IIThe following report was submitted by Mr. Dorr, shairman of the Street ! Street Committee: Department i1"To: City Council �eport . 11. Mrs . Fisher reported that the sidewalk in the 500 block of E. Dunklin and a water problem at Maple and Dunklin were in need of illconsiderat•ion regarding repairs or somethinr;. After inspecting; tile .' ;situation the Conunittee concluded that t1Ye City should not spend Many time or money since these corrections will be made under the Urban Renewal Project for that area. H ' 1j2. To date no property owner action has been taken regarding the ,;improvement of Notre Dame Street . This CotiuniLtee again repeats that' i1we will encourage such improvement at such time as the property owners will submit a proposal indicating their desires if it meets �I.the approval of the City Engineer. it j3. Mr. Jack Riner, and with Council approval has instructed the ! City Engineer to furnish each member of the Council with plans and , specifications on all public works. The writer request that this 1 icouncil Action be reconsidered since it will cost approximately ! $100 .00 for each public works job to comply with this action. llSecondly, a complete set of plans, specifications and estimates are I�always available in the City Clerk' s office prior to the advertise 11ment of any public works job. Thirdly, because of our limited office ,personnel and equipment (memobraph machine) plus the extra time involved such action is not practical. ;JWe recommend that plans and specifications for public works jobs over ±$50,000 .00 should be furnished to each member of the Council, rathex '! than ALL public works jobs, if so requested. ;14. The low bid for the installation of an arch pipe on Livingston ;; Street was awarded to the M & M Highway Material Company lcost $6,555 .60 . 15 . As regard the Mulberry Street intersection the following facts �Iand conclusions are to be considered: C)9 Regular Meeting, January 8 , 1962 ,lIt was agreed to eliminate the Mulberry Street approach on the South side of the Route 50 Expressway, after a thorough study was !f ;, made of the possible flood damage which might be caused to the properties along Miller Street between Broadway and Mulberry. Due to the fact that Miller Street is closer to the Expressway at .. Mulberry Street than at Broadway, it was not feasible to build a • flood relief structure under Mulberry Street as was built under Broadway. Also, this close proximity of Miller Street and the Expressway at Mulberry eliminates the possibility of lowering the grade of the Mulberry Street approach low enough to allow the ! ;: flood water to go over the Mulberry Street approach before doing 1 inconsiderable damage to the adjoining properties. Any plans to carr !! the flood water through or around Mulberry Street approach would Mrequire the closing of Miller Street on either side of Mulberry. ;! The entire plan for handling traffic on the Expressway has been E developed on the basis that there would be no cross traffic at !! Mulberry Street . Therefore, an intersection such as the Cherry ' Street intersection, would be the maximum that could be developed ` at Mulberry Street without seriously affecting the proper handling j sl of traffic. r In the event that we wish to pursue this matter further, it will belfE ! necessary to have plans of our proposal approved by the Missouri % State Highway Department and then by the Bureau of Public Roads . 7 i� ! The cost to do any improvement could vary between $30,000 .00 to $50,000 .00 . !� '` We recommend that no action be taken at this time . i � 6 . This Committee is concerned regarding the safety of the open median strip at the intersection of Mulberry and the Expressway. PWe recommend that the City Clerk write to the Highway Department requesting the closing of the median strip since it is not a through, four way intersection. ' 7 . Mrs . Fisher' s reci*uest regarding; the improvement of Bald Hill RoLd from Hobbs 'Terrace to a point 445 feet westerly will cost $11,355.0,1 for construction. i� This Conuuittee recommends that this problem be held back along with!', the many other street problems and should be considered at such tiinio as monies are made available after the present proposed Bond Issue jobs are completed. 8 . This Committee reconunends the purchase of a ?� ton pick-up truck for the Street Department. This purchase to be made through advertised bids and Council action. The present 1958 2-door ; Chevrolet automobile to be used for the City Engineer' s Office. {' 9 . This Committee reconunends the purchase of a power, portable post-hole digger. This purchase to be made through Street ! Department bids and Street Committee action. 10 . This Committee recommends the purchase of a 2-ton heavy duty 'II ;. dump truck for the Street Department . This purchase to be made :` through advertised bids and Council action. The No. 5 truck (1956 International) to be used as a trade in on this purchase. 11. This Committee reconunends that the City Clerk advertise for bids one 4 wheel type loader, specifications as outlined by the Street Conunissioner, with said bids after they have been opened to be considered by the Joint Street and Finance Coimnittees for their action regarding; recommendations to the Council. On motion by Mr. Scrivner, seconded by Mr. Willcoxon, the following Traffic items were referred to the Parking; and Traffic Commission for study Commission j Referals . Stop Sign at Tanner Bridge Road and Ellis Drive; Stop Sign on Ridgeway Drive at Hillsdale Drive; and possibility E of an ordinance designed to prohibit trucks from using; the city streets . i On motion by Mr. Riner, seconded by Mr. Jobe, the Parking and Traffic Commission was instructed to study a matter of two-hour j ,, parking restriction between 8 a.m. and 5 p.m. in the 100 block of ?' Monroe Street from the railroad depot south to the alley. ° On motion by Mr. Willcoxon, seconded by Mr. Burkhalter, the Parking and Traffic Commission was instructed to study a matter of prohibiting left turns for west bound traffic at the intersection of Bolivar Street and the trafficway between 4: 30 p.m. and 5 : 30 p.m� i Fire Dept . On motion by Mr. Scrivner, seconded by Mr. Willcoxon, a matter of Equipment . purchasing; another Scout type vehicle for exclusive use of the Fire Department was referred to the Fire Board for study. Scrivner, a matter of l Mechanic. ;' employing a full time mechanic-maintainance man for the Street !, Department was referred to the Street Committee for study. Off-Street Mr. Butzer called attention to the lack of use of the City-s Parking. off-street Parking; facility between Washington and Broadway Streets;' north of the Whitton Expressway. It was suggested that the Clerk � be instructed to write various departments located at the Slate office Building informing; them of the existence of the lot . Mr. Butzer also called attention to a possible need for temporary stop signs in the area adjacent to Bolivar Street and the Whitton Expressway. Light On motion by Mrs . Fisher, seconded by Mr. Jobe , the following; Resolution. resolution was adopted: "Be it resolved that the Missouri Power and Light Company be and J f is hereby instructed to install street lights in accordance with recottmiendat ions by the City Council' s Ceamnittee on Water, Gas and Electric Lights, as approved by the Council in Action January 6 , 1962: One light to be installed tit the dead end of Virginia Street , north, on a pole, exact installation to be in accordance with Missouri ' Power and Light Company recommendations ; One light at the corner of Ellis Drive and Tanner Bridge Road; and,ij One light in the alley cast of the entrance of Madison Street at the new South Side Super Market ." 7172 The following; Ordinance was Introduced: December 7172/ "An Ordinance to appropriate money for the month of Appropriation December, 1961."
