The following report submitted by Mr. Cline, chairman of the ;; Parking and
:!Parking and Traffic Commission , was ordered adopted on motion by ; Traffic
'Mr. Scrivner, seconded by Mr. Burkhalter: Commission
!;"Meeting held on November 15, 1962, at the Jefferson City Police Report.
;;Department . Those in attendance were C. A. (Buck) Watt, Forrest
;Scrivner, Vernon Burkhalter, LeRoy Henry, Lieutenant Lawrence
;Patton, and Donald V. Cline.
;,The following recommendations and requests were made:
141. That a proposed amendment to Ordinance 6246 regulating the
;parking of motor vehicles provides that it should be unlawful for
�smotor vehicles to park on the North half of Atchison Street
;between its intersection of Chestnut and Locust Street be approved i
: as submitted by Mr. J. George Robinson, Councilman, 5th Ward.
The Commission' s actions were based on the fact that the street is
very narrow and that parking on the North side of the foregoing !,
.;named street drastically impedes the flow of traffic and is
;otherwise hazardous.
`12. Commission approved the bid of $35 made to Cure-Linhardt
!Construction Company to build a storage box to be used at the
'Municipal Parking Garage to protect floor compounds and other
articles that would otherwise be exposed to the weather.
3. Commission requests that further bids be acquired for proposed i
;,construction of two (2) benches, as per architects sketch, and
;!cabinet to be constructed in the attendants booth, both of which
;'have been requested for the Municipal Parking Garage. One (1) bid I
!Ihas been received from the Cure-Linhardt, however, Commission is of
,,the opinion that this bid was excessive. i
�4. Commission received a bid from Cure-Linhardt, November 5 , 19629 '
iwhich was in the reply to request for an estimate to extend the
#attendants booth from an existing North door to exit drive in the
;'amount of $1554.00. Commission unanimously disapproved this as
being excessive.
�5. Request referred to this Commission by Mr. John Phenegar, 611a
;!Jefferson Street to provide parking in front of residence at
{1611a Jefferson, inasmuch as two (2) hour parking limit signs
;;presently exist, was disapproved. Although Mr. Phenegar is an
;'employee of the City and -it is conceivable that his being a
!llfireman would necessitate his being on emergency call; thus,
;;the Commission does not feel that it could make an exception in this
'!particular case, although we are certainly in sympathy with the
Fparticular situation .
16. Request made by Msgr. Gerald Kaiser, Pastor of the Immaculate
4- Conception Church of October 31, 1962, requesting that parking
!' restrictions in front of the Church on the North side and the

,; West side of the Church on Clark Avenue not be enforced between
the hours of 5:00 a.m. and 1:00 p .m. be disapproved for reason of
the fact that there are other such areas in the City near Churches
and would be impossible to make an exception and enforce it .
Commission certainly realizes their problem, however, especially
on Clark Avenue traffic is seriously impeded. Thus, such an
arrangement would defeat the purpose of the Ordinance .
7 . Request of October 31, 1962, directed to the Parking and Traffi6
Commission by Alfred Goff, 620 State Street , requesting that angle
parking be eliminated in the 100 block of Lafayette Street. It is
to be held over to give the Councilman in that Ward a chance to
talk to the residents affected as well as the Chairman contacting
;, the Penitentiary inasmuch as the employees of that institution will!
)� be affected. Thus, this matter will be reconsidered at the next ,
(! scheduled meeting.
!, 8 . Request submitted on August 27, 1962, which has been under study
' of the Commission was discussed, same being through truck traffic
at intersection of Hough Park Road and Dixon Drive and at the !j
intersection of Greenberry Road and Hough Park Road. (erection of
; signs) . It was the Commission contention that there is need for an
origin and destination survey and inasmuch as the Bartholomew report
as well as others make certain recommendations relative to
establishing a truck route, thus, the Commission recommends that th6
Council approve further exploration of this type of plan rather
i than to continue piece meal type of remedy. It is the Commission' s !
contention unless this is done it is feasible that many areas of
the City may feel justified in requesting No Through Truck Traffic,
9 . Commission strongly urges that the Police Chief, City Attorney, !
and the Police Judge support the Commission ' s policy relative to
parking in the downtown area, relative to turnover at the respective
parking meters through effective enforcement and follow up;
inasmuch as this is considered a necessity if we are to afford
short term parking during the business hours.
10. It has been brought to the attention of the Commission by the
Traffic Division of the Police Department that parallel parking
stalls could be better identified if the curb was painted yellow
in the buffer zone between parking spaces. Thus, it is recommended `
that the Street Department paint the curb in these places at their
convenience. Furthermore it is requested that the space in the
parallel parking area be completely outlined in paint so as to
further identify such spaces .
11. Commission recommends that an Ordinance be drawn which would
require reporting of all accidents, (those that result in over
$25.00 property damage or personal injury to the Police Department.]
Ordinance to conform to that recommended by the National Safety
Council as set out in Model Traffic Code. This also would be
somewhat consistent with the State requirement .
12. The Commission requested that the Traffic Division of the
Police Department ascertain correct number of spaces lost in
. uptown area due to the change from angle parking to parallel
i' parking. Total as reported by the Traffic Division indicated that !
there were eighty-nine (89) spaces lost, however, the extension of
metered parking on the perimeter of the uptown area will
drastically cut this figure . This, of course, was foreseen in the
over all plan and although the latter will not completely erase
the loss, nevertheless, it is believed that same should be noted.
13. Commission approves the appointment of James Hamacher as
Parking Attendant Supervisor as of November 1, 1962, and recommends
that his salary be set at $300 .00 a month."

become a part of the basic plan for Civil Defense in this city,

('Mr. Charles Tevis, a consulting engineer, discussed the former
program at length, as did various members of the council, offering
both pro and con debate.
Mr. Riner offered a motion, seconded by Mr. Robinson, that an j
application be entered for a grant from the federal government
and to work with Mr. Tevis for the creation of a Bridging Program
over various points of Wear' s Creek, which would include cleaning I
various sections of the channel.

In the matter of the Sewer, Program, a motion submitted by Mr.
OBurkhalter, seconded by Mr. Cline, was adopted authorizing the '
;consulting engineering firm of Horner and Shrifin to apply for
federal funds without obligation to this city under the Accelerated l
Public Works Program for the upgrading of sewers.

On motion by Mr . Robinson, seconded by Mr. Burkhalter, the council ' Special
adopted a motion calling for the issuance of a Special Permit to , Permit to
the Missouri Power & Light Co. , to provide for the erection of a Missouri
substation on Lots 230, 231, and 232 of Wulfert ' s Resubdivision of Power & Lgt .
Outlot No. 101 in the City of Jefferson, Mo.
Following a discussion by Mr. Rose, concerning the final outcome Branson Law
in re the case of Branson vs . the City with reference to an Suit .
accident at the Park Boards' s Skating facility, the council
,adopted a motion offered by Mr. Riner, seconded by Mr. Burkhalter,
;that the court' s finds, awarding the plaintiff $1,000 .00 , in
;-addition to $300.00 for medical costs be accepted without appeal,
:`and recommended the total amount be paid by the Park Board.
Mr. Scrivner brought up for discussion a case involving injury Martin
to a James Martin at Riverside Park. Payment of medical bills of injury at
about $30 .00 had been denied by the Park Board, according to Riverside
information supplied by Mr . Scrivner. Park.
On motion by Mr . Scrivner, seconded by Mr. Riner, the council
approved payment of the medical bill when said bill is rendered by
'the youngster's parents .
At the request of Mr. Robinson, the city attorney was instructed
to amend Rule 26 of the Rules and Order of Business of the City
Council, City of Jefferson , Mo. , by deleting; the provisions for
seconding, as found on page 545 of the Revised Ordinances, 1956.
At the request of Mr. Burkhalter, a matter concerning; street Street
drainage at 1701 Monroe Street, southward, was ordered referred to , Committee.
the Committee on Streets, Alleys and sidewalks.
At the request of Mr. Cline, the council was asked to consider a Fire Fightin
matter of extending the Jan. 1, 1963 date of ceasing to extend Limits.
:fire service beyond the three-mile limit of the city.
' At the request of Mr. Butzer, a matter of paving Livingston Street Street
adjacent to property owned by a Dr. Bowe was ordered referred to Committee
. the Committee on Streets, Alleys and Sidewalks. Livingston.
At the request of Mr. Butzer, the Clerk was instructed to write Water
a letter to the Capital City Water Co. , in re anticipated date for Fluoridation
