G Roll Call Present: Burkhalter, Butzer, Kliegel, Riner, Robinson, Scrivner, Watt, and Willcoxon . Absent: Cline and Jobe A quorum was declared present . --------------- Prayer The meeting was opened with prayer offered by Mr. Robinson . Minutes On motion by Mr. Willcoxon, seconded by Mr. Burhalter, the minutes ,: of the last meeting, Sept . 24, 1962, were approved as submitted by the clerk. --------------- 3 Civil Air Maj . Henry Thomas appeared before the council requesting advice !!! Patrol with reference to a permanent meeting place for the Jefferson City unit of the Civil Air Patrol. He also requested consideration of a } matter concerning the donation of a site at the Memorial Airport i adequate for the construction of a permanent building to be used to store an airplane and as a meeting place. On motion by Mr. Butzer, seconded by Mr. Scrivner, the matter concerning available property at the Airport was referred to the Airport Commission for study. On motion by Mr. Willcoxon, seconded by Mr. Robinson, Maj . Thomas was invited to contact the Park Board for a possible meeting place site and if none is available possiblei arrangements might be made to use the area assigned to Civil Defense in the brick building adjacent to Police Headquarters . i Street On motion by Mr. Butzer, seconded by Mr. Scrivner, a Street Committee Committee recommendation presented by Mr. Willcoxon, that Mr. Propst be given permission to open an alley from Hart Street east to the west side of the alley between the 1100 block of McCarty Street jnder the supervision o` the City Engineer, was approved. i License On mition by Mr. Robinson, seconded by Mr . Butzer, a written re- Refund quest submitted by the City Collector asking that a refund of $20 .50 be made to Mrs . Froward Galbreath for A City License taken out by her husband a few days before his demise, was granted. ---------------- Wagner On motion by Mr. Robinson, seconded by Mr. Burkhalter, a written Place request submitted by Mr. Henry, the City Engineer, recommending f Sewer that a consultation be held with the Sewer and Street Committee, j prior to further action and a final report with reference to the j Wagner Place Private Sewer, was granted. i ----------------- City Hall On motion by Mr. Riner, seconded by Mr. Scrivner, the City Building! Water Tank Inspector was instructed and authorized to purchase a 30-gallon water tank to meet an emergency condition at the City Hall. Accounts and On motion by Mr. Robinson, seconded by Mr . Burkhalter, the Accounts! Claims and claims for the month of September were approved as recommended by the Committee. ----------------- Police Cars On motion by Mr. Willcoxon, seconded by Mr. Scrivner, the clerk was instructed to order two new police cars immediately in com- pliance with Council action on bids at the September 24th meeting. ----------------- Taxi-cab At the request of Mr. Scrivner, the police department was instructed Meter flags to carefully check the manner in which local taxi-cabs are dis- playing meter flags in violation of the City Ordinance on the matter. Airport On motion of Mr. Willcoxon, seconded by Mr. Scrivner, the Council Commission approved an Airport Commission recommendation granting Mr. Walter Vaderlicht of Steedman, Mo. , $20U .UU for the loss of an unharvested 160 ; crop at the Airport and the Clerk and Mayor were authorized to issue a 11warrent in that amount . - ^ " The following report was submitted by Mr Kliegel, chairman of the Health !! Health Board: "The Health Committee met on September 26, 1962 with Board '; Dr, Stuart Exon, spokesman for the West Hills Baptist Church to , discuss the installation of a temporary holding tank and the Bound- ' �! ary line of the City limits for this section of the City. After � consideralbe discussion it was recommended that the corporate limits " be marked. Also, instruct the City Attorney to draw up a contract 11with the West Hills Baptist Church regarding the issuance of a " temporary permit allowing them to install this holding tank. lOn motion by Mr. Kliegel, seconded by Mr. Willcoxon, the report was !; ;' approved on condition that a check be made with the City Engineer . i! ------------------- On motion by Mr. Scrivner, seconded by Mr. Willcoxon, the following '± Water, Gas ' report submitted by Mr. Watt, chairman of the Committee on Water, & Electric 11Gas, and Electric Lights, was approved: Lights i "The Water, Gas and Electric Lights committee recommends the ,, following: Install one 1,000 Lumen light at the corner of Lincoln !
