On motion offered by Mr. Riner, seconded by Mr. Scrivner, the
matter was ordered referred to the Finance Committee and Col. Young,';
with power to act.
Urban On motion by Mr. Willcoxon, seconded by Mr. Robinson, the council
Renewal. adopted a motion calling for the city to accept a credit of
$8,029 .67, as a grant in aid with reference to Urban Renewal
Projects, on designand field work for Dunklin Street from
Madison Street to Clark Avenue, and Lafayette Street from Miller
Street to Franklin Street as bond issue projects .
Street On motion by Mr. Willcoxon, seconded by Mr. Cline, the following
Committee report submitted by Mr. Willcoxon and read by the clerk, was

A. Recommends that the east and west alley between Madison and

Water, Gas On motion offered by Mr. Jobe, seconded by Mr. Kliegel, the follow- {

The Committee on Water, Gas and Electric Lights submit the
following recommendations:
The installation of a 2,500 Lumen Light at the corner of
Chestnut and East Dunklin Streets, replacing a 1,00 Lumen {
, light now there ;
The Committee, at this time, does not see the need for the
installation of a light in the 400 block of Chestnut Street, in-
asmuch as there is only one house in the block."
Police On motion by Mr. Riner, seconded by Mr. Burkhalter, the following
Board. report submitted by Mr. Scrivner, chairman of the Police Board, i
was approved: "The Police Board met Nov. 3U, 1962, and the
following recommendations are submitted:
After studying bids on the purchase of two-way radio equipment to
be installed on a three-wheel motorcycle unit in use by the i
Police Department, the committee voted to accept an alternate
bid for a mobile unit complete with all accessories and ready
for installation, at a cost of $609.00.
The committee further recommends the purchase of six SIRENO,
electronic sirens and combined Public Address System, four to be
used by the Police Department and two to be used by the Fire
Department . It is further recommended that four units be charged
to the Police Department budget and two to the Fire Department .
The committee recommends the purchase of one new IBM electric
typewriter for the department .
, The Committee also voted to revoke the taxi driver' s permit now
. held by Charles Preston Vaughn by reason of disorderly conduct
by the holder.
It is further recommended that a set of License Index Books be
purchased for use of the Police Court Clerk."
Committee On motion by Mr. Riner, seconded by Mr. Butzer, the following report

City for the benefit of the City Treasurer, City Collector and the
Inspection Department.

i, Following a discussion of permit fees being based on "true
! building costs" it was agreed that the City Attorney would draft an ;
iordinance to provide for licensing of contractors and builders and
+i,1that Mr. Bassman would after surveying the contractors and builders (
suggest a schedule of fees to Mr. Rose.
ilAfter some discussion regarding the office of City Treasurer, it {i
1,,was understood that the Treasurer' s records would be housed in the ;j'
City Hall where a desk would be provided for the Treasurer to use s
from time to time as the need arose and with the understanding that
the Treasurer could continue to do his record keeping at his own
office.
Without a formal motion it was agreed that the City Attorney would
have an ordinance ready for the December 3 council meeting creating `,i
, the office of Director of Public Works in accordance with the `1
( State of the City Report. It was also agreed that the Committee ofj�
; the Whole would recommend to the council that the City Clerk run
advertisements in area or regional publications for applicants
kfor the position and that such applications be submitted on the
lFederal Application for Employment Form 201.
It was also agreed that the City Attorney would draft an
ordinance covering the collection of inspection fees and validating
of the permits by the City Collector.
The meeting adjourned at 10: 00 P.M."

Christmas On motion by Mr. Riner, seconded by Mr. Robinson, the council

Curb Cut On motion by Mr. Robinson, a written communication addressed to
Atchison & Mr. Robinson, and discussed by him, signed by James D. Parks,

at the corner of Atchison and Chestnut and involving a curb cut
was ordered received and filed.

Old City On motion by Mr. Robinson, the Custodian of the City Cemetery was

Fire Depart- Mr. Cline offered a motion requesting the council to postpone the

Septic Tank. Mr. Cline called attention to a mutter concerning a septic tank
at a residence on Livingston Street , which involves a question
of meeting proper specifications and ordinance regulations , which
was referred to the Plumbing Inspector for checking.
Water, Gas At the request of Mr. Butzer, a matter concerning a study of

EREAS, under the terms of Public Law 87-658, approved
September 14, 1962, the United States of America
has authorized the making of grants to aid in
financing construction of specific public works
projects, provided the proposed or planned total
expenditure of the public body for its capital
improvement projects is increased by an amount
approximately equal to the non-Federal funds +
required to complete such public work projects:
OW, THEREFORE, BE IT RESOLVED BY The City Council of the
City of Jefferson, Missouri;
1. That as of the date of filing of an application

by the City of Jefferson, Missouri, (hereafter
called Applicant) with the Housing and Home
Finance Agency, United States Government, for
a grant to aid in financing the construction
of Sewer Improvements, the Applicant had a
Capital Improvements Plan or Capital Improve-
ment budget for the fiscal year or years during
which construction of the proposed project is
expected to occur; and that the total expendi-
ture for capital improvements in said plan or
budget was $ None for the fiscal year
ending 1963 and $ A Million for the
fiscal year ending 1964-65 contingent upon
passage of proposed bond issue. {
2. That, in the event that said Federal grant is
approved by the United States of America, said
capital improvements plan or capital budget will
be increased by $1,050,000 .00 for the fiscal
year ending 1965 and None
for the fiscal year ending 1964-65
for a total increase of $ 4,550,000
in the proposed or planned total expenditure for
Capital Improvement Projects (exclusive of
federal funds) .
3. That said increase in the proposed or planned
total expenditure for capital improvements
projects is approximately equal to the non-
Federal funds required to complete the public
works project for which the application is to
be submitted. !
