On motion by Mr. Willcoxon, seconded y Mr. Kliegel, He Sid j
;entered by the Biersach & Niedermeyer Co. , in the amount of
$16,840.00 base bid, was accepted, following a poll by the finance
committee conducted by Mr. Jobe, chairman.
The motion included a proviso that the low bid is acceptable if
engineering services are included. The motion also recommended
:the purchase of an additional 125 decibel output at the unit
price of $2,020 .00 and one additional starter at the unit price
of $80.00 in that the base bid was on eight sirens in that the
firm does not manufacture a smaller decibel unit as specified.

Water, Gas The following report submitted by Mr. Watt, chairman of the
and Electric Committee on Water, Gas and Electric Lights, was approved on

"The Water, Gas and Electric Light Committee approves the
recommendation of two (2) fire Hydrants located as specified
in a letter to the Fire Chief at the site of the new High School
now under construction, and requests the City Council to notify
the Capital City Water Company of same." j
Board of The following report was submitted by Mr. Burkhalter, chairman of
Fire the Board of Fire Wardens:
Wardens. "The Board of Fire Wardens, following a meeting held Dec. 13, 1962,
recommends the following action to the council:
:That the cut-off date of out-of-city fire protections service to
.other than industrial, commercial and religious installations , at
the discretion of the Fire Chief, be extended for a period of 180
days beyond the scheduled cut-off date of December 31, 1962,
pending the formation of fire districts in the area immediately
adjacent to the city.
That an Ordinance be passed providing fire protection to Industrial,
'Commercial and religious installations in areas within two miles of
present corporate limits.
.That specifications be drawn and bids requested for the construction
of a 10' x 37' second floor addition to the West End Fire Station
,for additional dormitory space."
,Mr. Butzer then offered a motion , seconded by Mr. Scrivner, to
;approve the report as presented. !
Mr. Robinson then requested a Division of the Question.
Following a lengthy discussion, a roll call vote was requested
on the initial recommendation: It was adopted as follows:
'Ayes: Burkhalter, Butzer, Cline, Jobe, Kliegel, Riner,
Robinson, Scrivner, Watt and Willcoxon . 10
Nays: None. 0
Absent: None. 0
'With reference to item two, Mr. Robinson offered a substitute motion,
:seconded by Mr. Riner, that the time limit be extended indefinitely
and proper ordinance including all types of installations, including'
residences, be prepared.
The original question was put to vote and was adopted.
The Third item was adopted on motion by Mr. Watt , seconded by Mr.
Willcoxon, with instructions that plans be submitted by the
Building Inspector and City Engineer for bids .

"Meeting held on December 4, 1962. Those present were Vernon
'Burkhalter, Forrest Scrivner, C. A. (Buck) Watt, Lieut . Lawrence
:lPatton and Donald V. Cline. The following requests and recommends-

X31. Request by Woodman Engineering Company that they be permitted to,

11would set precedence of similar businesses in the downtown area. i

parking.
� 2. The Commission approved the building of a tool chest and
[cabinet for the Municipal Parking Garage. �?
113 . The Convention Committee of the Chamber of Commerce, Chairmaned'
!�by Mr. Monroe Epstein appeared and requested that the Commission
recommend convention rates for the Municipal Parking Garage.
Their grounds were based on the fact that they had received complai0ts
'from certain conventions and in one particular case an organization ;
!had canceled its convention plans in Jefferson City primarily
because this organization felt that the overnight rates were
exorbitant. The Chamber of Commerce Convention Committee recommend4
that a rate of $1.50 be instituted for 24 hour parking. This would ':
prevail for what is considered "dead storage" , that is cars that
I!remain in the Garage for a 24 hour period without being removed.
The question whether or not the Chamber of Commerce or the hotels
would develop a particular plan relative to placing a sticker or
,purchasing stamps which could be attached to the parking ticket
Iwas discussed, however, there was no definite response or
icommittment in the administration of same. The Commission voted
' to take this under advisement . No other action taken at this time. ;
:4. A verbal request for parking meters in the 200 block of East
;McCarty by Mr. Sidney Pohlman, 113 East Miller, was taken under
,;advisement at this time.
15. A verbal request by Cure-Linhardt as to the advisability of
'paying Thomas J. Finan Company for the gate system, however, no !t
,;recommendation was made at this time, due to the difficulty we
?,are experiencing in the operation of same .
6. Commission approved the purchase of 18" x 18" parking triangle
; signs to be installed to direct traffic to the Parking Garage. S
;!These signs are to be purchased by Eastern Metal of Elmira, Inc. ,
! Elmire Heights, New York."

Zoning chairman of the Planning and Zoning Commission and read by the

;"This commission has carefully studied the request of Paul Kolb

111302 of Article XIII of Zoning Ordinance 5880. The ordinance
presently prohibits the storage of acetylene gas in Districts "H"
,and "I" and striking out the words "or storage" would result in j
{,permitting the storage of that gas in those districts.
ilThe Commission has given this matter detailed attention . The j
('Commission has consulted the Fire Department and has, on three
occasions, consulted the Missouri Inspection Bureau of St. Louis,
;;which is concerned with fire insurance rating, in Jefferson City,
i7hese parties have agreed that if contained in I.C.C. approved I+
}portable cylinders, as commonly used by industry, acetylene gas iIt
;;does not constitute a hazard as to fire or explosion, and that
:a quantity of such cylinders may be stored in one place without !1
';danger to anyone.
the Commission therefore recommends that the needs of business and
?industry will be served and proper protection afforded to everyone 1
3if acetylene gas storage is allowed in Districts "H" and "I" 1
bprovided that it is stored in I. C.C. approved portable cylinders .
:!The Commission therefore recommends that paragraph 1. Section 1302,
:Article XIII of Ordinance 5880 be changed to read as follows:
1. Acetylene gas manufacture. Storage of acetylene gas in
j I. C.C. approved portable cylinders is not prohibited."

Annexation . Mr. Robinson then proceded to introduce a motion designed to
instruct the City Engineer and the City Attorney to take necessary I(
: steps to extend the city limits in accordance with a line drawn
'on a map held by him and to report back as soon as possible. t�
After discussion the motion was withdrawn.
