i; ;'for approximately $20 .00 be denied. It is the Commission' s ;!contention that this would set precidents relative to individual ;!groups wanting to rent these facilities, and, thus, it would be ,defeating the purpose of providing public parking per se. The I� liCommission appreciates the interest of the Downtown Business Men' s ;Association, and their endeavor to promote the use of this facility. 117 . The Commission has established that a regular monthly meeting � is to be held on the first Tuesday after the first Monday at 7: 30 p .m. It is the Commission's contention that this will !i expedite the handling of all matters referred by the Council. It is recommended that all fiscal matters, especially the accounting, billing, and collection of monies, relative to the Municipal Parking Garage, be vested in the Collectors Office. I1Heretofore the City Clerks Office and the Collectors Office have Iiboth handled same, however, since the final accounting rest in the j ( Collectors Office, this would, in the opinion of the Commission, ! ,!expedite matters . t 19 . It is further recommended that the Collector, and Parking and Traffic Commission Chairman, be directed to draw up a rough draft 1detailed account form to be used by the attendats at the Municipal ,!Parking Garage, which will reflect a complete accounting of all i `Imonies collected, tickets dispensed, and such other information :!that- deemed appropriate and that this draft is to be presented II ;Ito the Commission at the next meeting. '10. That the Council create by ordinance the position of Parking !'Attendant Supervisor. That his duties, in addition to attending the; lIGate at the Garage for an eight hour shift, shall be the immediate iisupervision of full time and part time employees assigned to the 11:Municipal Parking Garage . He shall see that the Citys policies, ,relative to the operation of the Garage, are carried out and he Pahall be directly answerable to the Mayor and the Chairman of the !!Parking and Traffic Commission . The Commission recommends Mr. James Hamacher for this position and that his salary shall ;'commensurate with his responsibility." : On motion by Mr. Willcoxon, seconded by Mr. Robinson, the Parking .' We the undersigned, dutifully petition the City of Jefferson , Mo. , to vacate the property in Sunset Place Addition: a strip of land about 450 feet in length, 60 feet wide at the north end of West Circle Drive and joining Allen Drive: The reasons for this petition are: I. This strip of ground will be maintained and cared for by the undersigned adjacent property owners into a clean , attractive plot, thereby relieving the city street department, which is already overloaded with work, of extra upkeep. 2 . This strip of ground will be cleared of all weeds , asthma bearing plants, poison ivy, mosquitos , flies and other obnoxious infestations . 3. Q. ica The following resolution was introduced by Mr. Robinson: "Whereas, • , 1041) c 1 Study Mission to South America will be conducted nW ZAfrjerican Municipal Congress at Punta Del Fist ,. g tniasion and Congress can be of great value to the Ci rn United States ; and, Whereas, the Mayor of the Capitol City of our great state ehiould among the delegates at the Congress and should represent our city and state in the Study Mission for this would bring great prestige as well as commerce and trade benefit to our city and state. Now, therefore, be it resolved by the City Council , City of Jefferson, Mo. , that the expenses of the Hon . C. Forrest Whaley, mayor of the City of Jefferson, Mo. , be paid from the general revenue for the round trip leaving Miami, Florida on October 14 and returning November 7 , 1962. The resolution was ruled out of order at this time by the mayor and no formal action was taken . Read first time at length, second time by title and on motion by Mr. Willcoxon, seconded by Mr. Scrivner, the rules were suspended and the ordinance was read the third time and placed before the body for final action and was passed by the following vote: Ayes: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner, Robinson, Scrivner, Watt and Willcoxon. 16 Nays: None 0 Absent: None. 0 At the request of Mr. Burkhalter, the following ordinance introduced 7288 September 10, and ordered held up, was called up for the third Retirement. reading: 7288/ "An Ordinance repealing Ordinance No. 708 of the City of Jefferson, Mo. , prescribing the age of retirement for all employees of said city, excluding elective officials: On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the Ordinance was placed before the body for final action and was passed by the following vote: Ayes: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner, Robinson, Scrivner, Watt and Willcoxon. 10 Nays: None. 0 Absent: None. 0 On motion duly made and seconded, the council voted to recess, subject to the call of the chair. r w r r w r r r Fr { N i
